DEPARTMENT OF THE AIR FORCE
HEADQUARTERS 319TH AIR REFUELING WING (AMC)
GRAND FORKS AIR FORCE BASE, NORTH DAKOTA
MEMORANDUM FOR PROSPECTIVE OFFERORS
FROM: 319 CONS/LGCA
575 Tuskegee Airmen Blvd
Grand Forks AFB ND 58205
SUBJECT: Solicitation No. FA4659-08-R-0015, Repair Airfield Spalls and Joints
JFSD 200821
1. The U.S. Government invites you to submit an offer for the subject proposal. The following guidance is provided to your company in an effort to clarify the award process. Our expectation is to award a contract to a contractor who has performed a detailed analysis of the solicitation and addressed any issues and concerns regarding the solicitation to the Contracting Officer prior to proposal submission.
2. Award shall be made by evaluation of Past Performance history being significantly more important than, cost and price considerations. The solicitation is a Request for Proposal (RFP), a process by which the government may or may not conduct negotiations or discussions. No formal bid opening will be held, and the results will be released after final award.
3. Magnitude of this Construction Project is: Between $1,000,000 and $5,000,000.
4. This contract will use an Economic Price Adjustment (EPA), which will use the most current Producer Price Index (PPI) to determine prices. These items are priced items for the base year and the two option years for Bituminous Asphalt. For the base PPI, the base index used will be the date of the contract award or the last adjustment. The new index used in the evaluation will be the most current PPI published by the Department of Labor for the commodity of asphalt.
6. In addition, environmental compliance has been an ongoing consideration. The guidance below has been established outlining the standards that must be complied with:
Offerors are reminded of the environmental requirements contained in the solicitation to comply with all applicable federal, state, and local environmental statutes and regulations. In addition to the scrutiny of the civil environmental regulatory and enforced agencies, environmental compliance incidental to Air Force activities or on Air Force property is subject to Air Force scrutiny. The Air Force routinely investigates environmental violations and cooperates fully with civil authorities to secure remedies and discourage future violations. Failure to comply with environmental statues and regulations an subject the contractor to criminal and civil penalties and/or contract sanctions including, but not limited to, termination, suspension, and debarment, and adverse past performance assessment.
7. The objective of this letter is to ensure you are aware of the award evaluation factor for this acquisition, that discussions (negotiations) may or may not be held (as such, you are highly encouraged to submit your best offer at initial proposal submittal), the EPA guidance, and emphasize guidance covering environmental concerns. If you have any questions or comments contact Sharon Frank at 701-747-5284 or email sharon.frank@grandforks.af.mil.
