1) Drawing EL113 shows (6) “AC” type light fixtures. Type “AC” light fixtures are not shown on the luminaire schedule on Drawing E-001. Please provide pertinent information for light fixture type “AC”.
See Revised Sheet E-001 Luminaire Schedule.
2) Section C.1.b under the Proposal Preparation Instruction (page 30 of 34) indicates to
“Insert proposed unit prices in Section B for each Contract Line Item Number”.
Additionally, Section F in Specification Section 010230 – Summary of Work indicates to
“provide a unit price for replacement of lamp(s) and ballast(s)”. The bid schedule provided in Section B (page 3 of 34) only has one line item shown and requests a lump sum amount for all the work specified. How will the pricing be submitted?
Delete paragraph F from the part 1, Summary of Work, from specifications section 01 02
30-1. The contractor is only required to provide the lump sum price in Section B –
Supplies or Services and Prices.
3) The 2x4, 4 lamp, 2 ballast T12 fixture is shown on the retrofit schedule as being replaced with a T8 ballast and lamps. I understand with the current technology, only (1) T8 ballast would have to go back in, not (2). I also understand that you would only need two (2) ballasts installed if the fixture currently has dual-level lighting. I have not seen anything in the bid documents that clarifies the discrepancy above. I have counted more than 2,400 of this type of fixture. The price will be substantially different based on whether we are supposed to put back (1) T8 ballast or (2) T8 ballasts. Currently, I have vendors that are going both ways. Please clarify.
Page 26 51 00-4 lists what are typical ballasts to be used. The design intent is to replace one ballast for one ballast. See Pg 2 Revised Section 01 02 30.
4) There are additional metal halide fixtures that appear under the summary of
BUILDINGS LAMP/BALLAST REPLACEMENT SCHEDULE that are not on the drawings. Are these going to be replaced with new fluorescent fixtures as well or are they to be re-lamped and re-ballasted with new metal halide ballasts and lamps? There are approximately 176 HPS/MH fixtures in addition to what are on the drawings provided.
There was also no indication as to the wattage of these fixtures.
The HID fixtures shown in this section require no work, see Pg 2 Revised Section 01 02
30.
5) There was an additional multipurpose room/gym in building 308 are B that I noticed during our walk that had thirty (30) 400W MH fixtures not in the scope as well as the pool in area A which shows no quantity on the BUILDINGS LAMP/BALLAST
REPLACEMENT SCHEDULE. It seems these should be replaced with new fixtures as well since the surrounding rooms were being upgraded to the new fixtures. Are the fixtures in the mentioned area part of the scope of work?
The fixtures referred to in the question are not in the scope of work
6) If there are CFL or Fixture manufacturers not listed as approved alternate manufacturers in this solicitation, do we need to present submittals to have them reviewed for approval before the bid due date or should we include them with the bid package?
The listing of manufacturers is to establish a level of quality, performance, and to provide a means of identifying suitable equipment. Other manufacturers that have the equal levels of quality and performance as those suggested in the RFP will be acceptable.
Contractors will be required to follow material submittal process after award in accordance with standard procedures. The Government will not give preapproval of materials before award.
7) Are there any emergency battery backup ballasts in use in the fixtures that are being re-lamped/re-ballasted that will be required to be replaced during the project?
The designer did not find any when surveying the facilities.
8) There is a fixture type referred to as AC on Bldg. 540 drawing that is not listed in the
Luminaire Schedule. Please clarify what type of fixture this is supposed to be.
See Revised Sheet E-001 Luminaire Schedule
9) In addition to replacing damaged sockets as they are found, what is the process or expectation for addressing damaged wiring, lenses, fixtures, etc. that are found during installation?
Problems like this should be brought to the Construction Management Representative and the Contracting Officer. This would be considered Differing Site Conditions.
10) Is there a current base overview map that has building numbers or names that correlate with those listed on the BUILDINGS LAMP/BALLAST REPLACEMENT
SCHEDULE and BUILDINGS METAL HALIDE FIXTURE REPLACEMENT drawings that can be made available for reference?
The base Map is posted at Attacment 2 (Grand Forks AFB Map.pdf)
11) Type AD catalog number 'FBG168-4-32' indicate 8' fixtures with four (4) lamps total.
This fixture is only available with four (4) lamps in a 4' fixture.
See Revised Sheet E-001 Luminaire Schedule FGB24-6-32
12) There also seems to be a bit of confusion among the suppliers and contractors on what you are requiring on ballast quantities for the fluorescent light fixtures. For example if your schedule out of the specifications calls for a 4-lamp 2-ballast fixture is it your intent to replace the ballasts one for one or can a single 4-lamp ballast be used to cover this application. The concern if there is dual level switching in any of these applications then this would not be an option. Please advise on this item.
Ballasts get replaced 1 for 1. So 4 lamp fixtures get 2 ballasts. We did not find any duel level switching during our walk throughs. Also they do not get new switching at this time but by having two ballasts that would allow you to dual switch in the future if you want or need to. See Pg 2 Revised Section 01 02 30.
3) Types BB, BC, BE, CC, and CE 'FGB168-6-32' indicate 8' fixtures with six (6) lamps total. This fixture is only available with six (6) lamps in a 4' fixture.
14) Type AC is on sheet EL113, but type AC is not on the fixture schedule. Is this a misprint?
15) We highly discourage you from hanging these with the hook cord and plug. They do not hang straight when those are used. So you have a few options.. you can order the pendent mounting option and hang them on a stem with a cord and plug coming out the center. Or you can hang them with the aircraft cable and have them come with a cord and plug toward one end of the fixture.
See Revised Sheet E-001 GENERAL ELECTRICAL NOTE E.
16) Some of the fixtures appear to be a plug in to an outlet in the ceiling. Are these fixtures plugging into 120V or 277V(Note #2). Is there any way for us to distinguish the quantities that are going to be in this situation? Please advise.
See Revised Sheet E-001 GENERAL ELECTRICAL NOTE E.
17) What is your interpretation of the retrofitting of dual (2) ballasted fixtures? Are we to replace 2 ballasts with 2 ballasts, or replace the 2 ballasted fixtures with a single ballast?
Ballast are to be replaced 2 for 2. See Pg 2 Revised Section 01 02 30.
18) Building 540 / Sheet EL113 has fixture type AC listed but the fixture schedule does not list that fixture. Please clarify the fixture type here.
19.) Building 118 Room 109 is missing the quantity of fixtures. Please verify the quantity.
See Pg 2 Revised Section 01 02 30.
20) Please confirm that all used / old lamps are to be brought to building 408 for disposal at no cost to the contractor.
13.6.8. Used fluorescent tubes and high pressure sodium and metal halide bulbs are hazardous waste and must be turned in to the HAZWASTE Office at Bldg 408 for recycling. Broken bulbs will be individually double bagged in plastic bags and taped shut (contact 747-6052 to schedule a turn-in. If large quantities of bulbs are going to be disposed of contact HAZWASTE Office to pick up boxes prior to turn-in Items turned required to be turned into HAZWASTE will not add cost to
Contractor.
21) Please clarify the requirements for disposal of the ballasts.
Section 01000 Para 13.6.13. In accordance with 40 CFR Part 761, the Contractor shall identify and separate out PCB containing ballasts and take all PCB ballasts to the Base
Haz-Mart in building 408 for proper disposal. There are no additional costs for material that is required to be delivered to Base Haz-Mat.
22) Please advise if the light fixtures ballasts contain PCB’s as this affects the recycling costs.
23) There are a number of Metal Halide/MH/High Pressure Sodium/HPS fixtures listed in the specifications missing quantities etc. Are these fixtures going to be required to be changed and if they are please advise on the type of required replacement. They do not seem to line up directly with the quantities shown on the drawings.
The HID fixtures shown in this section require no work, see Pg 2 Revised Section 01 02
30.
24) Buildings 124, 231 and 338 have a number of fixtures that have no description. Please verify these fixture types.
Building 124 See note (5) at bottom of page.
Buildings 231 the rooms in question have no work in them.
Building 338 Not work in this facility.
25) There are several instances where the quantities show as .5 in the specifications. An example of this can be seen on 01 02 30-15 in the specifications. Can you clarify what that means?
The designer used a 0.5 designation to mean 1 lamp in the fixture.
26) As a small business, under provisions of the FAR, may we invoice for progress payments every 14 days on this contract?
Yes under FAR Clause 5.232-27 (a) (1) (A) Prompt Payment for Construction Contracts, the contractor is entitled to payment every 14 days.
27) If escort personnel fail to meet at the agreed time and place, can that “lost” time be added to the 180 days performance time?
Yes, if the delay were to happen at the fault of the governent the contractor could be entitled to additional time
28) Is the desired lighting “color” warm white or cool white?
This is either an office or industrial setting. The color of the lighting is not crucial.
29) Is The entire cost of bonding allowed to be invoiced with the first invoice?
There is no separable line item for bonding, however this would presumably be included the contractors costs and therefore price. For example, if the bonding costs were associated with your mobilization costs you would be able to invoice for the toal amount of work done in the period after that progress was approved by the Inspector and the
Contracting Officer.
30) Is it the intent of Part I to be a single page document with the proposed bid stated in dollars, with no backup spreadsheet?
Yes the intent is to be a single page with the lump sum price inserted into Section B-
Supplies or Servies and Prices. There is no other requirement for pricing information.
Questions from the Site Visit
1) What is the process for obtaining passes passes for vehicles and personnel? Are there any special requirements for working in secure areas?
Please see AFFARS Clause 5352.242-9000 Contractor access to Air Force installations
AFI 31-101, Volume 1, The Air Force Installation Security Program, and AFI 31-501, Personnel Security Program Management, as applicable.
2) Is onsite storage and disposal available?
7.1.1. Storage Area: All contractor storage shall be located in an area located inside the boundary of project site and will be properly screened and secured. Indoor storage areas are not guaranteed by the government, and there are no alternate storage areas on base.
The contractor may store materials and trailers off base at his/her own expense.
3) Does the government know of any work to be performed for this contract that would occur in a confined space? If so, to what extent?
There is no work in confined spaces.
4) Has there been any previous retrofit?
Many of these building have been retrofitted before but not since the design of this project.
5) There appears to be a disconnect between the specifications and the drawings. For example, the list in the specifications does not mate the drawings. Please clarify.
The Drawings show a separate type of work from the facilities listed in the summary of
BUILDINGS LAMP/BALLAST REPLACEMENT SCHEDULE. Only HID fixtures that are to be replaced with Fluorescent fixtures are on the drawings.
6) The 180 day completion time does not appear to be negotiable. Please confirm.
The 180 day Period of Performance has been extended to 340 days. That period is not negotiable.
