QUESTIONS AND ANSWERS DOCUMENT

Contract: FA4626-19-R-0001 Contract Title: Hood and Duct Cleaning Services

19 November 2018

The following questions, comments were submitted to the 341st Contracting Squadron:

Q1: [F]or clarification purposes and after reading through the SOW it looks like this is a 2-year contract, with additional option years. Is that correct?

A1: The resulting contract is for a base year and four one-year option periods not to exceed five years.

Q2: I understand that there are 19 sites total. The Elkhorn dining facility has two cleaning schedules for the same building, front and back. The Fire Station, Chapel, and Child Development buildings are all on base with the Elkhorn dining facility. The other 15 sites are all Missile Alert Facilities at various distances from Malmstrom AFB. Does that sound correct?

A2: Correct. To note, there is only one Child Development building.

Q3: In accordance with FAR 36.204, could you please indicate what the magnitude of construction range is for the Hood & Duct Services project?

A3: FAR Part 36 does not apply to this requirement as it is for a commercial service and not a construction project.

Q4: I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number?

A4: There was an incumbent for these services. We do not, at this juncture, have a performing incumbent. The contract number was FA4626-14-C-0002.

Q5: The SOW talks numerous times about the contractor’s past performance, but I didn’t see historical award dollar amounts. Is this a new contract award or is there a current contractor/incumbent?

A5: Please review the Addendum to FAR 52.212-2 para. 2.c. Please see the response to Q4 for incumbent contract award number.

Q6: [I]s there a set date for the site visit? I’m assuming the site visit will only include the base and not the missile sites off-base?

A6: Please review the Addendum to FAR 52.212-1 para. 1.a. The site visit will only include Malmstrom proper due to security restrictions at the Missile Alert Facilities.
