QUESTIONS FOR

MATERIAL CONTROL ACQUISITIONS

7 April 2022

1. Reference: Solicitation page 1 (unnumbered), para (4) The Department of Labor Wage Determination 2015-

5391 Revision 15 is no longer available. It has been replaced with 2015-5391, Revision 16, dated 14 March

2022.

QUESTION: Please clarify that Revision 16 is the correct WFDOL guide to use.

ANSWER: WD 2015-5391, REV. 16, dated 14 March 2022 has been update on the attached amended

COMBO.

2. Reference: Solicitation, page 1, para (6): States that the Bid Schedule should be completed in its entirety.

Page 5 Factor 3, Price (3) states that offerors shall not submit a price for the potential 6-month extension of services period.

QUESTION: Please clarify if offeror is to include the 6-month optional pricing on the Price sheet on the

FAR 52.217-8 line and present a Total Evaluated Price

ANSWER: The Bid Schedule automatically calculates the 6-month option pricing on behalf of the government.

3. Reference: PWS, page 3, para 1.3.15

QUESTION: Does delivery destinations include remotely located missile silos?

ANSWER: No it does not.

4. Reference: PWS, page 4, para 1.4.3 U Fix It Tools

QUESTION: Please clarify the contractor’s liability for replacement of lost and stolen U-Fix-It property.

ANSWER: As stated in para 1.4.3, if the Contracting Officer determines from records submitted that the

Contractor is at fault, the contractor will replace the property. If the contractor is determined not at fault they will not be held liable.

5. Reference: PWS, page 3, para 1.3.13 and PWS, Appendix C, para 1.1 ADPE Equipment

QUESTION: Will the Government provide necessary bar coding readers and soft ware that will interface with the SBSS ILS? The ADPE inventory listing at Appendix C does not appear to show any equipment to perform the Service Summary Requirement #4, PWS Section 2, page 13.

ANSWER: Bar Code printer is provided by the government.

6. Reference: PWS, page 5, para 1.5.2: Phase In Period: Please clarify if the Phase In period will be a separately priced CLIN or a separately priced, OPTIONAL CLIN. If it is a separately priced CLIN, the offeror can estimate the cost to be included as part of the bid. If it is an OPTIONAL CLIN, only the Government will have the authority to exercise the option to exercise or not, in which case the offeror may not be able to bill for phase in costs in that 2 month period if the Government opts to forego the option.

ANSWER: CLIN 0001 is a separately priced CLIN.

7. Reference: PWS, page 5, paras 1.5.3-1.5.3.3: Phase In Actions:

QUESTION: Referenced paragraphs indicate that there is an incumbent contractor. Can you provide the contractor business name, contract number and the Total Contract Value?

ANSWER: Yes, there is an incumbent, the contract number is FA462617C0008. The current contractor is Data

Monitor Systems, Inc. The Total Contract Value is $929,125.47.

8. Reference: Pricing Worksheet: Please clarify:

A. CLIN X001 Is this the cost of production of the Phase In Plan, or is this the estimated price to perform the 2 month phase in activities. CLIN X001 is the price to perform the phase in activites.

9. Reference PWS Para 1.3.12: Is the requirement for the contractor to input the GPC transactions into

TRIRIGA a new requirement?

ANSWER: No, same paragraph is in the current contract.

10. Reference PWS Para 3.3: The paragraph states that the contractor will provide all vehicles and vehicular equipment required to meet the requirements of the contract.

a. Is there a hook-up for a contractor provided electric forklift or will the Contractor have to provide a propane operated forklift?

ANSWER: No hook up for electric forklift-current contractor uses propane.

b. Does the contractor have to provide a truck with a lift gate to transport material to supported organizations due to the size of some of the items being delivered?

ANSWER: There is no Government Furnished Equipment on this contract. Since this is a performance based contract, it is up to the contractor to decide what is needed

c. Will the government provide fuel for the vehicles to the contractor or will the contractor be required to provide their own fuel for contractor provided vehicles?

ANSWER: The contractor shall provide fuel.

11. There is no Standard Form 1449 or Section B included with the quote. Please confirm that Standard

Form 1449 and Section B is not required.

ANSWER: This requirement is solicited via a This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, not a Form 1449. Award will be made via a

Standard Form 1449.

12. Reference Attachment 3, Technical Questionnaire: Do we attach this document in the email or can it be incorporated into the proposal response?

14. Reference Solicitation Document page 2, paragraph B. This paragraph states the requirements for offerors to submit FAR Provision 52.204-26 and instructs offerors to “check the appropriate boxes on page 3 and sign the bottom of page 5”. This FAR Provision is less than one page. Please clarify the instructions. If there is another version the government requires, please publish that version for offerors to use.

A. If the Offeror has already added and completed 52.204-26 in the System for Award Management (SAM.gov) at https://sam.gov, the Offeror need only submit a copy of the filled-out clause from SAM.gov with the proposal.

15. Each Offeror shall submit a Phase-In Plan, indicating how the Offeror will transition from the current material control contract to the new contract on 1 August 2022. The plan shall be written assuming 2 months from receipt of the Letter of

Intent to Award through award of the contract (1 June 2022 through 1 August 2022). The Phase-In Plan will chronologically outline how the Offeror will successfully start performance, complete transition, be fully operational, and be within the schedule and performance parameters of the contract. This plan shall show, but not limited to, how the contractor intends to keep its materials and equipment separate from the incumbent, obtain off-base facilities, purchase and receive equipment, and meet the other requirements in the PWS by the 01 August 2022 contract start date.

A. During the phase in plan the vendor will not be required to obtain off-base facilities.

16. FAR 52.212-3 – Please Provide

A. This will need to be completed in SAM.gov. The provision at FAR 52.212-3, Offeror Representations and

Certifications—Commercial Items (Nov 2021) with its Alternate I (Nov 2021), applies to this acquisition. The Offeror shall have completed the annual representations and certification electronically in the System for Award Management

(SAM.gov) accessed through https://www.sam.gov.
