1The COMBO states to submit 3 past performance references; should this be submitted all on one single Attachment 4, or submit bid with three separate copies of Attachment 4?All past performance references should be consolidated into a single .pdf attachment consisting of 3 pages to fulfill the instructions as prescribed in the solicitation.
2In the Bid Schedule, CLIN 0012 to Maintain Semi-Improved Grounds is listed as "1x/week", is it intended to mean all Semi Improved activities are to be priced to be completed on a weekly basis?Amendment 003 removes frequency language in bid schedule. This is a performance based contract; wherein, the contractor is responsible for determining frequency to maintain the measurements within the PWS.
3Is tree pruning required?Tree pruning will occur as needed under CLIN 0023 for Emergency Spot Pruning.
4When and where are remove debris/police grounds required?Per 1.1.7 in the PWS and the Bid Schedule, "work to remove debris/police grounds will occur for improved grounds as identified in Appendices A and B and be completed up to 4 times upon receipt of a work request by the Government".
5What are the hours the contractor will be able to use to work?Hours of operation are listed in the PWS.
6Documents state quotes due Thursday, 20 May, however 20 May is a Monday; when are quotes due?Quotes are due Monday, 20 May 2024 at 2:00 PM MST.
7How many irrigation systems are there on base and are there corresponding maps for irrigation systems?There are 74 systems on base; most maps are not completely accurate due to construction over the years.
8Is there a current list of systems or areas actively needing activation/testing, and/or needing repairs?There is not currently a list of this nature; the standard for what needs to be addressed still needs to be decided.
9Will the contractor be reimbursed for materials and labor for repairing the irrigation systems as/if needed?For work outside of normal wear and tear, yes.
10At the site visit, we noticed the base had been nicely mowed, but not trimmed. Will the base be in compliance when the new contractor takes over?No, the state of the grounds will be similar how it was observed during the site visit.
111.1.9.2 in the PWS states lawn aerating every other year, is that required for this contract?Aerating is not a part of this contract.
12Is weed spraying required in improved only or improved, non-irrigated?Weed spraying is required in both improved areas that are irrigated and non-irrigated.
13Where is fertilizing required?Fertilizing is required in improved areas only.
14When and where are lawn renovations required?Lawn renovations are required as needed. Listed in PWS.
15For developing bids, which CLINs are required to be priced?Offerors are to price all CLINs in the bid schedule that are not reserved or informational.
16In the PWS it describes the care of trees, but the Bid Schedule only details Emergency Spot Pruning and Emergency Tree and Stump Removal; do we need to do routine work on trees?No, the contractor will only be pruning and removing trees for safety or infrastructure damage.
17Is hand watering required?No hand watering is required for this requirement.
18Can you please confirm the acreage and locations that are required to be hand-watered?See the response to Question 17.
19Is the contractor expected to get all the irrigation systems up and running on this contract?The Government recognizes the improbability of the awardee being able to get all irrigation systems up and running due to the short contract turnaround. However, the system for the larger visibility areas will need to be stood up.
20Do all the backflow preventers need to be tested by the awarded contractor this year?No, only those for activated systems.
21The Period of Performance is set quite close to the projected award date; will there be a post award conference before work starts?Yes, there will be a post award conference; however, it may be after contract period of performance starts.
22Is anti-terrorism training required?Yes, anti-terrorism training is required for this contract. The awardee will coordinate training through the contract's COR.
23What is the quantity of backflow preventers?There are 75 backflow preventers.
24What badges/security requirements are required for access to WSA?Two access badges will be issued, one for the installation and one for the WSA; the access for the WSA will require an additional background check.
25What is the contractor responsible for in the no-man zone between the fences in the WSA?In the no-man zone between the fences at the WSA the contractor will spray and kill all vegetation.
26At the site visit, we observed some winter damage to the grass at the Air Museum; how would this be addressed in accordance with the PWS?Sod replacement is a part of CLIN 0010, Lawn Renovation. It will be utilized on a as needed/approved basis.
27Where can I find the map denoting improved/semi-improved/unimproved grounds?The map denoting improved/semi-improved/unimproved grounds is attached to the posting on SAM.gov
28Are there clear boundaries dictating what areas the contractor will be responsible for?The boundaries of contractor responsibilities are denoted on the provided maps
29Who will have access to the storage area where the contractor will store their equipment?Only the contractor will have access to the storage area for their equipment
30Who is responsible for maintaining the stock levels of the equipment in the building where the contractor will be operating out of?The Government maintains the stock for backflow parts/rebuild kits including irrigation parts for snowplow damage as well as construction damage
31June 1st is a tight window to start any contract. How much allowable time will the contractor be allotted to hire, gain base access for staff and mobilize?With the short window, the Government requests that the awardee mobilize as soon as possible. The contractor must be fully mobilized by 30 June.
32If start date is delayed past June 1st, does government still intend to fund 5 full months?Contract will be fully funded at awarded in accordance with the solicitation.
33CLIN 0016AB Fire Hazard. How many acres is this? Does the government intend to fund this CLIN?This CLIN is on the bid schedule and will be funded. Please reference the fire hazard map that was added to the PWS via Amendment 003 for acreage.
34When and how does the government intend to solicit a permanent 5-year contract?A solicitation for the new contract will be publicized via SAM.gov. As the acquisition planning phase is still ongoing, specific details regarding the requirement's milestones are not available.
35Please confirm this monthly pricing, not a per acre price.There are specified units of measure in the bid schedule for each CLIN. CLINs 0002, 0004, 0011, 0012, 0017, and 0018 are priced monthly. Please see the bid schedule for additional details.
36Some CLINs require an extreme amount of expense for staff and equipment, some of which has limited availability. Is the Government anticipating fully funding all the CLINs listed for the 5-month interim?Please see the response to Question 32.
37Will awardee of interim contract be allowed to bid on new solicitation once it is out? Does the interim awardee have to demobilize and remove all equipment from base prior to new solicitation or can they remain on premises until new award is made?Any qualified contractor is permitted to bid on Government solicitations. The awardee of this contract is permitted to remain mobilized during the contract's period of performance.
38When and how does the Government intend to solicit a permanent 5-year contract?A solicitation for the new contract will be publicized via SAM.gov. As the acquisition planning phase is still ongoing, specific details regarding the requirement's milestones are not available.
