MEMORANDUM FOR PROSPECTIVE OFFERORS

FROM: 319th Contracting Flight

SUBJECT: FA4659-17-R-0002, Law Enforcement Services at Cavalier AFS, ND

1. The following guidance is provided to your company in an effort to clarify the award process utilizing trade off practices. This acquisition is issued as a 100% Service Disabled Veteran

Owned Small Business set aside. Our expectation is that each contractor will perform a detailed analysis of the solicitation and address any issues and concerns regarding the solicitation to the

Contracting Officer prior to proposal submission in accordance with FAR 52.212-1 Addendum, Proposal Preparation Instructions.

2. Award shall be made using a subjective best value tradeoff decision where past performance will be evaluated on a basis significantly more important than price. Initially offers shall be ranked according to price, including all option prices to include the optional 6 month extension period. An offeror’s proposed prices will be determined by multiplying the quantities identified in the Pricing Schedule by the unit price for each item to confirm the extended amount for each.

This will be added with the optional 6 month extension pricing to comprise the Total Evaluated

Price (TEP). The TEP will be figured by dividing the OY 4 total for the year by 2 and adding that to the total of the base plus 4 options to get the TEP. If the lowest priced evaluated offer is judged to have a Substantial Confidence performance assessment, that offer represents the best value for the Government and the evaluation process stops at this point. If the lowest priced offeror is not judged to have a Substantial Confidence performance confidence assessment, the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to have a Substantial Confidence performance confidence assessment or until all offerors are evaluated. The Source Selection Authority shall then make a subjective best value tradeoff decision. Award shall be made to that offeror without further consideration of any other offers. The solicitation is a Request for Proposal, a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after award.

3. In addition to implementing the Best Value process, environmental compliance has been an ongoing consideration. Below guidance has been established outlining the standards that must be complied with:

Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforcement agencies, environmental compliance incidental to Air Force activities or on

Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statutes and regulations can subject the contractor to criminal and civil penalties and/or contractual sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.

4. In accordance with FAR 52.204-7(b), a prospective awardee shall be registered in System for

Award Management (SAM) database prior to award. Registration may be accomplished at the web site: www.sam.gov.

Hand carried proposals must be delivered to a representative of the 319th Contracting Flight, at:

Grand Forks AFB, ND 58205-6222.

The sealed envelope or package used to submit the proposal must show on the outside the time and date specified for receipt, the solicitation number, and the name and address of the offeror.

This will make administrative personnel aware that they are in receipt of a proposal.

5. The referenced solicitation can be found at the FedBizOpps Website (https://www.fbo.gov/).

It is the contractor’s responsibility to check the FedBizOpps Website regularly for any amendments and/or changes to solicitation.

6. A site visit for this project has been scheduled for 14 Nov 2017, 10:00 AM Central Daylight

Time. In order to gain access to Cavalier AFS the names of the individuals attending the site visit as well as a copy of their driver’s license must be submitted to MSgt Jonathon Zolnai no later than 10 Nov 17.
