SECTION 1

GENERAL

1. Scope of Work. Except as provided in Section 3, the Contractor shall furnish all labor, transportation, tools, equipment, uniforms/protective clothing, materials, supplies, supervision, and administration to provide protective coatings for various Grand Forks Air Force Base

(GFAFB) facilities in accordance with (IAW) the terms of this contract.

1.1. For base industrial facilities (no work to be performed in Military Family Housing), the

Contractor shall perform both exterior and interior painting. The Contractor shall paint walls, ceilings, concrete floors, exterior building surfaces, pavements, parking lot striping, airfield striping, parking ramp markings (arrows), and fire hydrants; install and repair wall coverings;

tape, bed, and texture walls. Performance shall be according to the standards contained in

Technical Exhibit 1 (TE-1). The main functions include but are not limited to:

1.1.1. Maintenance Management and Inspection of Facilities (see Section 5 and TE-1).

1.1.2. Exterior Paint Requirements. (Surface Preparation, Priming, Painting, Taping (if applicable), Caulking, and Glazing Putty).

1.1.3. Taping, Interior Facilities Maintenance (Surface Preparation, Painting, Taping, and

Bedding of Gypsum Board Cracks and Repair of Holes in Gypsum Board as required including all necessary wood blocking).

1.1.4. Signage Program. Reserved

1.1.5. Crosswalk Maintenance and striping of streets/parking areas: Streets, airfield, and parking lots shall be painted per Contracting Officer’s or project inspector directions. Crosswalk tape shall not be used.

The above general outline of main functions does not in any way limit the responsibility of the

Contractor to perform all work and furnish all plant, labor, and materials required by this contract. In addition to other safety codes and manuals referenced in the contract documents, all work must be performed IAW applicable Occupational Safety and Health Administration

(OSHA) regulations and industry accepted safe practices.

1.2. Personnel.

1.2.1. Project Manager. The Contractor shall provide a fully qualified on-site project manager or designated representative(s), physically present between the hours of 7:45 a.m. – 4:30 p.m.

Central Time, Monday through Friday, except on Federal holidays IAW paragraph 1.3.2.

Designated representatives for the project manager shall provide phone numbers for himself/herself and one alternate representative. The designated representative shall have full supervisory authority during the absence of the project manager. The project manager or alternates shall be responsible for management and coordination of the contract and shall be the point of contact with Government representatives. The Contractor shall notify the Contracting

Officer in writing, prior to contract start date, of the names of the project manager and the designated representatives.

1.2.1.1. The project manager and designated representative(s) shall be able to read, write, and understand English fluently.

1.2.1.2. The project manager and designated representative(s) shall be able to read and correctly interpret all regulations, manuals, and specifications.

1.2.2. Other Personnel. The Contractor shall furnish qualified supervisory, administrative, and other personnel to accomplish all work required. The Contractor is prohibited from hiring off-duty government Civil Engineer Squadron (CES) employees from Grand Forks AFB.

1.2.2.1. The Contractor shall not employ any person who is an employee of the United States

Government if the employment of that person would create a personal conflict of interest nor shall the Contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval IAW DOD 5500.7-R, Joint Ethics Regulation.

1.2.2.2. The Contractor is cautioned that off duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the Contractor's ability to perform. Their absence at any time shall not constitute an excuse for nonperformance under this contract.

1.2.3. Contractor Identification. Each Contractor employee shall wear a visible contractor-furnished identifying badge, which shall include, at a minimum, the person's name and the name of the Contractor. All Contractor employees shall wear similar distinctive uniforms. These uniforms shall, at a minimum, consist of a company shirt and white painter pants. To ensure a professional image is projected at all times, no clothing (tank tops, etc.) shall be worn that will detract from the uniform’s appearance.

1.2.4. Security Requirements. Personnel requiring more than periodic access to restricted areas must have a favorable National Agency Check IAW DODM 5200.02, Procedures for DOD

Personnel Security Program (PSP). The CES Security Manager will provide assistance in the preparation of the required security forms. After the National Agency Checks are completed, employees will be issued a United States Air Force (USAF) Restricted Area Badge. All

Government property badges (identification cards, restricted area badges) must be returned within 24 hours after employment is terminated. The Contractor shall retrieve such items and report any loss or misuse to the appropriate authorities. The Government will conduct and bear all costs for background investigations for required clearances. The number of personnel obtaining security clearances/badges will be kept to a minimum. The following publications must be adhered to:

1.2.4.1. Work in Controlled/Secure Areas. The Contractor shall be responsible for pre-announcing workers into controlled/secure areas. Pre-announcement is handled through the controlled area monitor of the owning/using unit. The Security Forces may search all vehicles and all personnel. Each person must present two forms of identification, at least one of which must have a current photograph. After the Contractor personnel are cleared/searched, and when directed by the Security Forces, they will proceed through the entry control point. The time required for this entry procedure should be anticipated at 30 minutes, and is not reimbursable by the Government.

1.2.4.1.1. Workers painting red security lines in secured areas shall have restricted area badges, security clearances, pre-announcement, and/or Security Forces escorts. Failure to comply could result in security violations. The Government will not be responsible for any expenses resulting from security violations.

1.2.4.1.2. Delays caused by Contractor personnel requiring escorted movement from one secure area to another or delays are not considered reimbursable by the government. Such delays shall be anticipated by the Contractor.

1.2.4.1.3. At irregular and unscheduled times, mission exercises, such as an alert/exercise, will prevent the Contractor from entering or exiting through the security gate at the entry control point. Such exercises occur on an average of once a month and last approximately 30 minutes.

The Government as indicated on the price schedule will reimburse delays in excess of 45 minutes. Delays will be reimbursed by 15 minute intervals; the contract line item for delays shall be by flat hourly rate, not a man-hour rate. The Contractor shall notify the project inspector or the Contracting Officer of all delays within one (1) working day after each occurrence.

1.2.5. Control of Contractor Employees. Assignment, transfer, and reassignment of Contractor personnel will be the prerogative of the Contractor. The Contractor shall be responsible for selection, certification, assignment, supervision, management, and control of employees in performance of the Protective Coating Maintenance contract and shall comply with the general intent and specific policies set forth in regulations of Grand Forks Air Force Base (GFAFB) concerning conduct of employees as referenced herein.

1.3. Hours of Operation.

1.3.1. Normal Hours. All required inspections and maintenance and repair actions shall normally be 7:45 a.m. to 4:30 p.m. Central Time, Monday through Friday. Work hours outside of

“normal” must be requested in writing to the Contracting Officer and approved, extended hours are at no cost to the government. Extended hours will not commence until approved. Request for extended hours shall be submitted to Contracting Officer 2 business days prior to work commencement.

1.3.2. Recognized Holidays. The Contractor is not required to work on federally recognized holidays: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, July

Fourth, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day.

1.4. Contingencies. In the event contractor work is necessary because of natural disaster, civil disturbance, military contingency operations, fire, the Contracting Officer may direct emergency work be accomplished outside of established work hours. Such work shall be subject to negotiation for reimbursement. It shall not include major rehabilitation or major repairs.

1.4.1. VIP Visits. Reserved

1.5. Contractor Cleanup and Compliance with Environmental and Fire Regulations. The

Contractor shall leave the work area free of all debris generated by its own work at the end of each workday as well as job site cleanup each day and upon completion. Facilities serviced by the Contractor shall be returned to the Government in the same condition of cleanliness as existed when received by the Contractor. All plumbing fixtures used to clean paint equipment shall be cleaned immediately after use. Mineral spirits and flammable liquids must be disposed of properly and shall not be poured into plumbing fixtures, on grass, plants, or asphalt.

Flammable paints, liquids, and materials shall not be stored overnight at facilities other than

Contractor storage lockers. The Contractor shall follow all applicable environmental rules and regulations, including the base storm water permit and Storm Water Pollution Prevention Plan.

They are available for review at 319 CES/CEV. Examples of activities that may create pollution problems are:

- Media Blasting - No “grit” may be left where it can enter the storm water collection system and increase sedimentation

- Pressure washing - No “process water” is allowed to enter the storm water collection system.

Cleaning agents must be approved for discharged or if not, collected for discharge to the sanitary system.

1.5.1. Disposal of Materials and Hazardous Waste. The Contractor shall not dispose of any refuse, debris, or hazardous waste in any Government-contracted dumpster. The Contractor shall make arrangements to provide a dumpster at Contractor facility at Contractor’s expense.

Dumpsters may be secured to prevent unauthorized usage. Material disposed of will conform to all local, state, and federal guidelines, criteria, and regulations at no additional cost to the

Government. The Contractor shall participate in the base-recycling program. See TE-4 for a list of items recycled on GFAFB.

1.5.1.1. The Contractor shall submit a waste management plan for approval to the GFAFB

Hazardous Waste Manager, 319 CES/CEV within fifteen (15) business days of contract start.

The plan shall include, but is not limited to, how the Contractor plans on managing discarded paints and paint byproducts, joint compounds, spent acids and solvents, blast media and sweepings. All hazardous waste generated on GFAFB must be managed IAW hazardous generator standards as specified in 40 CFR 262. The Contractor shall coordinate with 319

CES/CEV prior to generating, accumulating, or storing, any known hazardous wastes or spent hazardous materials.

1.5.1.2. Hazardous wastes are hazardous substances as defined in 40 CFR 261, or as defined by applicable State and local regulations. Examples of wastes commonly generated in construction activities include, but not limited to, spent solvents, paints, adhesives, lead-based paint abatement wastes, and fluorescent light tubes. Other wastes may also be hazardous, and if in doubt, obtain guidance from 319 CES/CEV.

1.5.1.3. Containers used to accumulate, store, or transport hazardous waste will be new/unused, performance-oriented tested containers that are marked with appropriate information showing they conform to 40 CFR 262.

1.5.1.4. The Contractor shall accumulate no more than fifty-five (55) gallons of any one hazardous waste stream at a time. Once the 55-gallon limit has been reached, the Contractor shall label the container with the date the container was filled. The container must be moved to the base hazardous waste accumulation site within 72 hrs. The Contractor shall coordinate transportation with 319 CES/CEV prior to moving the waste.

1.5.1.5. The Contractor shall label containers used to accumulate hazardous waste with the contents of the container. 319 CES/CEV must be notified of all hazardous waste accumulation to arrange for periodic inspection.

1.5.1.6. Used fluorescent tubes are hazardous waste. The Contractor shall turn use fluorescent tubes in to the HAZMAT Pharmacy (Bldg. 408) for recycling. The Contractor shall individually double-bag broken bulbs in plastic bags and tape shut. The Contractor shall contact the

HAZMAT pharmacy at (701) 747-4655 to acquire the proper container for storage and further guidance on storage requirements.

1.5.2. Base Fire Regulations. The Contractor shall comply with the base fire regulations as set forth in Civil Engineering Fire Protection and Contractor Fire Prevention Brochure (available for review at Fire Department (701) 747-6304). The Contractor shall immediately cease work and correct violations upon notification by the project inspector. The cost for delays and corrective measures shall be at the Contractor’s expense.

1.5.3. Environmental Spills. The Contractor shall immediately call the Base Civil Engineering

Service Call desk at (701) 747-5210 upon occurrence of any spills that could cause any harmful environmental effects to report the incident. The Contractor shall report the type of material and quantity spilled. The Contractor shall be liable for the cleanup cost of any spill that occurs through Contractor negligence.

1.5.4. Hazardous Material Authorization. The Contractor shall at all times use non-hazardous alternatives to accomplish work under this contract. Coatings containing asbestos, lead, mercury, cadmium or chromate are not authorized. The Contractor shall fill out AF Form 3952, Chemical

Hazardous Material Request Form, or equivalent, for each material used on GFAFB. If the same material is used but applied by a different technique or method, the Contractor shall fill out a separate AF Form 3952 or equivalent. At the start of the contract, the Contractor shall contact

Hazardous Material/Hazardous Waste (HM/HW) Contractor at the south end of building 408 to establish a Hazardous Material Account, obtain AF Form 3952 or equivalent, and submit MSDS for all hazardous materials utilized and/or stored on the installation. The Contractor’s AF Form

3952 will be reviewed and, if approved, barcodes will be issued. The Contractor shall contact the

HM/HW contractor within 6 hours of having hazardous materials brought onto the installation to request barcodes. The Contractor shall contact the HM/HW contractor to clear out barcodes for used material by the last workday of the month. At the start of the contract, the Contractor shall submit a listing of all equipment utilized for painting, stripping, and cleaning.

1.6. Damages. The Contractor shall be responsible for protecting Government and private property at all times. When painting, the Contractor shall take proper precautions to prevent paint or other damage to private or Government property. Also, the Contractor shall be responsible for wind blown paint damage to Privately Owned Vehicles (POV), Government Owned Vehicles

(GOV), and Government property and will be required to pay for any damages due to his/her negligence. Contractor shall protect flowers, shrubs, plants, etc. around buildings to prevent damage to plantings. The Contractor shall be required to clean, repair, or replace at Contractor’s expense for any damages.

1.7. Employee Conduct. All Contractor employees will conduct themselves in a courteous and customer oriented matter. Consumption, use, or possession of controlled substances, illegal drugs, or alcohol is prohibited. In addition to prosecution, violators may be barred entry to

GFAFB.

1.8. Military Exercises. Occasionally, Security forces will conduct various disaster or contingency exercises. In an area subject to control, the Contractor shall immediately comply with the directions of Security Forces personnel. This may include cessation of work and immediate departure from the area. The Contractor shall immediately inform the Contracting

Officer or project inspector and await a clearance to return to the area under work. Disruption of work schedules shall be at no additional cost to the Government.

1.9. Work Schedule. The Government will provide job orders to the Contractor, and from that, the Contractor will provide a weekly work schedule upon request.

1.10. Conservation of Utilities. The Contractor shall be directly responsible for instructing employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include:

1.10.1. The Contractor shall only use lights in areas where work is actually being performed.

1.10.2. The Contractor shall not set thermostats for heating, ventilation, and air conditioning systems higher than 68 degrees Fahrenheit for heating and lower than 78 degrees Fahrenheit for cooling.

1.10.3. The Contractor shall turn off water faucets and valves after each use.

1.10.4. The Contractor shall not use Government telephones for personal reasons, any toll, or long distance calls.

1.11. Key Control. The Contractor shall establish and implement methods of ensuring that all keys issued to the Contractor by the Government are not lost and misplaced, and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.

1.11.1. The Contractor shall reimburse the Government for replacement of locks and re-keying as a result of the Contractor lost or duplicated keys. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government at the

Contractor’s expense.

1.11.2. The Contractor shall report the occurrences of lost or missing keys immediately to the

Contracting Officer / Government Inspector.

1.11.3. The Contractor shall prohibit the use of keys issued by the Government by any person(s) other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by the Contractor’s employees to permit entrance of persons other than Contractor’s employees engaged in the performance of assigned work in those areas.

1.12. Government Observations. Government personnel, other than Contracting Officer and

Government inspectors, may from time-to-time observe Contractor operations. The Contractor shall not perform work as directed by these individuals without Contracting Officer approval.

The Contractor shall not perform work directed by anyone except the Contracting Officer.

1.13. Documentation and Records. All documentation, records schedules, etc. as described in this Statement of Work (SOW) that are the responsibility of the Contractor, are property of the

Government and shall remain so even upon termination of this contract. The Contractor shall be responsible for keeping these items current at all times. Requested documentation and records shall be turned over to the Government when requested by Contracting Officer or inspector.

1.14. Coordination with other Contractors. The Government may undertake or award other contracts for work not specified in this SOW, and the Contractor shall fully cooperate with other such Contractors and Government employees and carefully fit the work to accommodate completion of other work as may be directed by the Contracting Officer. The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or Government employees.

1.15. Government Work. The Government retains the right to perform any of the tasks defined within this SOW in-house.

SECTION 2

DEFINITIONS AND ACRONYMS

2.1. Standard Definitions.

2.1.1. Contingency Operations. Unanticipated increases or decreases of the level of service required.

2.1.2. Exterior Surfaces. Those surfaces to include wood, metal, concrete, concrete block, stucco, special sidings including fiberglass and glass.

2.1.3. Facility. A facility is an integral structure, such as a building and all of its attachments.

Included with the building area all of its components that belong to the structure unless otherwise specified hereinafter. The facility does not include (unless attached and previously painted) sidewalks, driveways, yard sprinkler systems, fencing, and landscaping.

2.1.4. High-use Facility. A building that generates enough recurring work to justify frequent visits to the building by maintenance personnel. Buildings that normally meet this need are dormitories, clubs, visiting quarters, and large administrative buildings.

2.1.5. In-house Work. Work accomplished IAW this SOW by Government personnel.

2.1.6. Interior Surfaces. Those surfaces to include plaster, gypsum, floors, plastic, wallboard, wood, metal, block, glass, and wall coverings.

2.1.7. Paint and/or Protective Coatings. Includes enamels, paints, stains, varnishes, sealers, and other coatings; whether used as prime, intermediate, or finish coats.

2.1.8. Pavement Markings. Areas of Contractor work include striping, marking, and lettering of aircraft parking ramps and pavements, industrial pavements, and parking lots. Markings must conform to the specifications outlined in Engineering Technical Letter (ETL) 04-2: Standard

Airfield Pavement Marking Schemes, or UFC 3-260-04, Airfield and Heliport Marking, as identified by the Government Project Inspector, using TT-P-1952, Paint, Traffic and Airfield

Marking, Waterborne. Base streets must be marked to conform to the U.S. Department of

Transportation/Federal Highway Administration Manual on Uniform Traffic Control Devices for

Streets and Highways.

2.1.9. Repair Painting. (Multi-Shop Job) Includes remodeling, minor construction, and maintenance such as painting, varnishing, staining, sanding, taping, priming new walls and doors, etc. Also includes maintenance or repair on existing structures such as patching, painting, varnishing, sanding, taping, and priming.

2.1.10. Signage Program. Reserved

2.1.11. Signage. Reserved

2.1.12. Surface Preparation. The technique(s) required to prepare a given surface, whether interior or exterior, to receive paint or wallpaper. Techniques include, but are not limited to:

sandblasting, water-blasting, scraping, perfa-taping and sanding new gypsum surfaces and sizing finished surface for wallpaper. Use of heat gun to remove paint is not authorized.

2.1.13. Wallpaper. Decorative paper or other material, such as vinyl, used to cover a given interior surface.

2.1.14. Weekly Progress/Scheduling Meeting. The Contractor shall schedule meetings with contract administrator, inspector and project inspector as needed. The Contractor may request a meeting at any time; once requested the meeting must take place as scheduled.

2.1.15. Painted Wall Graphics, including Striping, Symbols, and Logo Painting. Reserved

2.1.16. Minimum Work Order. Reserved

2.1.17. Fiberglass Repair and Painting. The Contractor shall make damage repairs for pits, holes, gouges, tears, and cracks in fiberglass surfaces. The Contractor shall paint fiberglass surfaces IAW specifications of the paint schedule at TE-1 and only after all repairs have been properly accomplished and cured.

2.2. Acronyms.

SECTION 3

GOVERNMENT FACILITIES

3.1. Facilities. The Government will provide a facility approximately 2,000 SF which includes an office area approximately 100 SF, break room and a handicap accessible unisex bathroom.

The facility address is 543 Contractor Row (Bldg. 491). The approximate size of the lot is 10,000

SF. The facility is connected to natural gas, water, electricity, telephone and sanitary sewer. The facility is heated with a commercial grade overhead natural gas furnace. Facility will be clean, free of debris and, 100% operational. The Government reserves the right to refuse the condition of facility at contract end and direct re-performance.

3.1.1.The Government will provide facility manager training to the contractor appointed facility manager IAW AFI 32-1001, Civil Engineer Operations. The inspector will schedule facility manager training within 120 days of award.

3.2. Utilities. The Contractor shall be responsible for securing commercial telephone service if necessary. The Contractor shall contact 319 CES and establish a utility sales agreement no later than fourteen (14) calendar days of contract award. The Contractor shall be responsible for all wastewater discharge to include any blockages caused by improper dumping or draining into wastewater system.

3.2.1. The Government will maintain electrical, gas, sewer, and water connections to the government furnished contractor's facility. If connection freezes or breaks occur due to the

Contractor's negligence, he/she shall be responsible for repairing the damage at no additional cost to the Government. The Contractor and Contracting Officer’s designated representative will inspect the facility at contract start and annually thereafter.

3.2.1.1. The Contractor will be billed monthly for utilities and make required payment monthly.

Failure to make payment will result in invoice deduction the month following the payment month.

SECTION 4

CONTRACTOR-FURNISHED ITEMS

4.1. General. The Contractor shall furnish all necessary supplies, materials, protective clothing, tools, support equipment, labor, and vehicles required to perform all operations required by this

SOW.

4.2. Facilities. The Contractor shall be responsible for physical security and minor maintenance of the facility. All maintenance and repair must be documented and turned over to the

Government at termination of this contract or contract completion. For other than minor maintenance (i.e. light bulbs, cleaning) the Contractor shall contact CES/Customer service (701)

747-5210 to initiate an AF332 Base Civil Engineer Work Request. The Contractor shall not modify/alter the facility without an approved AF332. All manufacturer warranties on materials and equipment used in maintenance of the facility must be turned over to the government at termination of this contract. Contractor facilities shall be neat in appearance. The Contractor shall provide a portable structure subject to approval by the government for storage space for flammable supplies. This portable structure shall be equipped with an adequate locking device to protect materials and shall meet all OSHA requirements. The Contractor shall provide and maintain a means to prevent latex paint from freezing. The Contractor shall store all paints out of the weather.

4.3. Materials and Supplies. The Contractor shall acquire the materials and supplies required for the performance of this contract. The Contractor shall bear the cost of all materials and supplies and meet the Objective Quality Standards specified in TE-1.

4.3.1. The Contractor shall purchase materials and supplies of a quality which shall adequately and economically serve the purpose for which they are required and at a minimum, be equal to the items to be replaced in quality. The Contractor shall supply items that are standard products of manufacturers regularly engaged in the production of such supplies and materials. The

Contractor shall remove any and all outdated materials (e.g. paint that has exceeded the manufacturer’s shelf life), or materials determined by the Government to be defective, from the base within eight hours of notification to the Contractor.

4.4. Samples. The Contractor shall provide paint supplies (when requested) in sealed one-quart containers IAW the requirements of Objective Quality Standards, TE-1, and paragraph 2.8.3. All

Contractor-furnished paint is subject to testing by the Government at Government expense at a frequency and time option of the Government. The Contractor shall remove any paint which does not satisfy the criteria from GFAFB within eight (8) hours of notification. The Contractor shall supply the Government color chip fans with full range of color options and SAE-AMS-

STANDARD-595 “colors Used in Government Procurement,” within fifteen (15) business days of award.

4.5. Vehicles. Each Contractor-supplied vehicle shall have the name of the Contractor and the words “Protective Coating Maintenance” neatly exhibited on each side with letters at least 3” high. The vehicle shall be in satisfactory mechanical condition and present a neat and clean appearance. The Contractor shall operate vehicles to comply with all base/state traffic regulations/laws.

4.5.1. Flightline Operation Licensing. Each day, before driving on GFAFB Flightline, each

Contractor vehicle operator shall report to the Airfield Operations desk in Building 528 to receive airfield driving instructions and vehicle passes if required. Radios will be provided as required.

SECTION 5

SPECIFIC TASKS

5. Maintenance Management. The Contractor shall provide the services of maintenance management described below.

5.1. Work Control.

5.1.1. Interior and Exterior Facility Painting. The Government will, by work order, provide the

Contractor with total square foot (SF) area paint requirements. These estimated requirements, as reflected in the bid schedule, include multiple paint coats. Prime or multiple paint coats, when required, will each be reimbursed at the full square foot/lineal foot bid item price for each coat.

5.1.2. Receipt of Work Orders. The Contractor shall have a central point of contact for receiving all requests for service during hours stated in Section 1, paragraph 1.3. The Contractor shall furnish a point of contact and telephone number.

5.1.2.1. The Contractor Project Manager or representative shall be available during normal duty hours (7:45 a.m. – 4:30 p.m. Central Time) within 30 minutes of verbal notification from the

Government project inspector to meet at GFAFB with Government personnel designated by the

Contracting Officer, at a place specified by the Government to discuss and resolve problem issues. The Contractor shall provide phone numbers where he/she and other contract representatives may be reached after non-duty hours.

5.1.2.2. The Contractor shall contact project inspector or designated representative as needed at

(701) 747-6644.

5.1.3. Job Order/Work Order System. The Government will create work orders to control all work. Work orders (computer generated) will be provided to the Contractor. Handwritten generated work orders may also be employed.

5.1.3.1. The work order shall indicate type of work, date, and time of request, facility number, and description of work to include required completion date of work. It will also contain a list of

Contract Line Item Numbers (CLINs) with the required quantities to perform the work, the awarded unit prices and the total cost of the work. A copy of each completed work order, with time of completion and square footage painted and colors or color scheme used shall be provided to inspector upon request. The Contractor shall provide information on the status of any job/work order when requested by the Contracting Officer, inspector, or designated representative(s).

5.2. Exterior Paint Requirements.

5.2.1. The Contractor shall accomplish complete exterior painting of facilities IAW paragraph

5.1.1., above, and TE-1. The Contractor shall accomplish partial exterior painting requirements as identified on work order.

5.2.2. The Contractor shall schedule exterior painting such that each facility is completed within a time period stated on work order. For delays caused by environmental conditions, one day will be added for each day conditions do not meet requirements of TE-1.

5.2.3. The Contractor shall pre-inspect facilities scheduled for painting to identify any deteriorated and damaged work requiring repair prior to application of new paint finish. The

Contractor shall immediately report repair requirements to the Government inspector for resolution prior to painting. Once repairs have been accomplished, the Contractor shall apply appropriate prime and finish coats at the unit price reflected in the bid schedule. Pre-inspection trip costs are included in bid schedule unit costs. No additional payment will be made for trips resulting from facility pre-inspection requirements of this paragraph.

5.3. Interior Paint Requirements. The Contractor shall accomplish all interior painting as identified. The Government has the option to order as listed on the bid schedule. All such work shall be accomplished IAW TE-1.

5.4. Administrative Reports and Data. The Contractor shall provide the reports and data as specified in this SOW and technical exhibits.

5.4.1. The Contractor shall re-accomplish or repair project inspector-identified discrepancies within three (3) working days. The Contractor shall provide, to the inspector, one copy of written documentation outlining the procedures used to resolve discrepancies.

5.5. Moving Assigned Job Orders. The Contractor shall cooperate without additional expense with the Government in reassigning work from a specific work order. Additional time to work order will be added to the original complete by date.

5.6. Work Priorities. Work performance will be established for each individual work order prior to the beginning of the work. The Contractor shall provide Government representative the reasons why work performance will not be completed on time. Notification to the project inspector shall be prior to the original completion date assigned. For exterior work, there is a

“no-work period” of (approximately) 15 October through 15 April (weather dependent). The

“no-work period” does not count against the number of days negotiated for individual work orders.

5.7. Work at Hospital. Reserved.

5.8. Work Orders. The Contractor shall schedule all jobs with occupants of buildings or offices, as required at least two (2) business days prior to the anticipated work day, so that their regular schedule is not unduly disrupted.

5.9. Signage Program. Reserved.

5.10. Pavement Markings. The Contractor shall accomplish all pavement/concrete markings, to include lettering and symbols, as outlined in TE-1. The Contractor shall furnish and place traffic cones/barriers when marking pavements. At no time shall the cones/barriers at any one work site block more than 1/2 of one street block. The Contractor shall remove the cones/barriers upon completion of the work, but not before the pavement paint is completely dry. The Contractor shall accomplish pavement markings on the flight line IAW Section 1, paragraph 1.2.4.1.and

Section 4, paragraph 4.5.1.

5.11. Fire Systems. The Contractor shall prepare and paint all fire hydrants, exterior fire alarm boxes and bells, reflective barrier posts, and post indicator valves for building sprinkler systems, and outside bell/fire alarm systems, as required, IAW the National Fire Protection Association

(NFPA), 13, or as local directive dictates. Requirements will be written into work order the specific requirement for each fire system to be painted.

5.12. Quality Assurance Provisions. Materials shall be approved based on manufacturer's test reports.

5.12.1. The Contractor shall submit, for approval by the Contracting Officer, a quality control program for inspection of the Contractor’s work.

5.12.2. The Contractor shall employ a qualified, competent, and reliable supervisor to maintain quality control evaluations as specified in this SOW and to the highest standards of the industry.

5.12.3. Entry into restricted areas will require the Contractor’s employees to possess a restricted area badge. The Contractor shall be required to execute the necessary forms to enter these areas through the Contracting Officer. Contractor receipt of approved security clearances from the

Government takes approximately nine (9) to twelve (12) months. At a minimum, the supervisor shall be required to obtain a restricted area badge. In the interim, the Contractor will be escorted by Air Force personnel into restricted areas. During this time, the Contractor will be provided a time and place when the escort will be available to provide entrance into the secured areas requiring a restricted area badge. Entrance into these restricted areas, either by escort or

Contractor’s restricted area badge, the Contractor may have up to a 1/2 hour delay at no cost to the Government for processing through the Entry Control Point.

5.12.4. Inspection. Each phase of work on work orders may be randomly inspected for compliance with the specifications and completeness before the next phase of work begins. The

Contractor shall provide the Government project inspector seventy-two (72) hours’ notice prior to the desired final inspection date. An inspection of all completed work orders by the

Government project inspector and Contractor must be completed and accepted prior to payment.

TECHNICAL EXHIBIT 1

OBJECTIVE QUALITY STANDARDS

1. General.

1.1. Quality Standards. These technical specifications define the quality of maintenance and repair work to be accomplished under this contract.

1.2. Scope. The Contractor shall paint, maintain, and repair all interior and exterior components of designated base facilities, when applicable, at a serviceable standard. The Contractor shall complete work as assigned for each work order. The Contractor shall adhere to standards in UFC

1.2.1. Transition from Existing to New Work. The Contractor shall make a smooth and workmanlike transition when new work abuts or finishes flush with existing work. The

Contractor shall match patched work with existing adjacent work in texture, color, and appearance so that the patch or transition is invisible at a distance of five (5) feet. The Contractor shall terminate existing surfaces in a neat manner along a straight line at a neutral line of division, and provide trim appropriate to the finished surface when finished surfaces are cut in such a way that a smooth transition with new work is not possible.

1.3. Surface Area Determination.

1.3.1. All surface areas to be painted will be represented on assigned work orders from the project inspector. Individual CLINs will have quantities.

2. Painting.

2.1. Description of Work.

2.1.1. Interior. The work to be performed includes painting of interiors of Government-selected facilities to be accomplished IAW this SOW. The painting includes spot prime, prime, complete pre-painting, preparation, and finish painting of all surfaces assigned.

2.1.2. Exterior. The work to be performed includes painting of exterior facilities. The Contractor shall provide surface preparation and spot priming where required to produce complete hiding of the substrate by the finish coat.

2.2. Materials. Contractor-furnished paints shall be in sealed containers that plainly show the designated name, formula or specification number, batch number, color, date of manufacture, manufacturer’s directions and manufacturer name. Materials shall conform to the specifications shown in the painting schedule that follows at paragraph 2.18.

2.3. Quality Assurance Provisions. Materials shall be approved based on test reports furnished except where samples are tested. Then, approval will be based on tests of samples. If materials are approved based on test reports furnished, samples will be retained by the Government for testing should the materials appear defective during or after application. The actual cost of re-testing materials found to be defective will be deducted from payments due to the Contractor.

2.4. Removal of Furnishings, Equipment, Furniture, Venetian Blinds, Drapery, Movable

Partitions, Pictures, and Wall Hangings. The Contractor shall disconnect and move all items, both private and Government-owned, away from painting areas and relocate them after the painting is completed. However, occupants are responsible for computers, copiers, personal equipment and emptying closets and cabinets when these areas are to be painted. The Contractor shall remove all venetian blinds, light shades, drapes, drapery rods, roller shades, wall hangings, and pictures prior to painting and shall replace them after painting. The Contractor shall be fully responsible for covering and otherwise protecting all items from paint, thinner, and dust during painting operations.

2.4.1. Removal of Security Screens/Security Bars/Window Screens. The Contractor shall remove and replace all security screens, security bars, and window screens. The Contractor shall remove all items whether bolted, screwed, or similarly fastened and replace them using the same method of attachment. The Contractor shall replace security devices the same day as they are removed.

The Contractor shall accomplish surface preparation, spot priming, and application of finished coat to all assigned surfaces to receive protective coating. The Contractor shall coordinate with the 319 Security Forces Squadron ((701) 747-5351) prior to, and after completion of, all work, that involves temporary security alterations.

2.4.2. Removal and Protection of Bushes, Limbs, and Vegetation. When painting exterior facilities, the Contractor shall be fully responsible to protect and move bushes, limbs, and vegetation (not physically uprooted) if necessary, to properly apply protective coating to whole exteriors.

2.5. Protection of Surfaces. The Contractor shall protect areas and items not to be painted during painting operations. The Contractor shall remove all electrical wall switch covers and outlet cover plates and signs prior to painting and replace them afterward. The Contractor shall protect all switches and outlet receptacles prior to painting. The Contractor shall protect hardware, light fixtures, glazing, mirrors, and similar unpainted surfaces and vegetation.

2.6. Packaging, Labeling, and Storage. The Contractor shall seal paints in containers that legibly show the designated name, formula or specification number, batch number, color, quantity, date of manufacture, manufacturer’s formulation number, and manufacturer’s directions including any warnings and special precautions and name of manufacturer. The

Contractor shall furnish pigmented paints in containers not larger than five (5) gallons. The

Contractor shall store paint at the project site or the Contractor’s on-base storage facilities, sufficiently in advance of need. The Contractor shall store emulsion paints to prevent freezing.

2.7. Testing. All Contractor-furnished paint shall be subject to testing by the Government at

Government expense at a frequency and time option of the Government. Any paint which does not satisfy the test criteria shall be removed from GFAFB within eight (8) hours of notification by the Contractor. The Contractor shall strip and repaint all areas painted with unacceptable paint with acceptable paint at no additional cost to the Government.

2.8. Submittals. The Contractor shall submit for approval all items required under this contract to the Contracting Officer. Submittals shall be delivered to the Contracting Officer a minimum of seven (7) business days prior to start of work. Delays caused by late submittals shall not be reimbursable by the Government. Work accomplished without prior approval of submittals and later rejected by Contracting Officer shall be re-accomplished to meet specifications at no additional expense to the Government.

2.8.1. Certificate of Compliance. Except for lead-base metal primers for use in concealed spaces, the Contractor shall furnish a certificate of compliance, attesting that all paints proposed for use contain no more than 0.06 percent lead, as defined in paragraph 2.11 Hazardous Materials

Restrictions, below. The Contractor shall complete all testing and certifications at the

Contractor’s expense.

2.8.2. Manufacturer’s Instructions. Detailed mixing, thinning, and application instructions, minimum and maximum application temperature, and curing and drying time between coats shall be furnished for epoxy polyester-epoxy, moisture-cure polyurethane and liquid glaze coatings.

For the liquid glaze coatings, the instructions shall also include surface preparation requirements and the number and types of coats required for each surface. Detailed application instructions shall be furnished for textured coatings. The Contractor shall use manufacturer’s instructions where a Government specification is not directed.

2.8.3. Samples. Upon notification by the Government, the Contractor shall take a one-quart sample by random from the sealed containers in the presence of a representative of the

Contracting Officer. The Contractor shall thoroughly mix the contents of the sampled containers to render the sample representative. The Contractor shall identify samples by designated name, specification number, batch number, project contract number, intended use, and quantity involved. The Contractor shall not use materials shall until a sample is taken.

2.8.4. Small Quantity Substitution. The Contractor shall submit for approval the names of the proprietary brands of materials that are proposed to be substitutes for the specified materials when the required quantity of a particular color is 25 gallons or less. Submittal shall be NLT seven (7) business days before use.

2.8.5. Test Reports. The Contractor shall furnish NLT seven (7) business days before use either one of the following reports for batches in excess of 25 gallons:

2.8.5.1. A test report showing that the batch meets all specification requirements.

2.8.5.2. A test report showing that previous batch, of the same formulation as the batch to be used, met all specification requirements. Test report must include weight per gallon, viscosity, fineness of grind, drying time, color, and gloss. Testing procedures and reports shall be as specified in FED-STD-141D, Pain, Varnish, Lacquer and Related Materials: Methods of

Inspection, Sampling and Testing.

2.8.6. Hazardous Material Authorization. The Contractor shall submit AF3952 Chemical

Hazardous Material Request Authorization Form and Material Data Safety Sheets at the start of a contract and prior to using a new item thereafter.

2.8.7. The Contractor shall submit the Affirmative Procurement Program Form to the

Government representative NLT the 5th business day of each new month. The form will contain information for work completed.

2.9. Environmental Conditions. Unless otherwise recommended by the paint manufacturer, the ambient surface and temperature shall be between 45 and 95 degrees Fahrenheit when applying coatings of moisture-cure polyurethane. Water-thinned coatings shall only be applied when ambient and surface temperatures are between 50 and 90 degrees Fahrenheit. Epoxy, polyester-epoxy, and moisture-cure polyurethane coatings shall only be applied within the minimum and maximum temperature recommended by the coating manufacturer. Moisture-cure polyurethane shall not be applied when the relative humidity is below 30 percent. No paints shall be applied when ambient or surface temperature is above 95 degrees Fahrenheit. Paints shall not be applied when temperatures/dew point is within 5 degrees Fahrenheit of the surface or ambient temperature. The Contractor shall apply paints, except water-thinned types, to surfaces that are completely free of surface moisture as determined by sight or touch. The Contractor shall in no case shall apply paint to surfaces upon which there is visible frost or ice. The moisture content of wood shall not exceed twelve (12) percent when checked with a moisture meter by the
