MALMSTROM AFB, MT

Grounds Maintenance

FA4626-24-Q-0028

(i) This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-23-Q-0028.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.

(iv) This procurement is being solicited as a 100% set-aside for Service-Disabled Veteran- Owned Small Businesses (SDVOSB). The North American Industry Classification System (NAICS) code is 561730 with a small business size standard of $9.5M.

(v) Requirement: When submitting your quotation, please utilize Attachment 1, Bid Schedule (Pricing Worksheet). The award Contract Line-Item Number (CLIN) structure will be made in accordance with formatting within the Bid Schedule.

(vi) Please refer to Attachment 2 Performance Work Statement (PWS), all appendices, and other attachments for complete information.

(vii) Period of Performance: 01 June 2024 – 31 January 2025

(viii) The Department of Labor Wage Determination Number 2015-5391, Revision No. 20, is incorporated by reference. The full text can be accessed electronically at www.sam.gov.

(ix) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Sep 2023), applies to this acquisition.

FAR 52.212-1 Addenda:

This requirement is being procured pursuant to the procedures of FAR Parts 12 and 13:

A. An Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. The Offeror shall complete pricing for the specific services listed within the attached Bid Schedule (Attachment 1). The award CLIN structure will be made in accordance with the Bid Schedule.

Any Offeror not conforming to the requirements herein may be deemed ineligible for https://www.acquisition.gov/far/52.212-1 award.

B. Offerors shall submit:

1. Offerors shall complete the workbook at Attachment 1, Bid Schedule, in accordance with (IAW) associated Performance Work Statement.

2. Attachment 4 Past Performance Questionnaire. Offerors shall complete the questionnaire in its entirety. Note, offerors may utilize different contracts and references, per line item, when completing the document to show concurrent work.

3. Technical Requirements:

a. Mission Essential Plan

b. Equipment Plan

c. Certification Plan

d. Mobilization Plan

Total technical requirements shall not exceed 20 pages including a cover page. Text will be font sized at 12 utilizing normal margins. Pages exceeding 20 will not be evaluated.

The technical package submitted will become incorporated into the awardee’s resulting contract.

4. Each Offeror shall submit a Quality Control Plan IAW PWS, para. 2.1 of the PWS (Attachment 2) and Quality Assurance Plan (Attachment 5). This Quality Control Plan is a required submittal but will not be evaluated as part of the evaluation process.

C. A site visit will be provided upon request of one or more offerors.

All personnel requesting access to Malmstrom Air Force Base must possess a valid State or U.S. Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government-issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state, or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

D. Prospective offerors shall be registered in the System for Award Management (SAM) database when submitting an offer or quotation and shall continue to be registered until time of award, during performance and through final payment of any contract, basic agreement, basic ordering agreement or blanket purchasing agreement resulting from this solicitation. SAM must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102. Offerors must annotate within their quotation whether they are impacted due to the SAM conversion of CAGE to UEI.

E. F. Notice to Offerors/Suppliers: Funds are presently available in the amount of the Government’s estimate. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

G. Your quotation must remain valid until 01 July 2024.

(x) The provision at FAR 52.212-2, Evaluation – Commercial Products and Commercial Services (Nov 2021), applies to this acquisition. Specific evaluation criteria are included in paragraphs

(A) through (D) of this provision:

A. Quotations will be evaluated based upon conformance to the provision FAR 52.212-1 Instructions to Offerors Addenda, in paragraph viii above, for completeness.

Nonconformance to Instructions to Offerors shall be deemed incomplete and evaluation of the quote will cease.

B. The Government seeks to award to the responsible Offeror whose quote represents the best value to the Government considering past performance, technical approach, and price. Only one award will be made as a result of this solicitation.

C. Three evaluation factors will be used to evaluate quotes: past performance, technical approach (Mission Essential Plan, Equipment Plan, Certification Plan, Mobilization Plan), and price.

D. The evaluation process shall proceed as follows:

Step 1: Evaluate all offers for completeness.

Step 2: Evaluate complete offerors’ past performance pursuant to para. D.1. below.

Step 3: Offerors with acceptable past performance will be comparatively rated amongst all acceptable offerors on technical approach (Certification Plan, Equipment Plan, Mission Essential Plan, and Mobilization Plan) pursuant to para. D.2. below.

Step 4: The Government will make a best value determination considering past performance acceptability, technical comparative ranking, and price.

Step 5: Conduct price fair and reasonableness on the awardee pursuant to para. D.3.

below.

1. Past Performance Evaluation

• Offerors shall submit three (3) past performance references using the Past Performance Worksheet (Attachment 5). The Government will utilize the reference list provided to conduct past performance assessments. It is the offeror’s responsibility to ensure point of contact information within Attachment 4 is current and accurate. The Government will make reasonable attempts to contact the point of contract to gather data. Additionally, the Government reserves the right to use other recent and relevant past performance information from other sources available to the Government, including, but not limited to the Contractor Performance Assessment Reporting System (CPARS), the Federal Awardee Performance and Integrity Information System (FAPIIS) and other databases; interviews with Program Managers, Contracting Officers; and other contacts in commercial sources.

Offerors without a record of recent, relevant past performance or for whom information on past performance is so sparse that no meaningful confidence assessment rating can be reasonably assigned will not be evaluated favorably or unfavorably on past performance and, as a result, will receive a "Neutral Confidence" rating for the Past Performance factor. The procedures at FAR 13.106-2(b)(3) will be utilized to evaluate past performance. Each offeror will receive an overall rating of one of the following within past performance:

The Contractor’s performance meets the solicitation requirements and exceeds many (requirements) to the Government’s benefit. The contractual performance may have been accomplished with few minor problems.

Very Good

The Contractor’s performance meets the solicitation requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance may have been accomplished with some minor problems.

Satisfactory The Contractor’s performance meets the solicitation requirements.

The contractual performance contained some minor problems.

Marginal Performance does not meet some of the solicitation requirements.

The contractual performance may reflect a serious problem.

Unsatisfactory Performance does not meet most of the solicitation requirements and recovery is not likely in a timely manner.

Neutral Unable to assess or validate the reference.

• Past performance references must be recent as defined as occurring within the last 3 years.

2. Technical Evaluation

• The technical approaches will be comparatively ranked amongst eligible offers based upon identified weaknesses, deficiencies, and/or non-compliance. The technical approach shall include:

1. Offerors shall submit a Continuation of Mission Essential Contractor

Services Plan (Mission Essential Plan) for the contractor-provided grounds maintenance services to continue during a crisis. The Mission Essential Plan shall become a part of the contract and must comply with DFARS 252.237- 7024. Each Offeror’s Mission Essential Plan will be evaluated on how the Offeror will continue services during a crisis and the risk of unsuccessful performance.

2. An Equipment Plan describing, to include but not limited to, how the contractor will obtain and maintain all necessary equipment to fulfill PWS requirements (quantity/type of equipment); the number and size/capacity of tractors-mowers, finish mowers, trimmer/edgers/blowers to be employed in each of the service areas (Improved, Semi-Improved, BASH Semi- Improved).

3. A Certification Plan detailing how the contractor will meet certification requirements at the minimum contract performance standards. Certifications required: Pesticide applicators must have a state license in the categories for which applying pesticides per the PWS.

4. A Mobilization Plan detailing how the contractor will effectively mobilize staff and equipment in time to begin contract work on the period of performance start date and begin fulfilling contractual requirements IAW the PWS.

• The technical approach of each offeror will be evaluated upon the strengths, weaknesses, uncertainties, and deficiencies of the technical volume. Each offeror’s technical narrative will receive an adjectival rating (see TABLE 2) based upon the capability to meet standards and specifications designated by the Government.

3 Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements, and risk of unsuccessful performance is no worse than moderate.

2 Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements, and/or risk of unsuccessful performance is high.

1 Unacceptable Proposal does not meet requirements of the solicitation, and thus, contains one or more deficiencies, and/or risk of unsuccessful performance is unacceptable. Proposal is Un-awardable.

3. Price Evaluation

4. In determining the Offeror's total proposed price, the Government will multiply the maximum quantities identified in the Bid Schedule, Attachment 1, by the unit price, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts for each year of the contract period will be entered in the summary, page 1 of the Bid Schedule. The total of the CLINs listed in the Bid Schedule for the defined contract period will be the Offeror's total proposed price.

5. In order to meet the requirements of FAR Parts 6 and 17, the Government will evaluate the option to extend services under FAR Clause 52.217-8 by adding 75 percent of the Offeror's contract period prices to the Offeror's total proposed price.

This will represent the ceiling price should FAR 52.217-8 be utilized. Offerors are required only to price the seven-month contracting period. Offerors shall not submit a price for the potential extension of services period.

4. Best Value Decision:

• Quotes shall be evaluated based upon best value to the Government considering acceptable past performance, technical comparative ranking, and price. The Government reserves the right to award to a higher priced, higher technical rated offeror based upon the best value determination.

(xi) The provision at FAR 52.212-3, Offeror Representations and Certifications— Commercial Items (Feb 2024) with its Alternate I (Feb 2024), applies to this acquisition. A completed copy of this provision must accompany your quotation.

(xii) The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Nov 2023), applies to this acquisition.

(xiii) The clause at FAR FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Products and Commercial Services (Feb 2024), applies to this acquisition. Additionally, the following FAR clauses cited in FAR 52.212-5 apply to this acquisition:

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
