About this file
Summary
This is a Memorandum for Record documenting Amendment 0001 to Solicitation FA462626Q0045 issued by the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC) on 24 September 2026. The amendment addresses the Building 1240 Education Center carpet tile procurement. The original solicitation contained a discrepancy between the quotation due date shown on the SF 1449 (25 September 2026 at 2:00 p.m. local time) and the date published on SAM.gov (28 September 2026 at 2:00 p.m. Mountain Daylight Time). The amendment corrects this inconsistency and establishes 28 September 2026 at 2:00 p.m. MDT as the controlling quotation deadline. The amendment also provides public responses to vendor questions regarding Government versus contractor responsibility for furniture and IT equipment movement, the acceptability of subcontractor past performance submissions, and the status of posted attachments.
The Government clarified that it is responsible for physically moving and reconnecting Government furniture and IT equipment, while contractors must coordinate timing and sequencing through a required phasing/furniture mobilization plan. Offerors may submit relevant past performance information for both the prime contractor and proposed subcontractors performing meaningful portions of the work. All contractors must acknowledge Amendment 0001 in writing and return signed acknowledgment to karen.broughton@us.af.mil and nadia.bowen.1@us.af.mil for their quotations to remain valid and complete. The amendment was issued to ensure equitable notice, eliminate conflicting information, preserve full and open competition, and properly document the Government's official responses to questions affecting quote preparation.

MEMORANDUM FOR RECORD
SUBJECT: Amendment to Solicitation FA462626Q0045- Correction of Quotation Due Date and Public Clarifications
AMENDMENT NUMBER: 0001
1. Purpose This Memorandum for Record documents the issuance of an amendment to Solicitation FA462626Q0045 for the Building 1240 Education Center carpet tile
2. Background
After public posting of the solicitation, it was identified that the quotation due date shown in Block 8 of the SF 1449 differed from the due date shown in the associated SAM.gov public notice. Specifically, the SF 1449 reflected a due date of 25 September 2026 at 2:00 p.m. local time, while the public notice reflected a due date of 28 September 2026 at 2:00 p.m. Mountain Daylight Time (MDT).
3. Issue.
The discrepancy between the solicitation cover page and the public posting created a risk of vendor confusion regarding the controlling quotation deadline. In addition, vendors submitted questions related to the due date discrepancy, Government versus contractor responsibility for furniture/IT movement, use of subcontractor past performance, and handling of the publicly posted statement of work attachment.
4. Action Taken.
To ensure fairness to all prospective offerors and maintain a clear and consistent solicitation record, the Government issued an amendment to Solicitation FA462626Q0045. The amendment:
• Corrected the quotation due date to reflect 28 September 2026 at 2:00 p.m. MDT;
• Revised the SF 1449 and related solicitation language as required;
• Established the amended due date as the controlling quotation deadline;
• Provided public responses to vendor questions through the solicitation posting process;
and
• Advised offerors to rely only on solicitation materials formally posted by the
Government.
5. Rationale.
Issuing the amendment was necessary to:
• Eliminate inconsistent due date information;
• Ensure all vendors were provided with the same information;
• Preserve full and open competition within the solicited vendor pool;
• Reduce the risk of misunderstanding, late submissions, or protest related to conflicting deadlines; and
• Document the Government’s official response to questions affecting quote preparation.
6. Additional Clarifications.
The public questions and answers associated with the amendment clarified the following:
• The controlling quotation due date is 28 September 2026 at 2:00 p.m. MDT;
• The Government is responsible for physically moving Government furniture and
Government IT equipment, including disconnecting and reconnecting those items as necessary, while the contractor is responsible for coordinating timing and sequencing through the required phasing/furniture mobilization plan;
• Offerors may submit relevant past performance information for the prime contractor and for proposed subcontractors performing a meaningful portion of the required work; and
• The Government is reviewing the posted attachment package and will issue any revised or releasable version, if required, through the formal solicitation process.
7. Conclusion.
The amendment was issued to correct the solicitation record, provide equitable notice to all interested offerors, and ensure that the solicitation process remains fair, consistent, and properly documented.
