Contractor Questions and Government Answers
1. REFERENCE: PWS, Section 1.9 CONTEXT: Pursuant to the PWS, “Supervisor shall brief all information pre- and post-shift to all contract guards prior to posting.”
QUESTION: What are the hours of operation and days of the week for the Supervisor position?
Answer: The "Lead/Supervisor" officer is an armed position that can be incorporated into the regular "day" shift, Monday through Friday, schedule. Schedule of contractor personnel can be initially set by the contractor but must be approved by the 10 SWS Security Forces Superintendent before implementation. Supervisor must maintain predictable work hours that, at least in part, overlap with the Government’s standard work day. The "Government standard work day" is 0730-1630 hours, Monday through Friday.
Supervisor shall brief all information pre- and post-shift to all contract guards prior to posting. This may be accomplished in person or through other means, such as establishing and maintain a binder or file system of pertinent information for departing/oncoming personnel. The Supervisor is responsible for ensuring personnel are reading the information posted therein, and documenting accordingly by certifying signature sheets, etc.
2. REFERENCE: PWS, Section 1.18 CONTEXT: Pursuant to the PWS, “The phase in period is when a contractor takes over a function from a previous Government or contractor organization. In like manner, a new contractor shall have all personnel successfully tested and certified within thirty (30) days of takeover”.
QUESTION: What is the phase in period of time from the point of award until the contractor is required to begin delivery of services according to the new solicitation and subsequent contract?
Answer: The phase in period is from 1 January 2018 to 1 February 2018. The contractor shall be required to meet all requirements outlined in the PWS by the end date of the phase in period.
3. REFERENCE: PWS, Appendix D CONTEXT: Pursuant to the PWS, “If vehicles are utilized in the execution of the contract, vehicles must be able to navigate snow and ice covered roads with ease, and a four-wheel drive transmission will be necessary”
QUESTION A: Is a vehicle considered a required Contractor Furnished Equipment item?
Answer: Vehicles are considered Contractor Furnished Equipment and IS NOT provided by the Government.
QUESTION B: Does the current contractor provide a four-wheel drive vehicle?
Answer: Yes, the current contract provides a four-wheel drive vehicle.
4. REFERENCE: Collective Bargaining Agreement and Wage Determination CONTEXT: Rates of pay and benefits QUESTION: The Collective Bargaining Agreement appears expired. To ensure parity of offers, are Offerors to use the provided Collective Bargaining Agreement or the provided Wage Determination when accounting for pay rates and other benefits for the purpose of developing their price?
Answer: The provided Collective Bargaining Agreement should be used.
5. REFERENCE: Collective Bargaining Agreement CONTEXT: The Collective Bargaining Agreement identifies a separate pay rate for a Lead Officer position QUESTION A: Which of the two positions is considered a “Lead” Officer?

6. Question: Is this an arm security position?
Answer: Yes, there is an armed security requirement identified in the PWS. Contractor shall meet the arming requirements identified in Air Force Instruction 31-117, Arming and Use of Force by Air Force Personnel.
7. Question: Are vehicles provided?
Answer: Vehicles are not provided and the contractor is responsible for providing vehicles throughout the contract period.
8. Question: Are weapons provided?
Answer: Weapons are not provided and the contractor is responsible for providing all weapons throughout the contract period.
9. Question: Is the holiday pay rate correct at 2.5/hr?
Answer: Under the Collective Bargaining Agreement, the holiday pay rate is 2.5 times the regular pay.
10. Question: How should we calculate hourly rates beyond 2019?
Answer: The most current rates should be used (i.e. 2019) and a request for equitable adjustment could be submitted once rates are established in the next CBA.
11. Question: Is a Lead mandatory?
Answer: The Lead/Supervisor position is a mandatory requirement for day to day oversight and as a focal point for communication and flow of critical law enforcement information. Supervisor must maintain predictable work hours that, at least in part, overlap with the Government’s standard work day. The "Government standard work day" is 0730-1630 hours, Monday through Friday.
12. Question: Can the Supervisor have a regular shift?
Answer: The "Lead/Supervisor" officer is an armed position that can be incorporated into the regular "day" shift, Monday through Friday, schedule. Schedule of contractor personnel can be initially set by the contractor but must be approved by the 10 SWS Security Forces Superintendent before implementation.
