4. BASE CIVIL ENGINEERING WORK CLEARANCE REQUEST: Prior to any construction activity, the contractor shall initiate, prepare, and personally hand carry through an AF Form 103, Work Clearance Request.

The Base Civil Engineering Work Clearance Request must be approved by the Chief of Operations at Base Civil Engineering. Existing utility lines to remain in place, both Government-owned and private or leased, shall be protected from damage during excavation and backfilling. If damaged, lines shall be repaired in a timely manner by the contractor at no expense to the Government. A minimum of 72 hours should be allowed for agency response to contractor requests for identifying and marking buried utility line routes. The Construction Inspector will assist the contractor by providing points of contact, however, the sole responsibility for executing the digging permit and coordinating utility markings with the Civil Engineer shops/private utility companies is that of the contractor. The contractor shall provide drawings and details showing the exact location and description of the intended type of excavation. The contractor shall also stake and define the boundaries of all required utility locates. The contractor shall allow ten (10) working days for processing the digging permit between the various activities that must coordinate on the request.

The contractor shall provide the Construction Inspector with a copy of the completed AF Form 103 and shall maintain the coordinated AF Form 103 at the construction site. The contractor shall comply with all instructions for hand excavation and other methods of safeguarding the buried utilities. The contractor shall promptly repair any damage created by his/her work force or subcontractors to items indicated on the contract drawings or identified by the coordinating agencies, back to its original working condition. The contractor should take caution at the five (5) foot mark on any side of a utility pre-identified to the contractor. Mechanical digging shall not commence, within 5 ft of buried utility lines, until locations of those lines have been established and properly verified by hand digging. If the contractor damages the marked utility within this area, he/she is responsible for replacing the utility back to its original working condition. Work to repair the damaged utility will commence immediately and will continue uninterrupted until the utility is restored. If the contractor damages a utility that was not identified or is outside 5 feet either side of the utility marking, the contractor shall notify the CO and the Construction Inspector to determine the method of repair (i.e., in-house or by contract). If the damaged utility requires an outside source (e.g., someone to repair fiber optic lines) to accomplish the repairs, and the contractor is responsible for the damage, and the contractor shall be liable to pay for such repairs. The contractor shall provide a copy of the approved work clearance request to the construction management office prior to starting work.

5. POWER OUTAGES: Work shall be planned so that power outages will interfere as little as possible with base operations. Wherever possible, portions of the work that can be accomplished without a power outage will be done prior to outages. All materials, equipment, and labor required during a power outage shall be on hand before service is interrupted. Whenever outages are limited to weekends or holidays the contractor shall perform the work at such times as designated at no additional cost to the Government. The contractor shall make his outage request on copies of the form (Request to Base Civil Engineering for Electrical Service Interruption at Grand Forks AFB, ND). Forms are
