Q1. We see there are performance and payment bonds required. Is there a bid bond required as well?

A1. Bid Bonds are not required.

Q2. Will a site visit be conducted?

A2. The Government does not feel that a site visit is necessary. Google Earth would give an overall better view of the airfield pavements than seeing them at ground level.

Q3. Submittal Register line 29 does not indicate any submittal’s required for spec section 32 13 11 "concrete pavement for airfields. (please provide) A3. See revised Schedule of Material Submittals (attach 3 revised), item 29

Q4. Please provide the various sizes of "random concrete" panels to be replaced i.e. various dimensions.

A4. 12’ X 12’, 15’ X 15’, 20’ X 20’, 24’ X 24’, 25’ X 25’; Thicknesses vary from 8” to 24”

Q5. Will the Gov't allow the use of a Truss Screed for the "random panel replacement”?

A5. This will be on a case by case determination. “Only use vibrating screeds or pans for isolated slabs where hand finishing is permitted as specified, and only where specifically approved.”

Q6. Is there an on-site disposal area for the debris generated from demolition operations? If not, is there a stockpile area that can be utilized and then remove the debris at multiple times throughout the season?

A6. No. Debris must be hauled off base and legally disposed of at the contractor’s expense.

Q7. The notes on page #3 of the provided drawings only show concrete section details. Are we providing any subgrade compaction or reconstruction? If so please provide a detail depicting the entire pavement section.

A7. See Section 32 11 16.16 (pages 83-88) of the Specifications for description of subgrade compaction and reconstruction..

Q8. Does the existing concrete to be replaced contain reinforcement other than the load transfer dowels @ the slab perimeter?

A8. Generally dowels are the only reinforcement at the slab perimeter. However, additional steel reinforcement will be required for irregular shaped slabs. This shall consist of the requirements as outlined in UFC 3-260-02, Chapter 13. See Section 01000, para 2.2 of specifications.

Q9. If subgrade reconstruction is required under Clin 0010 will the Gov't allow demolished concrete to be recycled / crushed and re-used as base material?

A9. No. Recycled concrete is not allowed as base material.

Q10. Are we to include runway / airfield closures in All Clin items?

A10. Yes, the area where work is being performed will be closed. The rest of the airfield will remain open.

Questions and Answers #1

pg. 2

Q11. Will our work need to be performed "off hours" or nights to accommodate the flight operations?

A11. Generally, most of the work will be during the day. However the mission has priority and the work schedule may need to be adjusted. Night ops may also be required to meet contract specifications (i.e., saw cutting joints in newly placed concrete).

Q12. If the past projects we intend to submit for this solicitation have already been evaluated in the PPIRS system, may we submit these evaluations instead of sending new questionnaires to our government representatives for completion and submission to your office?

A12. No. The Government needs to have the past performance questionaires completed and returned, however inaccordance with the solicitation the offeror may provide any information currently available (letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed product for relevant past efforts/contracts (similar in scope and magnitude of effort and complexities this solicitation requires) (solicitation section L part II (a)). The Government will use information submitted by the offeror and any other sources of information available to the Government to assess past performance (such as PPIRS).

Q13. Does the government have all of the environmental permits/approvals need for the execution of this contract? Are there any environmental restrictions that contractors need to be aware of such as: endangered species, sensitive habitat, or any other possible restrictions that could affect the execution or delay a potential project?

A13. The Government does NOT have all environmental permits/approvals that may be required to perform under this contract. The contractor may also be required to complete such requirements. Refer to specification section 01000 for contractor's requirements.

$960,407.00. Also see question 15’s answer, there are no guarantees that the total number of task orders or amounts per task orders will be the same for the subsequent contract from this solicitation.

Q15. Provide estimated number of delivery orders and the estimated average amount of each delivery order for new Repair Airfield contract.

A15. As this is a requirements type contract, there are no estimates on the number of task orders, or estimate of cost for task orders that might be derived from the subsequent contract at this time.

Q16. Is a quality control manager need to be present on site during the work of delivery orders?

A16. Yes, See Section 01000 para 10.1.2 Supervision of the specifications.
