About this file
This document appears to be a set of Questions and Answers (Q&A) related to a federal contract opportunity for a Predictive Road and Environmental Conditions System. The contract opportunity, identified as Solicitation Number FA462624Q0037, is for the acquisition of the system in accordance with the provided Performance Work Statement (PWS).
The Q&A provides details on the contract requirements, including that this is a new requirement with no incumbent contractor, the expected period of performance, the desired system capabilities (both a web-based dashboard with weather data and the ability to provide notifications for events like flooding), and the technical requirements for the web-based system to be accessible on non-classified government networks. The Q&A also clarifies that there is no expectation for the contractor to install any equipment at launch facilities or missile alert facilities, but that real-time or near real-time wind data from those locations is still required. Additionally, the Q&A states that human weather analysis cannot be substituted for the web-based system requirements.

| Questions and Answers | ||
| Question # | Question | Answer |
| 1 | Is this a brand new requirement? If not, can the contract number and the name of the incumbent performing the services be provided? | This is a brand new requirement. There is currently no contractor performing these services for this base. |
| 2 | Will there be a future integration into our systems? | At this time, there is not a plan for any integration. |
| 3 | What is the expected period of performance to complete this project? | The project should be operational upon award/delivery with a service of 1 year. |
| 4 | Is it expected that the local weather capabilities be online first, with the final goal being nationwide usage? | The areas requested in the PWS are expected to be ready at delivery. Any additional areas can be provided as they come. |
| 5 | With nationwide usage, would a system get deployed at other Air Force bases? | At this current time, this is a Malmstrom initiative. |
| 6 | Should nationwide rollout and support be included in the scope of this initial contract or would it be included in an additional contract? | Any expansion from Malmstrom would be an additional contract. |
| 7 | Looking at section 1.3.3 (PWS), similar question to the above. Once the project is complete, what would the expected period of sustainment look like? | At this time, 1 year. |
| 8 | Additionally, what type of support would be needed? (24/7, weekdays only, etc.) | 0800-1700, 7 days a week |
| 9 | Is there a certain SLA that is looking to be tied to support of the system? | Not at this time. |
| 10 | Is it expected that a physical system will be deployed inside the WOC to support the weather service? | Not at this time. A web-based service is acceptable. |
| 11 | If the system is deployed inside the WOC, will the system need to hold any sort of classification level? | Not at this time. |
| 12 | What type of system is the WOC looking for? A full dashboard providing visuals with all of the weather and data? Or something more simple such as a system that pushes out notifications when flooding or other events may put a site at risk? | Both. |
| 13 | Funding: When do you anticipate funding being available for this program? Or can you confirm this has funding since the posting? | At this time, we cannot foresee if this requirement will be funded. |
| 14 | Past Performance Evaluation: The description lists there are four disciplines in Attachment 2. It appears these disciplines are not listed in Attachment 2, can you please clarify? | See amended COMBO for the adjustments. |
| 15 | We understand this software will be for the Wing Operations Center. |
a. Can you describe how the web portal is being served to the WOC from a technical architecture standpoint? Specifically:
i. Are you seeking to consume commercial off the shelf software services? Example would be:
| ii. If not, are there software hosting requirements? For example, is your system hosted on cloud one, or on your on-prem? | The software will need to be reachable from a Non-classified Internet Routing Protocol (NIPR) connected computer. NIPR Computers can reach outside the enclave and communicate with websites that are not .mil domain. The contractor has the freedom to develop a solution to meet this requirement. | ||
| 16 | Can you clarify: “the system shall adhere to industry standards of security protocols and procedures.” This relates to the above question on hosting and web portal. | The web portal and systems will follow the National Institute of Standards and Technology (NIST) guidance on providing safe, secure, and reliable service. | |
| 17 | For the requirement 1.3.2.13 – what do the acronym’s LF’s and MAF’s stand for? | Launch Facility (LF) and Missile Alert Facility (MAF) | |
| 18 | For 1.3.3.1 – Can you describe and provide examples of Sustainment actions and system integration activities for the WOC? | Sustainment Actions: Any work necessary to keep the system working as intended. This can be, but is not limited to, backend maintenance or updates to the web interface, or updating methods for data input. |
System Integration: If there are new opportunities to create synergy with new tech that makes the system perform faster or more accurately, the contractor can integrate those techs into the system.
| 19 | For some of the weather reporting requirements described in the solicitation, it would require electricity to be hardwired to a weather reporting device, at respective launch sites or alert facilities, question is, are electrical hook ups readily available to facilitate required weather reporting devices at launch sites and alert facilities? Does the Air Force provide approval for such weather device to exist at a launch facility or alert facility? | There is no expectation for a contractor to install any equipment at a LF or MAF. LF’s do not currently have any weather monitoring capability, nor could one be approved in a timely manner, regardless of who provides the equipment, contractor or AF. Power is available, however if equipment were to be installed, it would have to be directly off site of the LF and also go through an extensive approval process. MAF’s do have AF owned weather equipment installed at each location, however we are unsure as to how a contractor would be allowed to access or plug into that equipment. We can see the MAF weather stations through an internet site called Joint Environmental Toolkit Portal. | |
| 20 | In the solicitation, it states the desire for a contractor to provide in real time or near real-time wind conditions at all LF's and MAF's. In the previous Q&A update, it was stated there was no expectation for equipment to be installed at LF's or MAF's. Question - Is there no longer a requirement to provide real time wind data from all LF's and MAF's as stated in the solicitation? (1.3.1.2 of PWS for reference). | The requirement for providing wind data still exists, paragraph 1.3.1.2 still applies. Where this data is obtained from is up to the vendor, as long as it is accurate and in as real time as possible. Currently we use open source commercially available web based weather sites to provide site specific information. | |
| 21 | Would it be acceptable to provide estimated wind across the AOR as opposed to "in real time" or "as near real time" wind data? | The wind data must be “in real time” or “as near real time” due to technical requirements the 341 MW must adhere to for operating specialized vehicles throughout the 13,800 square mile missile complex. | |
| 22 | In addition to the software/website access - would the AF find it acceptable for the vendor to provide adhoc human analysis of weather that your WOC can contact or be notified of for any of the requested weather criteria/developing weather situations set forth in the solicitation? | The initial answer is "No" for several reasons: | |
| 1. | The WOC is a 24/7 365 operation and would require the ability to reach out at any time. | ||
| 2. | We have human analysis of weather located in-house in the weather section here at Malmstrom AFB. | ||
| 3. | We need the ability for at least 15 users to be able to access this information at the same time, in real time. | ||
| 4. | If there is a specific capability that the program cannot support as listed in the solicitation, it will create an operational limiting factor that we cannot allow. | ||
| 5. | The intent is to have a 100% web based application that does not require human analysis, adhoc or otherwise. We cannot allow human interaction to be substituted for requirements listed in the solicitation. | ||
