About this file

This is a Public Questions and Answers document for a federal carpet replacement solicitation issued by the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC), under Solicitation Number FA4626-26-Q-0045. The requirement is to replace carpet in Building 1240. The controlling quotation deadline is 28 September 2026 at 2:00 p.m. Mountain Daylight Time (MDT), with a discrepancy between the public notice and SF 1449 to be corrected by formal amendment. All contractors must acknowledge receipt of this Question Set 0001 and return the signed acknowledgment to karen.broughton@us.af.mil and nadia.bowen.1@us.af.mil.

The document addresses four key questions relevant to bid preparation: (1) confirmation of the correct deadline date; (2) clarification that the Government will be responsible for physically moving furniture and IT equipment while the contractor coordinates timing and sequencing through a phasing and furniture mobilization plan to be submitted at least 14 days prior to performance start; (3) confirmation that offerors may cite past performance of proposed subcontractors who will perform meaningful portions of the work, clearly identifying the subcontractor and explaining relevance; and (4) confirmation of the 28 September 2026 deadline, notification that the Government is reviewing the currently posted statement of work for potential revision or release restrictions, and notice that vendors should rely only on formally posted Government materials and not informal redistribution of solicitation attachments. Offerors are responsible for monitoring the solicitation posting site for amendments and updates.

24 September 2026

Solicitation Number: FA4626-26-Q-0045 Requirement: Replace Carpet in Building 1240 Question Set Number: 0001

Public Questions and Answers

The following questions were received regarding Solicitation No. FA462626Q0045, Bldg. 1240 Carpet Replacement. The Government provides the following responses for the benefit of all interested offerors.

Any change to the solicitation terms and conditions will be made only by formal amendment.

Question 1

The SF 1449 in the solicitation package lists 25 September 2026 at 2:00 p.m. local time, while the public notice lists 28 September 2026. Please confirm the controlling response deadline and advise if the completed SF 1449 or any other documents are required separately.

Response: The Government confirms that the controlling quotation deadline is 28 September 2026 at 2:00 p.m. Mountain Daylight Time (MDT). The discrepancy between the public notice and the SF 1449 will be corrected by formal amendment. Offerors shall rely on the amendment for the final confirmed due date and any updated solicitation cover page. Offerors shall submit all documents required by the solicitation and any amendments.

Question 2

Please confirm whether the Government will be responsible for physically moving furniture and IT equipment, including disconnection and reconnection, while the contractor is responsible only for coordinating timing and sequencing through the phasing/furniture mobilization plan.

Response: Yes. The Government will be responsible for physically moving Government furniture and Government IT equipment, including disconnecting and reconnecting those systems as necessary. The contractor shall be responsible for coordinating the timing and sequencing of the work areas trough the required phasing and furniture and mobilization plan, which shall be submitted to the Government at least 14 Days prior to the start of performance.

Question 3

May an offeror cite the relevant past performance of a proposed subcontractor who will perform the installation work, in addition to or in place of the prime contractor’s own past performance?

Response: Yes. Offerors may submit relevant past performance information for the prime contractor and for any proposed subcontractor that will perform a meaningful portion of the required work.

When submitting subcontractor past performance, the offeror shall clearly identify the subcontractor, describe the portion of work the subcontractor is proposed to perform, and explain how the submitted past performance is relevant to the work required by this solicitation. The Government may consider the past performance of the prime contractor, proposed subcontractors, or both, to the extent the information is relevant to successful performance of the requirement.

Question 4

The public notice and the attached SF 1449 reflect different due dates. In addition, the publicly downloadable SOW appears marked CUI. Please confirm the controlling due date, provide any corrected cover or amendment, and clarify whether the attached SOW may be shared with prospective suppliers or trade partners. If a public interested-vendor or prime/subcontractor list is available, please advise.

Response: The Government confirms that the controlling quotation deadline is 28 September 2026 at 2:00 p.m. Mountain Daylight Time (MDT). The discrepancy between the public notice and the SF 1449 will be corrected by formal amendment. The Government is reviewing the currently posted statement of work/attachment package and will determine whether a revised or releasable version is required for this solicitation. Until further notice, vendors should rely only on solicitation materials formally posted by the Government for this requirement and should not rely on informal redistribution of solicitation attachments. The Government does not provide or maintain a prime-subcontractor matchmaking list for this solicitation unless specifically posted with the notice.

Interested firms seeking subcontracting opportunities should use publicly available solicitation information and their own market outreach.

Notice to Offerors:

Offerors are responsible for monitoring the solicitation posting site for amendments, updated attachments, and additional Government responses.
