EMCS Survey and Firmware Support
Questions and Answers
If you have any additional questions, let us know by the end of Friday, 18 September
What are we actually assessing? Which of these describes the 58 buildings Survey: A.) JACEs are already installed in the buildings but were never connected to the EMCS/COIN network (or their state is unknown), and the survey is to figure out what it takes to bring them online. B.) The buildings have controls of some kind (Siemens, JCI, legacy JACE, pneumatic) but no JACE, and the survey is to design a JACE plus integration for each one. C.) The buildings have little or no controls, and the survey is to figure out what controls and JACE they should get? D.) . A mix. If so, roughly how many of each, and is the intent to integrate what exists or replace it?C. And to let us know what other equipment will need to be replaced for it be compatible w/controllers and JACEs.
How many of the 58 are off the main base (MAFs, LFs, or other outlying sites)? Rough drive time from the main base for each would help. They are all on base.
Per building, approximate square footage and a count of the mechanical equipment you want surveyed (AHUs, boilers, chillers, exhaust fans, terminal units).See Square Footage excel attachment. There are 3300 units of equipment
Are as-builts, control drawings, sequences, or point lists available as GFI for these buildings?More then likely there is not any for most buildings, but just have the main mechanical in the as-built. These will be shared after contract award
Roughly how many buildings can be released for survey per day, and can CE support a few contiguous survey blocks, or would this need to be spread across the full 180 days? This can be spread out in how ever many chunks the contractor needs. As for the how many buildings per day, it is how ever many can be surveyed properly in a day. Some buildings may require more time, so we do not have a set number that need to be done in a day
How detailed does the cost estimate need to be? Rough order of magnitude, or construction-grade with device counts, cable routing, and network hardware? As detailed as possible to also include labor cost and man hours.
For the graphics and topology deliverable, are you looking for a campus network topology and per-building diagrams, or Niagara station graphics? Any preferred file format?Logical network diagram for the overall system and Niagara station graphics
On the cyber piece in PWS 1.2.c, is that a written recommendation per building, or a device-level vulnerability scan with RMF-style artifacts (hardware/software list, ports and protocols, control implementation)?Recommendation only. GOV will do the RMF portion at a later day.
Can you confirm CLIN 0001 is assessment and design only, with no remediation or installation work?Correct
Does the Government hold the platform and station admin credentials and the system passphrase for the Supervisor and every JACE? If any are held only by the previous contractor, will the Government obtain them before award, or is the contractor expected to recover access?Yes. The Gov, will obtain them.
Are current station backups (.dist/.bog) for the Supervisor and every JACE in Government possession?Yes
What is the Niagara license inventory? Supervisor count, JACE count and models, current Niagara version, SMA expiration per license, and who is the licensing contact of record with Tridium.1 Super, ~75 JACEs 9000, Niagara-4.13.2.18. See MAFB Overview excel attachment. All licenses are 4.13 or higher. Various Vendor are the licensing contact with Tridium, approximately half are licensed by Lynxspring.
Is the contractor expected to purchase or renew the Niagara Software Maintenance Agreement under CLIN 0002, or is the SMA Government-furnished?Yes the contractor expected to purchase or renew the Niagara Software Maintenance Agreement
PWS 1.2.e reads as delivering updates on media; PWS 2.2 reads as the contractor performing server and workstation upgrades. Which is it? If installation, how many servers, workstations, and JACEs per quarter, and is remote access to the COIN network permitted or is every update done on site?Remote access is not allowed in any capacity to our system. The updates/upgrades are to the latest versions of the software for the Niagara Framework and it will be provided every quarter if there is a patch or new version for all equipment on site.
Are Niagara point-release upgrades (station migration, driver compatibility testing) in scope, or only security patches within the current release?Yes
Is Windows OS patching of the Supervisor and workstations in scope, or Niagara only?Niagara only
Is removable media Government-furnished and pre-approved, or does the contractor supply it and run it through AF media approval? The patches/updates will need to be sent on a disk (preferred) or through DoD Safe as a last resort.
How many Jaces total exist in the 58 buildings and what FRCS (Facility Related Control Systems) - COIN (Common Operational Information Network) are connected to the Network?78 existing on the connected to COIN base buildings. According to HVAC the 58 buildings do not have any in them. That is why we want the assessment done to see what it would cost to upgrade and connect them to COIN.
Currently, what size Tridium Niagara licenses do the existing Jaces have? Each JACE has it’s own according to HVAC but they are not 100%. Is there a group license available…. Not sure.
To be able to put a price on CLIN 2: CLIN 0002 and Option CLINs 1002, 2002, 3002, and 4002 require EMCS firmware support. The PWS states that quarterly software and security updates are to be provided to the 341 CES/CEIAI work center. To accurately price the required Tridium Niagara Software Maintenance Agreements (SMAs). Can you please provide an inventory of the existing Niagara JACEs covered by this requirement, including the quantity, JACE model, Niagara version, and licensed device/resource capacity for each unit? Can you also confirm whether the firmware-support CLINs are intended to include maintaining active Tridium SMA coverage for all existing JACEs throughout each respective performance period?None in the buildings to be surveyed. There are 78 existing JACEs on base: Delta, JACE 8000 and 9000, and Niagara N4 version 4.13.
There are many systems on COIN. Can you list all of the manufacturers and Systems on COIN under the 341st or are you expecting us to discover all of these systems in the assessment?Just EMCS.
RE EMCS/COIN and 341st Cybersecurity. .. We suggest an assessment of EMCS (Energy Management Control Systems), UMCS (Utility Monitoring and Control Systems, FRCS, OT (Operational Technology), OT SDN (Software Defined Network) irrigation, water, sewer, gas, facility alerts, and other equipment on the OT so that an SSP (system security plan) can get in place for ATO (Authority to Operate) and ATC (Authority to Connect ) can be achieved. Are you expecting us to discover all of these manufacturers and systems in the assessment? No, Just COIN and EMCS. No other systems are connected at this time.
RE: 1.2.c: OT SDN Cybersecurity - Operational Technology Software Defined Network Cybersecurity. It's important that we keep our adversaries off the OT. We recommend SEL (Schweitzer Engineering Labs) and Military Standard 3071 OT SDN integration for EMCS/UMCS/SCADA power control systems protecting power in the buildings and the grid and OT SDN for FRCS - all the buildings as part of the Cybersecurity posture. Are you expecting us to discover all of these manufacturers and systems and their cybersecurity posture in the assessment?AFCEC determines what security protocols are to be used on COIN.
