Evaluation Factors for Award

Header Miscellaneous Text (Modified):

52.212-2 Evaluation--Commercial Products and Commercial Services (Nov 2021) [Tailored]

(a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation is the Lowest Priced, Technically Acceptable (LPTA).

The following factors shall be used to evaluate quotes:

Technical Acceptability Past Performance Price

Award Methodology (LPTA):

Awards will be made on an "all or nothing" basis. Technical and Past Performance will be evaluated on a Pass/Fail (Acceptable/Unacceptable) basis.

Initially, quotes will be ranked by total evaluated price. The lowest-priced quote will be evaluated for Technical Acceptability and Past Performance. If the lowest-priced quote is determined to be "Acceptable" in both non-price factors, award will be made to that quoter, and no other quotes will be evaluated. If the lowest-priced quote is found "Unacceptable" in either factor, the Government will evaluate the next lowest-priced quote, repeating this process until a technically acceptable quote with acceptable past performance is identified.

Technical Acceptability Standard: To receive a rating of "Acceptable," the quoter must conform to all instructions in Section L, confirm attendance at the mandatory site visit and confirm compliance with the 9/1/2026 - 9/30/2026 period of performance.

Past Performance Standard: Evaluated on a Pass/Fail basis. The Government will review available data in the Contractor Performance Assessment Reporting System (CPARS) and other federal databases to determine if the quoter has a record of satisfactory performance on recent, similar efforts. A quoter without a record of relevant past performance will receive a "Neutral" rating and will be considered "Acceptable" for this factor.

Technical and past performance, when combined, are evaluated as Pass/Fail. Award will be made to the lowest-priced, technically acceptable quoter whose past performance is rated as Acceptable (or Neutral).

(b) (Not Applicable. There are no options associated with this requirement.)Options.

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
