About this file
This is a Questions and Answers document for a WiFi infrastructure upgrade project at Malmstrom Air Force Base's Lewis & Clark Inn lodging facilities. The Q&A addresses technical specifications and scope clarifications for buildings 1620, 1681, 1682, and 1683.
Key clarifications include: AFSVC has a separate contract to provide and install switches, media converters, and wireless access points through their Hotel COMM services contract - these are not the contractor's responsibility. The infrastructure work requires two 24-port patch panels to support 29 wireless access points, buried fiber cable installation is mandatory, and ceiling-mounted wall boxes with multi-port cover plates are required at each wireless access point location per DAFL standards. The scope specifically excludes active network equipment in the new wall cabinets, with AFSVC's separate contract covering the switches (PoE capable) and media converters.

Question Answer
In buildings 1620, 1681, 1682, and 1683. The new wall cabinets that are being installed show no hub/switch and no media converter. Will the contractor be responsible for these devices? If so, does the install require a hub or switch? As the drawing indicates currently, there is no way for the CAT6 used on the wireless access points to convert the signal to fiber. A media converter will be required for the system to function.
AFSVC has a separate contract to provide the Service; this service provider will provide/install the switches and media converters.
Is there a specific access point that is being requested for this project or just simply a commercial grade access point?
AFSVC has a separate contract to provide the Service; this service provider will provide/install the switches and media converters.
Power over Ethernet (POE) injectors will be necessary for this project in all buildings but are not listed in the requirements. Should we just add these into our proposal? Can we use a rack-mounted version for a cleaner and more professional install and cost savings for the government?
AFSVC has a separate contract to provide the Service; this service provider will provide/install the switches (PoE capable) and media converters.
The drawings indicate only 1 new 24 port patch panel but the SOW states there will be 29 new wireless access points. Should we assume there will be 2 24 port patch panels and wire managers?
Yes
Are we to install a wall box and multi-port cover plate in the ceiling at each wireless access point? That would constitute a break in the cable to the device and require additional patch cables to be built and installed. Can there be an RJ-45 connector installed at the wireless access point end that plugs directly into the WAP?
The box in the ceiling is part of the DAFL standard; this gives maximum flexibility to expand should that be necessary in the future
Could you kindly confirm if the scope of this solicitation includes the procurement and installation of active network equipment for the new cabinets in Buildings 1620, 1681, 1682, and 1683?
If switches are required, could you provide specifications (e.g., PoE capability, port counts, or fiber support)?
The scope does not include the network equipment
Confirm whether the current plans exclusively require buried fiber, or if there is flexibility to explore alternative installation methods?
Fiber is required.
Clarify that AFSVC will be installing and testing the new access points and this will not be part of the contractors responsibility?
AFSVC has a central contract for Hotel COMM services; we will use that contract vehicle to install the access points. The construction contractor will not be responsible for the access points
