About this file

This is a Questions and Answers document for federal contract FA4626-26-R-0013, addressing clarifications regarding concrete repair requirements for linear feet (LF) of joints and cracks.

The Q&A addresses specifications for concrete joint and crack repair work on horizontal, accessible walking surfaces at 30 sites with a 7-day per-site completion period. Key clarifications include: joint widths vary from less than 1 inch to over 3 inches (with MasterSeal SL-2 acceptable for larger joints); crack widths are estimated at less than ¼ inch; repair work is primarily on horizontal surfaces with limited vertical repairs under 5 feet in height; existing joint sealants (Sikaflex-1a or MasterSeal SL-2) contain no asbestos; previous sampling shows no asbestos in joint sealants or surrounding concrete, eliminating further asbestos testing requirements; contractors will move between sites on a scheduled timeline without mandated downtime; only one site may be worked at a time with no concurrent multi-site work permitted; and the QC manager, safety manager, and superintendent may be the same individual if fully qualified. The document also notes that bid schedule CLINs should align with Attachment 6 - LF Concrete Bid Schedule and Section 01 22 00 measurement and payment specifications.

Bid Schedule Item 001AD and 001AE - The pricing breakdown lists out the quantity of repairs in LF for joints and cracks, but does not provide any dimensions on widths. What is the average width of the joints to be repaired/replaced?

The existing joint widths vary, with some locations exceeding 3 inches due to slab movement. However, the majority of joints are less than 1 inch wide. For larger joints, MasterSeal SL-2 is an acceptable product.

Bid Schedule Item 001AE – The pricing breakdown lists out the quantity of the crack repair, but does not provide any dimensions on widths. What is the average width of the cracks to be repaired? The width will determine repair methodology, materials and labor

It is estimated that the majority of cracks are less than ¼ inch in width.

3 The bid schedule/price schedule excel spreadsheet CLIN’s do not match section 01 22 00 measurement and payment CLIN’s.

Please use the CLIN/SLIN structure of Attachment 6 - LF Concrete Bid Schedule when submitting price information. While the numbering may differ, the measurement and payment information for each separately price line item in Spec Section 01 22 00 is correct.

4 Is all of the repair work to occur on horizontal/walking surfaces that are easily accessible. Or will there be vertical repairs that require the use of aerial access equipment/systems?

All repair work is primarily on horizontal, walkable concrete surfaces that are easily accessible. There may be limited vertical repairs, but any height difference between surfaces is less than 5 feet.

In the photos provided in the specifications, joints are shown with existing sealants and other filler materials. What are the existing joints currently sealed with? Have the existing joints been tested for asbestos containing materials?

The existing joint sealants are either Sikaflex-1a or MasterSeal SL-2, and neither product contains asbestos.

Section 01 36 00 Paragraph 6.1.1 Requires the contractor to perform asbestos surveying and reporting unless it has been done in the design phase. Has there been any asbestos surveys or inspections conducted for the facilities covered by this solicitation? If not, is the contractor responsible for having the asbestos survey completed as part of the contract? What about required abatement of asbestos containing materials?

Previous sampling has shown no asbestos-containing material in either the joint sealants or the surrounding concrete. Based on this past testing, we do not anticipate any further asbestos testing will be required for this project.

There are 30 sites listed out for the initial task order. Will the contractor be given the ability to move from site to site on an ongoing basis or will there be “down time” between mobilizing from site to site?

The contractor will be able to move from site to site on a scheduled timeline without required downtime between locations. Any delays or access restrictions will be coordinated in advance with the Government.

8 For this project, I see there is a performance period of 7 days per site/LF for completion. Are we allowed to work at multiple sites at the same time? Is it limited to 1 site per flight?

Typically, only one site is worked at a time. Concurrent work at multiple sites will not be permitted.

9 Also, for the QC manager, safety manager, and superintendent, do these have to be separate individuals or can they be one in the same?

Separate personnel are not required if one individual is fully qualified to perform all three functions.
