PERFORMANCE WORK STATEMENT

AIRMAN AND FAMILY READINESS – MALMSTROM WELCOME CENTER

DATA AUTOMATION ASSISTANT – DESK CLERK

MALMSTROM AIR FORCE BASE, MONTANA

14 March 2022

PURPOSE:

This Performance Work Statement (PWS) identifies and defines the tasks required for a contractor to perform as a Data Automation Assistance – Front Desk Clerk at the Airman and Family Readiness Center – Malmstrom Welcome Center at Malmstrom AFB.

MISSION:

The Airman and Family Readiness Center (A&FRC) assists commanders, military personnel, family members, DoD civilian employees in managing the competing demands of the military mission and family. The A&FRC provides support programs for individual, family and community concerns in various areas to include relocation, personal financial readiness, deployments, transition, and other work/life services. The Malmstrom Welcome Center (MWC) provides an efficient and accurate one-stop process for all incoming Airmen and families.

1. QUALIFICATIONS

1.1. The Contractor performing work under this PWS must meet the following qualifications:

1.1.1. Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents, such as letters, reports, spreadsheets, databases and graphs.

1.1.2. Knowledge of correct grammar, spelling, punctuation, capitalizations, and format to accurately prepare and edit written correspondence and reports. Skill in typing is required.

1.1.3. Knowledge of format, rules, procedures, and operations applicable to clerical assignments to prepare and review routine correspondence and reports, triage telephone calls and visitors, maintain electronic and paper files and records, review and process mail, and perform clerical procedures and other administrative work of the organization.

1.1.4. Ability to communicate effectively, both orally and in writing, using tact and courtesy.

2. RESPONSIBILITIES AND TASKS

2.1. The primary purpose of this position is to provide administrative support, scheduling, coordination, office automation, data entry, record maintenance, answering phone calls and customer service for all functions of the combined operations of the Malmstrom Airman and Family Readiness Center and the Malmstrom Welcome Center.

2.1.1. The contractor shall, at a minimum:

2.1.1.1. Manage routine operating procedures including, but not limited to receiving telephone calls and greeting visitors. Address client nontechnical request for information. Direct clients to appropriate program manager in the A&FRC and MWC. Assist clients with appropriate information and referral requests.

2.1.1.2. Utilize automated tracking system(s) to schedule, process, coordinate and manage client appointments. Establish, update and maintain accurate office records of various electronic and paper file systems in accordance with regulations and procedures.

2.1.1.3. Responsible for the receipt, control, logging, safekeeping and necessary action on Unclassified - Personal Identifying Information and materials.

2.1.1.4. Use various office automation software programs, tools, and techniques to support office operations and produce a variety of documents. Assist in developing program awareness marketing materials, classroom usage schedules and training aids. Compose nontechnical correspondence, such as instructions on office procedures, requests for information, and letters of acknowledgement or notification.

2.1.1.5. Ensure all volunteers utilizing the A&FRC and MWC receive and sign current operating procedure documents to include, but not limited to, facility cleaning requirements, securing government resource procedures and all paperwork is accurately completed. Responsible for reporting any and all discrepancies.

2.2. Additional responsibilities:

2.2.1. The contractor shall, at a minimum:

2.2.1.1. Assist A&FRC and MWC staff with Facility Manager duties to include:

2.2.1.1.1. Brief volunteers on their collective responsibilities for the care, custody and protection of real property to include financial liability for damage or loss due to negligence, misuse or abuse.

2.2.1.1.2. Ensure volunteers do not alter the facility or other real property installed equipment.

2.2.1.1.3. Communicate security procedures for opening and closing the facility to ensure the facility is secure at all times.

2.2.1.1.4. Identify needed supplies or services (i.e. facility/equipment repairs).

2.2.1.1.5. Report any and all discrepancies.

2.2.1.2. Ensure workplace safety by following the facility safety checklist daily.

The contractor shall be aware of local safety requirements and ensure all reasonable efforts are made to protect all persons from harm and U.S.

Government property from damage.

2.2.1.3. Execute FPCON and HPCON measures as required.

2.2.1.4. Maintain positive control of facility keys.

3. PERFORMANCE SPECIFICS

3.1. The A&FRC – MWC hours of operation are as follows:

Monday – Friday 0700-1630

Closed on Saturdays, Sundays, Federal Holidays and when installation is closed by the Wing Commander.

Contractor will have an employee present at the A&FRC - MWC within the hours of operation or as allotted by the supervisor. Contractor hours will not exceed 40 hours a week. The contractor’s employees will occasionally be responsible for opening, closing and securing the facility.

3.2. The Contractor will present a professional appearance.

4. SUPERVISORY ROLES OF RESPONSIBILITIES

4.1. Contractor - The contractor is not an employee of the government, but an independent entity who is solely responsible for the details and means by which the program described in this PWS is carried out.

4.2. The A&FRC Flight Chief or designee – In case of any and all non-compliance work the A&FRC Flight Chief or designee will notify the Contracting Officer, the Contracting Officer will then notify the contractor of non-compliance and the contractor will be given an opportunity to correct, if possible, non-compliance work.

The contractor will be given an opportunity to respond in writing to any notice of non-compliance.

5. SECURITY

5.1. The contractor shall comply with all Air Force computer and information security requirements in order to obtain a Common Access Card (CAC) to access the local network. The Force Support Squadron Security Manager will be responsible for initiating the required security clearance for individual access to the local network.

5.2 Computer Access. The contractor shall acquire access to the base computer network for contractor personnel. The contractor is responsible for ensuring that contractor personnel comply with Government regulations for use of Government telephones and computers. The contractor is responsible for ensuring that contractor personnel meet all requirements necessary, (including but not limited to background checks, etc), for access to MAFB computer network. The contractor shall provide all information required by the Government for access to the MAFB computer network. All contractor personnel provided computer and telephone access at Government facilities shall observe local computer, communications, and operations security policies and procedures. All contractor personnel will complete annual Information Assurance Awareness training via the Network User’s Licensing CBT.

6. ANTI-TERRORISM

6.1 Anti-Terrorism (at) Awareness Training. In accordance with DoDI O- 2000.16v1_AFI 10-245-O, Antiterrorism (AT) Program Implementation, ensure Level I - AT Awareness Training is completed by all contractors within 30 days of requiring access, and annually thereafter. The training will be provided by the government. The objective of the training is to provide personnel with requisite knowledge necessary to remain vigilant and enable employment of AT tactics, techniques, and procedures.

6.2 Force Protection. Contractor personnel are required to abide by all real world Force Protection Condition (FPCON) measures, random anti-terrorism measures (RAMs), shelter-in place orders, evacuations and lock-down notices as directed. Examples include mandatory badge or ID checks, facility single points-of-entry and searches of hand carried items.
