10 May 2024

1. DESCRIPTION OF SERVICES

1.1 SCOPE OF WORK

The contractor shall provide services according to the requested in the final contract. The service or system will provide a prediction in real-time or near real-time of environmental factors and road conditions for Malmstrom’s primary, secondary, and tertiary routes. These routes are in Montana, centralized around Malmstrom AFB and its 150 Launch Facilities (LFs) and 15 Missile Alert Facilities which are located within a 160-mile radius of Great Falls, MT, however nationwide coverage is required to ensure the safety of personnel traveling outside of the missile complex as well as inbound and outbound shipments of DoD assets.

1.3 SUMMARY OF WORK FOR EACH ELEMENT(S) CALLED OUT IN THE

CONTRACT

1.3.1 Environmental

1.3.1.1 Flood: The system shall provide information on the likelihood of the 341 Missile Wing (MW) Area of Responsibility (AOR) flooding. Flooding is defined as the possibility for ground water to reach above ground level causing flooding, rivers, creeks, or streams to crest or leave their banks and any cycle of thaw/melt/freeze that could cause any of the previously mentioned conditions. The system shall provide information on areas that have flooded or have a historic or probable reason to flood based on predicted weather information from inside the program. Accuracy will be assumed accurate to within 50% probability based on current and historic modeling to provide a minimum of 24-hour notice prior to any expected flooding event.

Flooding prediction modeling should be presumed accurate within 10 miles of a Launch Facility (LF) and 5 miles of a Missile Alert Facility (MAF.) 341 MW will provide AOR specific historical flood data as requested by the contractor.

1.3.1.2: Wind: The system shall provide real-time or near real-time and up to a 7-day forecasts for wind conditions effecting the 341 MW AOR. All LF’s and MAF’s as well as Primary and Alternate routes in the AOR must be covered by the provided service.

1.3.1.3: Lightning: The system shall provide real-time or near real-time updates to lighting strikes within 15-mile radius of 341 MW LF’s and MAF’s. This will include a lightning hit counter as well as lightning duration tracker. Lightning data should be presumed accurate within ¾ mile within a 2-mile grid and refresh at least once every 3 minutes.

1.3.1.3 Snow: The system shall provide snowfall predictions for each LF and MAF as well as all Primary and Alternate routes in the AOR to show linear snowfall projections over a 7-day period.

1.3.1.5 Wildfire: The system shall provide current wildfire conditions (danger/probability) within the AOR and the possibility of wildfire range of any active wildfires.

1.3.1.6 Power Outage: The system shall provide probability of a future power outage for all LF’s and MAF’s.

1.3.2 Road Conditions

1.3.2.1 The system shall provide predictive road conditions for all potential routes utilized by 341 MW personnel for Mission requirements.

1.3.2.1.1 All primary and secondary routes shall be covered by the system. Predictability should be assumed accurate within a 2-mile individual road segment for heavily traveled main roadways and 5-mile segment for secondary roadways.

1.3.2.1.2 Estimated time of arrivals shall be provided based on user entered data.

Arrivals times will be based on real time weather, traffic, and road conditions.

1.3.2.1.3 The system will provide the ability to load/track numerous locations (all LF’s and MAF’s) within the AOR as well as round trip planning for any/all additional specific locations input by the user.

1.3.2.2 The system shall provide a method to update road conditions in real-time or near real-time.

1.3.2.3 The system shall conform to a “Green, Yellow, Red” convention. The contractor may use scaling shades for differencing subtle differences in conditions. However, the system shall provide a legend to understand the different scales.

1.3.3 Sustainment

1.3.3.1: The Contractor shall provide all sustainment actions for their systems. As new technology and collaborations opportunities appear, the Contractor may integrate those into the services provided to the Government with coordination with the WOC.

1.3.3.2 The Contractor shall provide general tech support via over the phone services.

The Contractor will conduct any and all actions required to ensure that the service remain functional during the period of performance.

1.3.4 Security

1.3.4.1: The Contractor and the system shall adhere to industry standards of security protocols and procedures.

1.3.5 Accounts usage and Training

The Contractor shall provide login information for fifteen (15) standard user accounts and training for a “Train the Trainer” program. The accounts should be able to be generic or tied to an Email Org-box. The information used to train the trainer will be given to the 341 Wing Operation Center for the purpose of continuity. These accounts will be accessible from anywhere, as the services must be web based. Service updates resulting in a system outage lasting more than 15 minutes must be conducted between the hours of 11:00 pm MST Saturday and 3:00 am MST on Sunday within that 4-hour window. Any outage lasting longer than 4 hours will be reported to the Contracting Officer.

1.4 GENERAL REQUIREMENTS

1.4.1 Emergency Rights of the Government

The Government reserves the right to perform or supplement performance of mission critical contract functions with Government personnel during periods of disaster, war, or emergency.

The Contractor shall not be due payment for any functions not performed by the Contractor. The Contracting Officer (CO) may enact this right through written notification to the contractor which shall state, at the minimum, the contract functions to be performed by Government personnel, the period of performance, and the applicable contract line items, to include the extent they may be affected.
