JFSD200829A/B, Construct Improvements & Repair AT/FP Main Gate

Grand Forks AFB, ND

We need clarification regarding asbestos abatement for the subject project:

1. Q: Per section 01000, 4.3 "The declaration of suspected asbestos containing materials shall be made in the proposal by the government prior to award of an applicable delivery order where asbestos containing materials and demolition are solicited as part of the project requirements" - Please provide declaration.

A: The statement "The declaration of . . . project requirement" shall be removed from the spec. New spec is attached.

2. Q: Per section 01000, 13.16 Asbestos - This section indicates asbestos is present but nothing is stated on the plans or no abatement specification is furnished. Please advise.

A: Section 01000 part 13.16 describes the asbestos procedures "as it relates to the project." The asbestos inspection required by 13.16.8.2 and by North Dakota determines the extent that 13.16 applies to the project in addition to information that is in the spec and drawings. Section 02 14 00, line 12 states that there are no known asbestos containing materials in the project work area.

3. Q: Section 13.16.8.2 indicates contractor must conduct an asbestos inspection. Should contractors include the cost of the inspection in the proposal and if asbestos is encountered this would be a change of condition to the project? Per section 01000 13.16, contractor is required to abate all asbestos. Please Advise A: Yes, the contractor must include the cost of the inspection. Not ALL asbestos is required to be removed. Only RACM and nonfriable ACM must be removed IAW regulations that will be disturbed during the project. See attached summary explaining requirements.

4. Q: Has an asbestos survey been completed for this building? If so, can this be distibuted prior to bidding?

A: An asbestos survey was completed in 1994. This information can and will be made available when an inspection firm has been hired. The existing information is for reference only, used as a guide for the inspection firm, and cannot be used for bidding purposes.
