About this file

This is a Questions and Answers document for federal contract solicitation FA462626Q0019, a Requirements contract for laundry, dry cleaning, repair, and linen-exchange services at an Air Force facility.

The incumbent contractor is National Laundry Company, performing under contract FA462621D0001 (an Indefinite Delivery contract with a $500 minimum and $2,100,000 maximum obligation). The new solicitation is a five-year Requirements contract (August 1, 2026 – July 31, 2031) with a contract value minimum of $2,500 and maximum of $1,000,000, with individual order minimums of $2,500 and maximums of $200,000. Services include laundry, dry cleaning, repairs, and linen exchange for multiple customer organizations (Medical Group, Security Forces Group, Rivet Mile, and other units). Medical Group items are priced per each (not by pound). Service frequencies vary by customer, ranging from weekly to every four weeks for mat changes, with a standard three-workday turnaround requirement for most services. Estimated annual quantities and five-year totals are provided in the Pricing Worksheet and Appendix C of the Performance Work Statement. Government-furnished inventory applies to some items (Medical Group, WSA-Chapel), while the contractor must provide and maintain minimum inventory levels for others (Rivet Mile). Past performance will be evaluated on recency and relevance from any relevant commercial, healthcare, hospitality, or institutional laundry contracts. Award is anticipated without discussions based on evaluation factors detailed in the Standard Form 1449.

QUESTION ANSWER

Who is the current incumbent contractor performing these services? The incumbent is National Laundry Company.

What is the total current contract value (or annual contract value) of the incumbent contract?

The current contract (FA462621D0001) is an Indefinitely Delivery contract which was awarded with a Minimum Government Obligation to Order of $500.00 and Maximum Government Obligation to Order of $2,100,000. This solicitation (FA462626Q0019) for a Requirements contract has a Contract Value Minimum of $2,500 and a Contract Value Maximum of $1,000,000.00. The Contract Order Minimum is $2,500.00 and the Contract Order Maximum is $200,000.00. An order can range anywhere from the minimum to the maximum at any given time.

Is the current Performance Work Statement/Statement of Work substantially the same as the previous contract, or have there been any significant changes to scope, workload, locations, frequencies, or requirements?

While the intent is the same, it is the responsibility of the interested party to understand the solicited Performance Work Statement in its entirety.

Are historical usage reports or annual quantities available from the current contract? The current contract's CLIN structure does not provide the ability to quantify this data.

5 Attachment 2 (Pricing Worksheet, Final v2) appears to carry a Microsoft sensitivity label / rights-management protection that prevents offerors from opening the file. Could the Government please repost an unprotected version of the Pricing Worksheet so offerors can complete and submit the required Bid Schedule?

Corrected. See Amendment 0001 for Notice ID FA462626Q0019 in SAM.gov with re-uploaded Pricing Worksheet.

6 The estimated quantities in the CLIN schedule (Section B) are approximately five times the annual quantities in PWS Appendix C. Please confirm the CLIN quantities represent the five-year total for the full period of performance (1 Aug 2026 – 31 Jul 2031), and that pricing should be entered as a unit price applied across that period.

Appendix C reflects the estimated quantities per ordering period. Attachment 2 (Pricing Worksheet) reflects both total estimated quantities for the 5-year ordering period (column E) as well as for each annual ordering period (columns I, M, Q, U, Y). This Requirements contract has a Minimum and a Maximum Order. Orders can range anywhere from the minimum to the maximum at any given time.

The 1st page of the solicitation #23 and #24 ask for a unit price and an amount. Is that for the whole contract amount?

You can provide the whole contract amount in #24. We will primarily be looking at the Offeror's Pricing Worksheet to evaluate pricing breakdown and total.

Is the past performance just from the military or any of our contracts?

Any contract. Past performance will be evaluated on recency and relevancy. See Evaluation Factors for Award included in the Solicitation (Standard Form 1449) attached in SAM.gov notice.

Base medical group has always been bid by the pound. Is it going by the piece count?

Medical Group will be Each.

How often are the mats change at Rivet mile and the security forces group? Weekly, E.O.W. Week or Every 4 weeks?

Varies by customer (i.e., SFG is every other month; Rivet Mile is every 4 weeks). However, frequencies can change; hence the Requirements contract.

Is there any incumbent/recompete or this is a brand-new project?

The incumbent is National Laundry Company.

The Estimated Annual Workload Data (Appendix C) lists quantities for each item type (e.g., 25,000 Blue Coveralls, 95,000 Bath Towels). Are these quantities firm minimums the government will order annually, or are they estimates subject to fluctuation?

Estimates are subject to the needs of the customer.

For rental items (e.g., 5 coveralls per mechanic + 3 per supervisor at Rivet Mile; floor mats, towels), who maintains authoritative count and reconciliation? If the contractor loses or damages items, does the contractor or the government bear the replacement cost?

Varies by customer. For MMXG, the Contractor provides inventory and covers contractor-lost/damaged items. For SFG, the Government bears responsibility for replacement cost.

Are the estimated annual quantities listed in the pricing worksheet based on historical usage? If so, can historical volume data for the previous three years be provided?

Quantities are provided by each unit/end user. Historical volume data cannot be provided.

Is there an incumbent contractor currently performing these services? If so, can the Government provide the incumbent contractor’s name, contract number, and total annual contract value?

The incumbent is The National Laundry Company. The contract number FA462621D0001. No contract award amount provided as this is currently an Indefinite Delivery contract. See question & answer # 2.

For linen exchange and rental-service items, are inventories Government-furnished or contractor-furnished? If contractor-furnished, are minimum inventory levels required?

Some are Government furnished (i.e. MDG, WSA-Chapel), while others require the Contractor to provide inventories and supplies minimum inventory levels (i.e., MMXG).

Does the three-workday turnaround requirement apply to all laundry, dry-cleaning, repair, and linen-exchange services, or are there separate performance standards for specific items?

See paragraph 1.7. and Appendices B & C of the Performance Work Statement.

Beyond the Honor Guard item identified as potentially requiring one-day turnaround, are there any additional expedited-service requirements the contractor should anticipate?

There are currently no identified expedited service requirements at the moment.

Are pickup and delivery schedules fixed throughout the contract period, or may individual organizations modify schedules based on mission requirements?

See Pick-Up and Delivery Schedule in Performance Work Statement attached in SAM.gov notice.

Are there anticipated surge requirements, exercises, inspections, deployments, or contingency operations that could significantly increase workload above the estimated annual quantities?

Increased workload is not currently projected. However, there is a potential in increased workload; thus the minimum and maximum order included in this contract. See paragraph 1.6. in the Performance Work Statement.

For repair services, are replacement materials (buttons, zippers, patches, emblems, etc.) to be furnished by the contractor or provided by the Government?

Some may be provided by the Government; if not, it will be furnished by the Contractor.

Are subcontractors permitted to perform laundry and dry-cleaning operations at an off-site commercial facility, provided the prime contractor remains fully responsible for contract performance?

Yes. As noted, the prime Contractor remains fully responsible for contract performance.

Will the Government accept relevant commercial, healthcare, hospitality, or institutional laundry-service contracts as qualifying past performance?

Yes. See question and answer #8.

Can the Government confirm the evaluation methodology and relative importance of price, past performance, and technical capability? Evaluation Factors for Award included in the Solicitation (Standard Form 1449) attached in SAM.gov notice.

Is the Government anticipating award without discussions? Yes.

Are there any planned mission, facility, or organizational changes during the performance period that may materially affect service volumes or requirements?

Currently, there are no projected increase in volumes or requirements. However, there is a potential in increased workload; thus the minimum and maximum order included in this contract. See paragraph 1.6. in the Performance Work Statement.
