About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the U.S. Air Force.

The amendment modifies solicitation FA465426Q0014, dated September 4, 2026, and is effective September 8, 2026. The solicitation is issued by the Air Force Contracting office at Grissom Air Reserve Base, Indiana (FA4654), with Cedric Roberts serving as the primary contracting officer contact. The amendment updates the solicitation number to FA465426Q00140001. Key modifications to proposal requirements include revised bid guarantee thresholds: proposals under $150,000 require no bid guarantee; awards between $35,000 and $150,000 require either a payment bond or irrevocable letter of credit within ten calendar days of award; and awards exceeding $150,000 require performance and payment bonds at 100 percent of contract price per FAR 52.228-15. The amendment also modifies Section L submission requirements, specifying that offerors must submit a completed Standard Form 1442 with pricing, past performance information for two recent relevant projects, technical capability statements for prime and subcontractors, financial institution reference sheets, and Grissom Air Reserve Base background authorization documentation. All proposals must be submitted via email to the contracting officer. The government retains unlimited data rights to all drawings submitted by or to the contractor, and funds are not currently available; no award will be made until funding is secured.
