SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO BIDDERS

The following have been modified:

INSTRUCTIONS TO BIDDERS

Section L - Instructions, Conditions and Notices to Bidders

L001. PROPOSAL PREPARATION INSTRUCTIONS

Basis of Award will be Lowest Priced Technically Acceptable (LPTA). The Government intends to make a single award, to one contractor, to perform Integrated Solid Waste Management and Recycling Services at Grissom ARB.

A. To assure timely and equitable evaluation of proposals, offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The response shall consist of three (3) separate parts; Part I -Price Proposal - Part II - Technical Proposal and Part III – Past Performance.

B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional data will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists; offerors may be required to submit cost data to the extent necessary for the contracting officer to determine the reasonableness and affordability of the price.

C. Specific Instructions:

1. Part I – PRICE PROPOSAL - Submit original and one (1) copy

(a) Standard Form (SF) 1449: Complete blocks 12, 17a, 24 (total with base and all option year CLINS), 30a, 30b, and 30c of the RFP, SF 1449. In doing so, the offeror accedes to the contract terms and conditions as written in the RFP Sections A through K. These sections constitute the model contract.

(b) Insert the proposed price in Section B for Contract Line Item Numbers (CLINS) 0001, 0002, 0003, 1001, 1002, 1003, 2001, 2002, 2003, 3001, 3002, 3003, 4001, 4002, and 4003.

(c) Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections C through I, the offeror shall submit only those pages that require a fill-in.

(d) Financial Resources: The offerors shall submit a financial capability letter from its financial institution. This letter will be used in the Contracting Officer’s determination of responsibility.

2. Part III – TECHNICAL PROPOSAL - Limited to no more than 10 pages. Submit original plus three (3) copies.

The Government’s technical evaluation team will evaluate the technical proposals on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire proposal unacceptable and, therefore, not awardable. Only those proposals determined to be technically acceptable, either initially or as a result of discussions, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

The proposals shall be evaluated against the following technical subfactors:

1. Subfactor 1: Collection/Disposal Provide documentation that Municipal Solid Waste/Recycling will be collected and disposed of in accordance with local, state, and federal laws. Performance Work Statement (PWS) 1.1, 1.2 and 1.3

2. Subfactor 2: Equipment: Provide documentation of equipment necessary for performance of contract (or submit a plan on how the equipment will be obtained). Performance Work Statement (PWS) 1.4

3. Report Production/Maintenance: Provide documentation on the process that will be used in production and maintenance of Reports and Records required in performance of this contract. Performance Work Statement (PWS) 1.5

4. Weight Ticket Document: Provide documentation on the process that will be used in the vehicle weighing. Performance Work Statement (PWS) 1.1.10

3. Part II – PAST PERFORMANCE - Limited to no more than 3 pages. Submit original plus one (1) copy.

(a) Provide references with Entity Name, Contract Number, Point of Contact (name, phone number, and email address), Approximate Dollar Value, and Type of Contract Services (i.e. Integrated Solid Waste Management, Recycle).

NOTE TO OFFERORS: PROPOSALS WILL BE ACCEPTED VIA MAIL OR HAND DELIVERED ONLY. NO FAX OR EMAIL PROPOSAL WILL BE ACCEPTED. PROPOSALS ARE DUE NOT LATER THAN 2:00 PM EASTERN STANDARD TIME (EST) ON 22 JANUARY 2018.
