Hood and Duct Cleaning

Questions and Answers – 2

Question 1 ‐ Will the MAF sites be required to be done over a weekend by the FPO? Does the contractor have any say in the MAF schedule if the FPO is pushing for a certain set of dates that conflicts with the contractor’s schedule?

Answer 1 – The initial schedule must be submitted 30 days in advance IAW PWS paragraph 2.

Scheduling. This is to allow the FPO/PM adequate time to coordinate with Government personnel. IAW

PWS paragraph 5.3. Hours of Operations, contractors must be able to perform a flexible schedule that may include working weekends. This is to mitigate interference of operations within the MAFs. MAFs may be cleaned during a normal work week. However, the FPO/PM has final approval of work schedules

IAW the PWS paragraph 2. Scheduling.

Question 2 ‐ How many choices in schedule does the contractor have to give the FPO if the FPO is not satisfied with the contractors schedule options?

Answer 2 – The schedule will be worked out between the contractor and the FPO. However, the

FPO/PM has final approval of the work schedule.

Question 3 ‐ Can the MAF sites be cleaned at different times or does it need to be in consecutive days?

Answer 3 – The schedule will be worked out between the contractor and the FPO.

Question 4 ‐ Is there not a contractor currently cleaning the Elkhorn building 1075 since it is required monthly?

Answer 4 – There is not a contractor currently in place.

Question 5 ‐ Are the inspectors who will be inspecting the work after the cleaning certified?

Answer 5 – The FPO holds inspection and acceptance of the cleaning to ensure the elements of the PWS are met in accordance with the service summary therein. The FPO is currently training all inspectors to code after a major turnover in manning and additional duties.

Question 6 ‐ Is there any protection for the contractor if the Government makes an error which forces the contractor to not be paid for several months like what happened twice in the last contract?

Answer 6 – The issue that occurred in the previous contract was truly an anomaly and was worked on as best as possible. No protections are available and unpredictable errors are just part of doing business.

Question 7 ‐ Will the contract stay the same throughout the length or will it have buildings being decommissioned and the pay rate changed for the less amount of work?

Answer 7 – At this time there are no plans for the removal of buildings from the requirement. If such a case occurs, the contract may be modified to reflect the needs of the Government and the award amount may be modified to reflect the changes.

Question 8 – Why was an Amendment posted extending time, yet not adjusting any terms?

Answer 8 – The 341st Contracting Squadron is experiencing some technical difficulties with its new contract writing software. An Amendment adjusting the cleaning schedule at the Elkhorn Dining Facility is coming.
