QUESTIONS

Section Title RFP Para# and Page # Question

Att 2 GENERAL QUESTION Q2: We believe that many of the PID items lack sufficient detail to accurately quantify and price. Because some are overly broad in the PID descriptions, there is ambiguity in what is expected to be bid or provided. As an example, a PID labeled “fiber” can mean many things with vastly different prices and expectations, such as the fiber could be inside plant, OSP, or indoor/outdoor, armored or non-armored, plenum or riser rated, etc. Without this detail there may be a conflict in what the Contractor provides and what the Government actually needs depending on the project. Without adequate detail, contactors will default to the minimum requirement of what could be defined as a “fiber” and price as such, thereby the Government would be stuck with an inadequate product that may not fill its needs. Would the Government re-issue the PID List with much greater detail and specificity in what the Government is minimally expecting with each

PID?

The pre-priced list has been revised

Attachment 2 Telephone - Analog to Digital, Line 8

What type of Analog to Digital phone is the Government wanting?

Any digital phone that can also accept an analog connection.

Q2-1: To our knowledge, phones are either analog OR digital. There are devices known as Analog to Digital Converters, which may allow a digital phone to operate over an analog circuit. Is this what the Government is expecting us to quote? If so, please provide a Part or Model Number.

Attachment 2 Coax Cable - PID list, Line 68

What RG rating does the Government want?

This line is meant for non flexible coax cable at any rating. As this is very rarely used.

Q2-2: There are many sizes and types of Coaxial Cable, with pricing that varies widely from a few cents per foot, to several dollars. Please provide the size of Coax (RG-6, RG-11, RG-59) and the Installation Environment (Outside Plant/Buried, Indoor Riser-Rated, Indoor Plenum Rated) Without this information, bidders will have to propose either the cheapest type and use the wrong cable when the PID is ordered, or propose the most expensive type, and overcharge the Government when the PID id used.

Attach 2 has been updated

Attachment 2 Cable Line 83, 84 e –This fiber cable is not a standard size and would have to be special ordered. Could this be deleted from the PID list?

Yes, we have a need to have this specific size.

Q2-3: Please provide the Intended installation environment for this Cable (Inside-Plant – Riser, Inside Plant Plenum, Outside Plant Armored, Outside Plant Non-Armored, or Indoor Outdoor (Riser or Plenum). Attachment 2 Copper Cable, Lines

37 thru 67 Please identify these copper cables as Inside cable, Buried or in a duct system.

Q2-21: The Government has failed to adequately describe the requirement. The price for Copper Cable varies widely based on the installation environment, from pennies per foot for small Outside Plant cable to several dollars for Inside plant plenum rated cable. Further, it is a violation of the National Electrical Code to install outside-plant cable in an inside environment, so these types of cable are NOT interchangeable. Please provide the Installation environment and the jacket type (plenum-rated or Riser-rated).

Attach 2 has been updated.

Attachment 2 Copper Patch panels The Government calls out for Cat 7 jacks and cable but on cat 7 patch panels, is there a reason for this?

The Government “Control-F” searched the entire PWS and found no reference to CAT7

Q2-22: Cat7 Cable is not available. Apparently there are Category 7 Jacks, but no cable available. Does the Government really expect us to quote something that we will never be able to install?

No. At this time, there is no CAT7 being used, however it is a possibility in the future. A quick internet search shows that CAT7 is availble.

Attachment 2 Patch panel to Patch panel, Lines 167 thru

We are assuming that these are patch cords. Please specify the length that the Government wants.

Q2-23: The Government did not answer this question. Please describe what the Government is requesting here. If they are Patch Cords, please specify copper or fiber, and if fiber, please specify multimode or singlemode, and the connector type required on each end.

Both

Attachment 2 SC bulkheads, Line 285 Will the Government clarify if these are MM or SM?

Both Attachment 2 Fiber cable, Lines 71 thru 88 Please identify if this is indoor fiber, buried fiber or fiber in the duct system.

Lines 71 through 88 include all three of the mentioned fiber.

Q2-24: Each type of fiber has a different price, with the per foot price varying by as much as 500%. For each PID, please specify the installation environment and rating (ISP/OSP, Riser, Plenum or Indoor/Outdoor.

Attachment 2 has been revised.

Would you please provide an updated EIPS document that matches the descriptions in the pricing file?

The Government does not feel that an EIPS is needed. After reviewing the EIPS document, the IGE provided, and the request, we have decided that an EIPS is not necessary. The example provided defined that a basic telephone was unidentified and needed to be further refined. However, the new IGE/Pricing clearly defines Telephone-Analog and individual model numbers for other phones. In review of the PWS we clearly state that the contractor must comply with all applicable federal documents such as OSHA.

On the excel file Copy of attach_2_Pre-Priced_listing, can you please add a category description and if possible, the existing PID # for the Product.

A description category further defining the individual items would require an extensive amount of alterations and not provide much information. It is in our opinion that the title of the CLIN line is acceptable description.

Q2-25: We disagree. There is insufficient information included in many PID Descriptions to define the Government’s requirement.

Asking for “an oven” does not provide sufficient detail, and will result in bidders proposing everything form an E-Z Bake Toy Oven to a large convection oven, and technically satisfy the requirement.

Bidders cannot predict what the Government is expecting from vague PID Descriptions such as “Network Cabinet” or “25-Pair Cable”. Sufficient detail must be included to specify exactly what is expected.

Attachment 2 has been revised.

What do you mean by splice, non-buried?

Splicing non-buried cable refers to inside plant cable or cable that does not have an extensive weather seal.

When will be the last date for questions to be accepted?

The Government will accept questions up to 8 Nov 2017, 4:00 PM CST. This should give enough time to get the answers from the subject matter experts as well as published onto FBO.gov.
