Data Automation Assistant - Front Desk Clerk

FA4626-22-Q-0009

26 April 2022

(i) This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii) This solicitation is issued as a request for quote (RFQ). Submit written quotes (oral quotes will not be accepted) on RFQ reference number FA4626-22-Q-0009.

(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04.

(iv) This procurement is being solicited with a 100% small business set-aside. The North American Industry Classification System (NAICS) code is 561110 with a small business size standard of $8 million.

(v) Requirement: When submitting your quotation, please utilize Attachment 2 Bid Schedule for Contract Line Item Numbers (CLINs) formatting. Offerors shall complete the Bid Schedule in its entirety.

(vi) Please refer to Attachment 1 Performance Work Statement (PWS) for complete information.

(vii) Period of performance will consists of a base year and three 1-year option periods.

(viii) The provision at FAR 52.212-1, Instructions to Offerors—Commercial Items (Nov 2021), applies to this acquisition.

FAR 52.212-1 Addenda:

A. Offerors’ quotation shall conform to the required specifications as referenced in paragraph (vi) above and as attached to this solicitation therein. Any offeror not conforming to the required specifications shall be deemed unacceptable and therefore ineligible for award.

B. Offerors shall submit:

1. Volume I - Offerors shall complete the workbook at Attachment 2, Bid Schedule, in accordance with (IAW) associated Performance Work Statement.

2. Volume II – Attachment 3 Past Performance Worksheet

3. Volume III – Attachment 5 Section 889 Representations and Certifications or if the Offeror has already updated FAR Clause 52.204-26 in SAM.gov, they need only submit a copy of the clause from SAM.gov.

Please note, requests for such information do not constitute a contract award. The Government reserves the right to cancel this RFQ at any time.

C. For either the site visit (if required) or submission of proposals, all personnel requesting access to Malmstrom Air Force Base must possess a valid State or Government picture identification card. Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal, state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Malmstrom Air Force Base must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.

D. System for Award Management (SAM.gov): Offerors shall be registered in the SAM.gov database when submitting an offer or quotation, and shall continue to be registered until time of award, during performance and through final payment of the contract resulting from this solicitation. SAM.gov registration must be current at the time of award and have completed the annual representations and certifications section IAW FAR 4.1102.

E. Notice to Offerors/Suppliers: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

F. Your quotation must remain valid for a minimum of 90 calendar days.

(ix) The provision at FAR 52.212-2, Evaluation—Commercial Items (Nov 2021), applies to this acquisition and the specific evaluation criteria to be included in paragraph (a) of that provision.

FAR 52.212-2 Addenda:

A. The Government seeks to award to the responsible offeror with whom provides a complete quote and resume which conforms to the requirements of the PWS and solicitation herein. Offerors are cautioned to provide all information requested under the Addenda to FAR 52.212-1. Failure to provide a complete quote may result in an unacceptable determination and therefore rendering the quote ineligible for award.

B. Evaluation shall be conducted as follows:

1. Completeness – does the offer conform and provide all requirements outlined within the solicitation. This includes but is not limited to completing FAR 52.212-3 Representations and Certifications within the System for Award Management.

2. Factor 1: Price – Proposed pricing must be a fully burdened hourly rate. Acceptable offerors shall be sorted by price in ascending order from lowest priced to highest priced by the Total Evaluated Price (TEP).

a. The TEP will be calculated based upon the responses within Attachment 2 Bid Schedule. The quantities will be multiplied by the unit price to confirm extended total amounts. The sum of all extended amounts will equate to the offeror’s proposed price.

b. In order to meet the requirements of FAR Parts 6 and 17, the government will evaluate the option to extend services under FAR Clause 52.217-8 by adding one-half of the offeror’s final option period prices to the offeror’s total proposed price. Offerors are required only to price the base and option CLINs. Offerors shall not submit a price for the potential six-month extension of services period.

c. The offeror’s Total Evaluated Price (TEP) will include the base period, all option periods and the potential six-month extension of services period.

3. Factor 2: Past Performance Assessment

1) Offerors shall submit up to three (3) past performance contacts using the Past Performance Worksheet (Attachment 3), and will be evaluated on recency and relevancy.

Each Offeror will receive an integrated overall performance rating. Performance will be evaluated as a measure of Offeror’s ability to successfully perform based on previous and current contract efforts.

2) Verification of performance information will be handled by any means available to include Contractor Performance Assessment Reports (CPARs). In the event the 341st Contracting Squadron is unable to verify data submitted within the Past Performance Worksheet, the Offeror will receive a performance rating of neutral for that reference as neither favorable nor unfavorable.

3) For the purpose of this evaluation, “recent” is defined as performance occurring within the last three (3) years from the date of release of this RFQ. “Relevance” is defined as past or current contracts (including Federal, State, and local government and/or private) for efforts similar to this Government requirement. The following is the description of the rating scale for Past Performance.

PAST PERFORMANCE ASSESSMENTS

Exceptional The Contractor’s past performance meets evaluation requirements and exceeds many (requirements) to the

Government’s benefit. The contractual performance may have been accomplished with few minor problems.

Very Good The Contractor’s performance meets evaluation requirements and exceeds some (requirements) to the Government’s benefit. The contractual performance may have been accomplished with some minor problems.

Satisfactory The Contractor’s performance meets evaluation requirements. The contractual performance contained some minor problems.

Marginal Performance does not meet some evaluation requirements.

The contractual performance may reflects a serious problem.

Unsatisfactory Performance does not meet most requirements and recovery is not likely in a timely manner.

Neutral Unable to assess or validate the reference.

4. Best Value Determination – The Government will conduct an integrated assessment of the complete, acceptable offers to determine best value on a minimum of three (3) offerors from lowest to highest priced, unless fewer are received. As such, this may result in award to a higher priced, greater past performance rated offeror.

(x) The provisions at FAR 52.212-3, Offeror Representations and Certifications— Commercial Items (Oct 2018) applies to this acquisition. All firms or individuals submitting a quote shall be registered in the System for Award Management (SAM) website. SAM must be current at the time of award and have completed the annual representations and certifications section.

(xi) The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Nov 2021), applies to this acquisition.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-

52.217-8 -- Option to Extend Services (Nov 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

52.217-9 -- Option to Extend the Term of the Contract (Mar 2000)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3years + 6 months.

52.219-6 Notice of Total Small Business Set-Aside (Nov 2020) (DEVIATION 2019-O0003)

(a) Definition. “Small business concern,” means a concern, including its affiliates that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the size standards in this solicitation.

(b) Applicability. This clause applies only to—

(1) Contracts that have been totally set aside or reserved for small business concerns; and

(2) Orders set aside for small business concerns under multiple-award contracts as described in 8.405-5 and 16.505(b)(2)(i)(F).

(c) General.

(1) Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.

(2) Any award resulting from this solicitation will be made to a small business concern.

(d) Agreement.

(1) For a contract at or below the simplified acquisition threshold, a small business concern may provide the end item of any firm. For a contract exceeding the simplified acquisition threshold, a small business concern that provides an end item it did not manufacture, process, or produce, shall—

(i) Provide an end item that a small business has manufactured, processed, or produced in the United States or its outlying areas;

(ii) Be primarily engaged in the retail or wholesale trade and normally sell the type of item being supplied; and

(iii) Take ownership or possession of the item(s) with its personnel, equipment, or facilities in a manner consistent with industry practice; for example, providing storage, transportation, or delivery.

(2) Paragraph (d)(1) of this clause does not apply to construction or service contracts.
