Protective Coating Maintenance Solicitation – Questions and Answers
1. Question: The base and all options CLINs 06AE, 06AF and 06FAG Airfield striping, should be in Square Foot in lieu of Linear foot as currently listed in the solicitation, the stripes are in varying widths from 6” to 72” wide, the cost difference between the different widths are significant and using square feet instead of linear feet will account for this.
Answer: You are correct, please price those CLINs by Square Foot.
2. RE: SF 1442 - Do you want to see a yearly value in block 17 (Year 1, Year 2, etc) or the total value entered as one number?
Enter the total of all of the CLINs.
3. The contract calls for an onsite project manager. Will this be a requirement throughout the year or only when work is being completed?
An onsite project manager is only necessary when there is actual work to do.
4. If awarded, would the government consider a minimum task order value?
I'm not sure what the question is asking, but on p. 77/134 of the solicitation, see clause 52.216-19 Order Limitations. It says, "(a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than $500.00, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract."
If you're asking would we place a minimum value order upon award of the base contract, the answer is no. The 'consideration' the contractor receives upon award of an indefinite-delivery requirements contract is that all of the painting orders would go to the awardee.
5. We thought that the Contractor would not be responsible for utilities. If not, can you provide an average monthly utility cost based on the current contract year? (needed for estimating).
The Contractor is not responsible for paying for any utilities, they are required for their own refuse and grass cutting and snow removal at their government supplied facility.
6. CONS used the term “IDR" contract compared to the IDIQ the solicitation states. Can you please clarify what IDR means and how it might impact deliverables?
I’m sorry for the misunderstanding; I don’t see where the solicitation states that this is an IDIQ. This is an indefinite-delivery requirements contracts: see FAR 16.503 'Requirements contracts' on acquisition.gov for a description.
