QUESTION: Can you please confirm that bids will be due at 2:00 p.m. on Jan. 22nd? Page 38 of the "Refuse Solicitation" document states that bids are due on January 19th, 2018.

ANSWER: Proposals are due on 22 January 2018 at 2:00 p.m. EST and is updated on the solicitation

QUESTION: Could you also confirm whether or not a bid bond is needed per page 38 of the Refuse Solicitation, and, if so, in what amount?

ANSWER: No bid bond is required. This has been updated on the solicitation

QUESTION: Will bids be accepted for MSW collection only?

ANSWER: The proposal must be all or none

QUESTION: Can we bid roll/off compactor services as a per haul rate?

ANSWER: The bid should can show a per haul rate.

QUESTION: Can the front load scheduled services be billed a per month rate based on the annual fixed solicitation net amount?

ANSWER: Monthly

QUESTION: Question from the 9 Jan email: (1) Instead of two 30CY container for scrap wood each emptied one x month, could this be changed to one 30CY container for wood emptied 2 x month. This would save the base money as the contractor wouldn't have to charge for use of the 2nd container. It will also save space in the fenced area behind building 687 allowing more room for various large roll-off and front load trash/recycling trucks to maneuver in the confined space.

ANSWER: Still require the two 30 CY containers in the two locations, the container at the wood pile serviced once a month and the container at blg 687 serviced every other month.

QUESTION: Question from the 9 Jan email: (2) Installing and renting compactors will be expensive and is not recommended by WM if they are only going to be emptied 2x year. If volume is so low as to necessitate only 2x/year service, we do not believe it would be cost effective for the Base. If however, the tonnages listed in Appendix A, Table A1- Estimated workload data are accurate (X003 Recyclable Commodity Paper and Recyclable Commodity Cardboard) - 40 tons each, then compactors might be the correct choice. But they would need to be emptied much more often than 2 x/year. In order to provide a fixed price and to determine what is the best collection method is, we need the tonnage from a past period of time. This should be available on weight tickets? If I remember correctly, the cardboard is currently being baled and sold? Any additional information on quantities and tonnages would be extremely helpful in recommending services and/or submitting the most cost effective solution on the currently requested services.

ANSWER: Stay with the 40 ton estimate.

QUESTION: Is it possible for Corey to provide actual tonnages of materials collected in 2017 (or other specific timeframe)? For example: X tons Cardboard; x tons mixed paper; x tons plastic; x tons glass; etc.? Depending on the quantities being generated, you may not need to use compactors which could reduce your expenses.
