About this file

This is a Questions and Answers document for solicitation FA465426R0006, addressing key contracting requirements for small business prime contractors responding to the pavement repair opportunity at Grissom Air Reserve Base.

The document clarifies three critical requirements for proposal submission: small business contractors must strictly comply with FAR clause 52.219-14 regarding subcontracting limitations and small business performance requirements; the prime contractor's past performance will be the primary basis for evaluation under Section M, with subcontractors evaluated only during the responsibility determination phase; and offerors cannot rely on proposed subcontractors' experience, qualifications, or past performance to meet technical capability or past performance evaluation criteria. The document confirms no anticipated amendments or clarifications are expected prior to the June 30, 2026 proposal deadline.
