From paragraph 3d in Section L of the solicitation regarding Volume 3, Past Performance Documents:
“Early Proposal Information - Each offeror is requested to submit the information shown above for each relevant contract seven (7) days prior to the date set for receipt of proposals. Failure to submit early proposal information will not result in offeror disqualification.”
Q. Regarding the early submission of Past Performance Documents, what is the preferred method for submission (hard copy, emailed copy, CD copy) and the number of copies to be submitted early?
A. You can submit your early past performance in any of these fashions.
Q. Is the entire Volume to be submitted early, or just project-specific information contained in (a), (b), and (c) of this RFP section?
A. The entire volume must be sent.
Q. If offerors elect to submit the information seven (7) days prior to the date set for receipt of proposals with one Original on CD plus three paper copies, does this information need to be submitted again in hard copy with Volumes 1 and 2 on the date the solicitation closes?
A. Yes, you will still need to submit your past performance with your proposal. The early request is merely for a read ahead and is not required.
Q. Can we have the as-builts for Building 1150?
A. As-builts are included with the amendment documents.
Q. The government’s response to Q #04 included in Amendment #01 leaves enough room for different interpretations of scope of work for road construction. For example, drawing C.1 includes in demolition scope asphalt and concrete areas adjacent to Bldg 1150 (road curve and curbs around the concrete island at NW corner of the building, loading dock, 74th Street) while drawing C.6 New Pavements shows only minor new asphalt patching across 74th Street and new concrete sidewalks. Site photos show deteriorated asphalt, sidewalks and curbs at north of Bldg 1150 that are not included in the new site improvement scope. Please confirm that new asphalt and concrete work shall comply with the drawing C.6 only.
A. See revised drawings pages 1, 2, 12, and 13 for changes in the road design.
Q. Can Offerors utilize commercial delivery companies (FedEx, UPS) to deliver their proposal packages? Do such carriers have access to MAFB?
A. Yes, you can utilize commercial carriers.
Q. Specification section 02 76 00 calls for an irrigation contractor to be Certified Toro Sentinel Contractor. However, the spec. also asks to use Rain Bird products. If we provide the design and install Rain Bird products, can the requirement for Toro Sentinel certification be waived?
A. The controller for the irrigation systems shall be TORO Sentinel with integrated radio communications compatible with the existing base central irrigation system. The devices such as sprinkler heads and valves may be Rainbird or equal.
