3Is this is a follow-on requirement or a new contract? If it is a follow on contract, could you please provide the incumbent contract number and the awarded price?This is a modified follow-on requirement. The contract number is FA4626-19-C-A008 and awarded price is $124,113.60.
4How many FTE's are required to perform under this contract?1 FTE
5How many people are currently working under this contract?1 FTE
6Please confirm what are the provided Government Furnished Equipment (GFE) to support for this role.The employee will receive a all of the equipment necessary (ie computer, desk)
7Please confirm what would be the candidate Education requirement for this role?There are no eduation requirements
8Please confirm what would be the candidate experience requirement for this role (how many years of experience)?Administrative experience (greeting customers, answering phone calls), experience with general computer programs (i.e. Microsoft Office, Outlook). Years of experience is not necessary.

10Does the offeror need to have facility clearance in place at time of award?The employee will need to have a background check to get granted a Common Access Card (CAC) which is mandatory to hold the position.

It states:

C. For either the site visit (if required) or submission of proposals, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies thainclude a photo and biographic information. A full list of REAL ID Act compliant and noncomplaint states can be found at https://www.dhs.gov/current-status-states-territories. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

- Does it mean that the offeror need to submit candidate ID along with the proposal?

An ID is not required with the proposal. If the offeror would like to visit the installation before submitting a quotation then the individual attending must posses a valid State or Government ID.
12PWS, para 2.2.1.1.4 states “Assist with grounds maintenance and snow removal of the facilities to include from the building to the edge of the street, all owning sidewalks, curbs, and parking lots. Snow removal will include: doorsteps, landings, walkways up to the main sidewalk, and building ramps. Assist with trash removal from inside and around the facility.”

Please clarify this duty. Does this mean that the contractor will physically have to assist with snow removal…and trash removal… or does this mean the contractor will coordinate having this work done by a contracted federal vendor? Please advise.

After speaking with the requirement owner we will be removing this section from the PWS. See updated PWS.
13What is the dollar amount of the current contract?The current contract is $124,113.60 for a base year and three options (23 May 2019 through 27 May 2022)
14Is this an SCA requirement? It seems it is, please provide a labor category recommendation if possible.Yes, this contract would be covered by the Service Contract Act. In the Combo, see Clause 52.222-41 Service Contract labor Standards, by reference, and 52.222-42 Statement of Equivalent Rates for Federal Hirest. The Wage Determination is 15-5391 (Rev.16).
15If this is an SCA requirement would the government please include that latest wage determination document to ensure all bidders are using the same information.See attached wage determination
16In the document entitled: “COMBO-FA4626-22-Q-0009_AFRC_DeskClerk_CO+Corrected.pdf” on page 2, section FAR 52.212-2 Addenda, it mentioned ‘resume’ however on page 1, section FAR 52.212-1 the submission criteria DOES NOT mention the need to submit a resume. Please confirm that resumes are not required.A resume will not be required for this requirement. See updated combination synopsis/solicitation.
17Are the services required on this opportunity currently being performed?There has been modification to the incumbent contract
18Is there an incumbent to this contract? If so, does “first right of refusal” apply to this requirement?Yes. IAW FAR 52.222-41(n) Seniority list. Not less than 10 days prior to completion of any contract being performed at a Federal facility where service employees may be retained in the performance of the succeeding contract and subject to a wage determination which contains vacation or other benefit provisions based upon length of service with a Contractor (predecessor) or successor (29 CFR 4.173), the incumbent Prime Contractor shall furnish the Contracting Officer a certified list of the names of all service employees on the Contractor’s or subcontractor’s payroll during the last month of contract performance. Such list shall also contain anniversary dates of employment on the contract either with the current or predecessor Contractors of each such service employee. The Contracting Officer shall turn over such list to the successor Contractor at the commencement of the succeeding contract.
19Attachment 2 references 2080 workhours, however, there are 88 federal holidays, and with the reference to EO 13706, the contractor must provide 56 hours of Sick time. The standard of 80 hours vacation time is also provided, this would mean 1856 billable hours to the government, please confirm if the sheet should be changed or the government still expects a quantity of 2080 hours for attachment 2?There are currently 11 federal holidays. The bid schedule has been updated to subtract the 88 hours for federal holidays. Sick time will not be
20SCMI1’s recommendation is that the wage determination of 01311 - Secretary I would be the best recommendation as it provides desk clerk plus other activities, would the government agree to this, to ensure all bidders are providing the right salary to everyone.After further review, we concur and have changed the wage determination class from desk clerk to 01311 - Secretary I. See Amended COMBO

Assist with trash removal from inside and around the facility Question: Snow removal can be physically demanding, and we want to ensure we understand the full extent of the requirement. Can you elaborate on or clarify the extent of the snow removal requirement? Will the Clerk be sprinkling salt, shoveling, using a snow blower, or a combination of the above?After speaking with the requirement owner we will be removing this section 2.2.1.1.4 from the PWS. See updated PWS.
31PWS Reference: 3.1 Performance Specifics. Contractor will have an employee present at the A&FRC – MWC within the hours of operation or as allotted by the supervisor. Question: Does the contractor have to provide backup personnel support to cover the Clerk during planned PTO or unexpected (sick) leave?No this is only for 1 FTE
32COMBO Attachment Reference: FAR 52.212-1 Addenda: B.Offerors shall submit: 1. Volume I - Offerors shall complete the workbook at Attachment 2, Bid Schedule, inaccordance with (IAW) associated Performance Work Statement. 2. Volume II – Attachment 3 Past Performance Worksheet 3. Volume III – Attachment 5 Section 889 Representations and Certifications or if the Offeror has already updated FAR Clause 52.204-26 in SAM.gov, they need only submit a copy of the clause from SAM.gov. FAR 52.212-2 Addenda: A. The Government seeks to award to the responsible offeror with whom provides a complete quote and resume which conforms to the requirements of the PWS and solicitation herein. Offerors are cautioned to provide all information requested under the Addenda to FAR 52.212-1. Failure to provide a complete quote may result in an unacceptable determination and therefore rendering the quote ineligible for award. Question: Do we need to submit a resume for the proposed Front Desk Clerk along with Volume I, Volume II, and Volume III?A resume will not be required for this requirement. 34Please confirm this is a firm fixed price contract and 1/12 of proposed annual amount (2,080 hours x $ amount per hour) will be paid monthly in arrears.The hours have been update to reflect the 11 federal holidays. This is a firm fixed price contract based on the ( 1992 Hours x amount per hour = annual amount)
35Page 2 of the solicitation requires the submission of a resume which conforms to the requirements of the PWS and solicitation. Which Proposal Volume (I, II, or III) should contain the resume?A resume will not be required for this requirement. See updated combination synopsis/solicitation.
361. What is the anticipated start date of the period of performance (understanding that it is subject to the availability of funds)?The anticipate start date is 28 May 2022
37Will the contractor be required to provide a price for the 6-month extension of services period?No, the government will evaluate the option to extend services under FAR Clause 52.217-8.
38Given that the Bid Schedule specifies 1992 annual hours and does not take into account the SCA requirement for vacation and sick leave, are offerors to assume that the government requires an additional contractor employee to back fill the position when the regular employee is out of the office for vacation or sick leave?Sick leave is a fringe benefit and will not be included in the hours as it does not guarantee the employee will take all 56 days. The company is responsble for accounting for sick leave in their fringe rates. The company is not required to backfill the position for sick leave.
39Is the wage determination 01311 as is highlighted in 52.222.42 in the Amendment 1?The wage determination is 01311 - Secretary I.
40Clarify if we should be submitting the Aug 2020 (per solicitation instruction) version of FAR 52.204-24- Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment statement, or Nov 2021 version per Acquisition.gov.Please submit the Aug 2021 version per Acquisition.gov.

Question: Will the Government allow the Offerors to submit CPARS as well?

“You must complete the representations at FAR 52.204-24(d) and FAR 52.204-26(c) within Attachment 1 and provide it to the Contracting Officer for this requirement. If this representation is not provided, your quote will not be considered conforming to solicitation requirements and not be considered for award.”

Question: Will the government please clarify the Offeror is allowed to submit a copy of completed clause from SAM.gov, or if we must use Attachment 3 (labeled attachment 1 in its language, but it is Attachment 3)?

No email size limit however if the email will not send due to size we will set up a DODsafe

Yes, the offeror may submit past PPQs however recency is also a factor.

Question: The pre-populated hours of 1992 take into account 11 federal holidays; however, the hours do not account for vacation and sick leave prescribed by the prevailing wage determination. Question and Answer number 18 appears to be incomplete and does not explain why sick time and vacation time are not accounted for in Attachment 2’s hours. Please clarify.
