About this file

This is a Questions and Answers document for Charter Bus Services solicitation FA462626Q0005 issued by the Department of the Air Force Global Strike Command. The document addresses four substantive contractor inquiries regarding contract administration and invoicing procedures.

The file clarifies that Contractor's Entry Authorization List (CEAL) procedures will be handled post-award through a government-provided form, with subcontractor compilation optional prior to award. A pre-performance conference will occur after contract award to align communication expectations between the contractor and end user. Contractors must submit bids using the provided SF 1449 form, with any additional information required to meet evaluation criteria submitted at the contractor's discretion regarding format and method. Regarding payment, contractors may invoice after each of the two scheduled trips (April 11-18, 2026 and August 22-29, 2026) or after both trips are complete, at the contractor's election. The document contains minimal substantive content, with most of the spreadsheet consisting of empty rows.

Questions and Answers
Question #QuestionAnswer
1Contractor’s Entry Authorization List (CEAL) procedures.Following the award of the contract, we will provide a form for the contractor to complete with the required information for individuals needing base access. Subcontractors may compile this list as needed; however, it is not required prior to contract award.
2Clarification on the pre-performance conference. The pre‑performance conference will consist of a discussion between the contractor and the end user to confirm communication expectations and ensure alignment. This meeting will take place after contract award.
3Is there a specific submission format in which you would like to receive bids (e.g. specific subject line, message contents or attachments) that we should be sure to include in our offer? Please submit your quote using the provided SF 1449. Any additional information required to meet the evaluation criteria must be supplied by the contractor. The format and method for providing this information are at the contractor’s discretion.
4Does the government anticipate this to be paid once both movements are complete (the April moves and the August moves), or will there be two separate payments?Contractors will be able to invoice after each trip is performed. It is the contractor's discretion to invoice once both trips are complete, or after each trip is performed for two separate payments.
