About this file
This is a Questions and Answers document for federal contract FA462626Q0014 for Building 640 Furniture at Malmstrom Air Force Base. The document clarifies requirements and specifications for furnishing an occupied dormitory with new furniture while managing removal and disposal of existing items.
The requirement involves the removal and installation of 144 Twin XL beds with frames, 144 innerspring mattresses, dining tables (30" height), and dining chairs (approximately 16"W x 17"D x 32"H seat back height), and wardrobes without shelves above the closet rod. All furniture must feature solid oak finished surfaces in smoky brown pear stain, with non-lift deck bed frames required. The contractor must perform same-day removal and installation while the dormitory remains occupied, utilizing hallway and lobby spaces during transitions without impeding egress or leaving furniture unattended overnight. Residents must have a bed available daily. All waste materials, including packaging, pallets, and crating, must be disposed of off-base within 100 feet of the building; no on-base recycling is available for contractor use. The contract is designated as a total small business set-aside with furniture manufacturing restricted to domestic production. Delivery vehicles have a 13'6" height restriction at Malmstrom AFB's commercial gate, and long-haul drivers may enter with appropriate documentation. Government representatives will escort delivery personnel from the commercial gate to Building 640 if required. The government will not hold the contractor liable for pre-existing damage to furniture scheduled for removal but will hold the contractor liable for damage to the facility and new furniture.

Questions and Answers
Question # Question Answer
The SOW requires same-day removal and installation because the dormitory is occupied. Does the Government have a designated "staging area" on-base for the new furniture and a "sorting area" for the old items prior to off-base disposal, or must all transitions occur directly from the delivery vehicle to the room?
The government does not have a designated staging area for new furniture. The hallways and lobbys on each floor can be used during transition, but cannot impede residential doorways or means of egress. No funriture will be left outside or in hallways overnight. Residents must have a bed to sleep on at a minimum each day whether it be old or new.
The SOW specifies that all exposed finished surfaces must be solid oak and closely match existing items. To ensure the highest level of uniformity, can the Government provide a high-resolution photo or a specific stain brand/color name currently in use, or will the post-award color sample be the sole baseline for this requirement?
The existing newer furnishings are smoky brown pear.
Are there specific vehicle size or height restrictions for delivery trucks entering through the Malmstrom AFB commercial gate? Additionally, regarding Attachment 2, will the Government provide a dedicated POC to escort delivery personnel, or will all contractor employees require independent "Unescorted Access" credentials for the duration of the 180-day performance period?
There is a 13' 6" height restriction at the commercial gate inspection building. LONG HAUL/DELIVERY DRIVERS May be allowed entry upon presentation of a pass, bill of lading, purchase order, or delivery order. Failure to pass a background check will result in denial of base access. A government representative will be available to escort delivery personnel if required from the commercial gate to building 640.
4 Does the requirement for off-base disposal of "all waste materials" include the packaging, pallets, and crating from the new furniture, or is there an on-base recycling point available for cardboard and wood pallets?
Yes, all waste materials to include packaging, pallets/crating ned to be disposed of off base. There is not currently recyclying of pallets or cardboard recycling for contractor usage.
If existing furniture scheduled for removal is found to be damaged or missing components (e.g., missing drawers or broken frames), will the Unaccompanied Housing Management Office provide a signed inventory relief form at the time of removal to ensure accurate property tracking?
The existing furniture for removal may have damage already and the government will not hold the contractor liable for additional existing furniture damage. However the contractor is liable for damage to the facility and new furniture.

13 Could you please confirm whether the requested furniture would be acceptable if manufactured in Turkey or Jordan? No. This will be total small business set-aside
Is it possible to reconsider veneer as an acceptable finished surface? If quality and durability is the primary concern, veneer has been shown to outperform solid wood furniture in some instances. I understand that laminated surfaces are unacceptable, but I think you will find that solid wood and veneer are very comparable.
Do NOT quote veneer finished surfaces.
