PERFORMANCE WORK STATEMENT
INSPECTION, MAINTENANCE AND CERTIFICATION OF
341st CIVIL ENGINEERING SQUADRON
WET/DRY CHEMICAL EXTINGUISHING SYSTEMS
MALMSTROM AIR FORCE BASE AND MISSILE COMPLEX
1. DESCRIPTION. The contractor shall provide all technicians, equipment, tools, labor, materials, and supplies necessary to provide inspection, maintenance and certification of Civil Engineering Squadron(CES)-maintained wet and dry chemical extinguishing systems in exhaust hoods utilized on Malmstrom Air Force Base (MAFB) and the 341st Missile Complex. See Appendix 1 for locations. Contractor and/or personnel will need to obtain additional security clearances for entry into the Missile Alert Facilities (MAFs).
2. SERVICE SUMMARY

All work shall be accomplished by a licensed, certified, experienced contractor regularly engaged in the inspection, maintenance, and certification of wet/dry chemical fire extinguishing systems.
SS 2: Did the contractor contact the Facility Manager and/or Fire Prevention 5 days prior to inspections/maintenance? Did the contractor contact the Fire Alarm Shop prior to maintenance/testing?
Paragraph 5 – Schedule Paragraph 9.7 - Fire Alarm Shop.
The contractor shall inform Facility Managers (the alternate is the Fire Prevention Office) of scheduled inspections and /or maintenance of fire extinguishing systems five (5) days before commencing work. Prior to any maintenance or testing, the contractor shall contact the MAFB CES Fire Alarm Maintenance Shop
SS 3: Did the contractor inspect each system per the provided schedule?

The contractor shall inspect each wet/dry chemical extinguishing system semi-annually.
SS 4: Did the contractor respond to emergency request within 2 hours?

The contractor must respond to emergency requests, from the Fire Prevention Office and Fire and Emergency Services, within 2 hours of request.
SS 5: Did the contractor ensure the extinguishing system was not out of service for more than 5 hours?
Paragraph 7.1 – Unserviceable Equipment
The wet/dry chemical extinguishing system shall not be out of service for maintenance and repair for more than 5 hours.
SS 6: Did the contractor provide the inventory report and service record monthly?

The Service Report shall be submitted by the fifth working day of the month with the invoice and updated Inventory Record.
SS 7: Did the contractor conduct DOT-approved hydrostatic testing?
Paragraph 9.4 – Hydrostatic Testing
The contractor shall conduct a DOT-approved hydrostatic test on each wet/dry chemical fire extinguishing system that has not been tested in 12 years or more

3. AGENCY REQUIREMENTS. The wet/dry chemical extinguishing systems shall be serviced in accordance with (IAW) Underwriters Laboratory (UL) 300, National Fire Protection Association (NFPA), manufacturer’s requirements and Air Force Technical Orders (TOs).
Replacement parts provided by contractor shall be equal to the original in workmanship and material. The estimated number of inspections of wet/dry chemical extinguishing systems requiring service per year is 64. The following types of wet/dry extinguishing systems are owned by 341 CES:

4. DEFINITIONS.
Inspection: A “quick check” meant to give reasonable assurance that a wet/dry extinguishing system is fully operable. The contractor shall check each extinguishing system to assure it has not been tampered with, or damaged preventing operation.
Maintenance: Maintenance is a thorough examination of the wet/dry extinguishing system. It is intended to give maximum assurance that an extinguishing system will operate effectively and safely. It includes any necessary repair, recharging, hydro testing, or replacement.
Certification: A qualified inspector with a State of Montana Fire Prevention License with a SAFS endorsement, a manufacturer’s certification, and 2 years minimum experience shall inspect and certify that the wet/dry extinguishing system will operate effectively and safely reinstating the use of the exhaust hood or spray booth IAW UL 300 and NFPA 17, 17A and 96, the fusible links shall be replaced for each certification.
5. SCHEDULE. The Fire Prevention Office will provide and coordinate the proposed schedule for inspection, maintenance, and certification of the wet/dry chemical fire extinguishing systems with the contractor. The contractor shall inform Facility Managers (the alternate is the Fire Prevention Office) of scheduled inspections and /or maintenance of fire extinguishing systems five (5) days before commencing work. All contacts and their contact information will be provided upon contract award.
The contractor shall inspect each wet/dry chemical extinguishing system semi-annually.
Appendix 1 indicates all the extinguishing system locations. Inspection, maintenance and certification of extinguishing systems at MAFB CE-maintained facilities shall be performed between the hours of 8 a.m. – 4 p.m., Monday through Friday, excluding federal holidays.
The contractor must respond to emergency requests, from the Fire Prevention Office and Fire and Emergency Services, within 2 hours of request. Billable Emergency Service hours will be accrued from the time the contractor leaves their place of business until they return. If the emergency service is above and beyond the maintenance described in this PWS and the industry standard, see Para 9.6.
6. QUALIFICATIONS. All work shall be accomplished by a licensed, certified, experienced contractor regularly engaged in the inspection, maintenance, and certification of wet/dry chemical fire extinguishing systems. The contractor must have two years of experience with wet/dry chemical fire extinguishing systems, possess a current State of Montana Fire Protection License with a (SAFS) endorsement and a manufacturer training certification.
7. UNSERVICABLE EQUIPMENT AND MATERIALS.
7.1. For wet/dry chemical extinguishing system cylinders that are determined to be unserviceable, a written notice shall be given to the Fire Prevention Office explaining its unserviceability. The wet/dry chemical extinguishing system shall not be out of service for maintenance and repair for more than 5 hours.
7.2. Unserviceable fire extinguishing system cylinders and any disposable materials shall become the property of the contractor and disposed of in a legal manner.
8. CONTRACTOR FURNISHED PARTS AND MATERIALS. All replacement parts and materials for the wet/dry chemical extinguishing systems shall have parts specifically designed for that system, as recommended by the manufacturer.
9. SERVICES TO BE PERFORMED.
9.1. Inspection. The contractor shall accomplish the bi-annual inspections in accordance with UL 300, NFPA 17, NFPA 17A, NFPA 72, NFPA 96, manufacturer’s specifications and AFI 91-
203. Upon completion of the inspection, maintenance, or certification, an inspection tag shall be placed on the agent box or pull station for the system as required by NFPA and Department of Transportation (DOT).
9.2. Extinguishing System Inventory Record. The Contractor shall be responsible for maintaining the Inventory Record of all wet/dry chemical fire extinguishing systems. The Inventory Record will be provided upon award and shall remain in a compatible version of Excel to the Fire Prevention Office’s version. The Inventory Record shall be kept current and readily available for audit or inspection. The contractor shall provide an electronic or CD copy of the Extinguishing System Inventory Record with any updates or changes to the Fire Prevention Office with the monthly invoice. From the Inventory Record, the contractor shall create the Service Report and provide it to the Fire Prevention Office with the updated Inventory Record and invoice. The Inventory Record may serve as the Service Report. To be considered as the Service Report the contractor shall highlight or clearly identify serviced equipment during the billing period. The Extinguishing Systems Inventory Record shall contain the following minimum data for each wet/dry chemical fire extinguishing system.

9.3. Extinguishing Systems Service Report. A complete report of all inspections, maintenance and certification of all wet/dry extinguishing systems shall be submitted to the Fire Prevention Office. The contractor shall provide a compatible Excel version of the Service Report electronically or a CD copy. The Service Report shall be submitted by the fifth working day of the month with the invoice and updated Inventory Record. The Service Report shall contain the following data for each wet/dry chemical extinguishing system serviced the previous period.

9.4. Hydrostatic Testing. The contractor shall conduct a DOT-approved hydrostatic test on each wet/dry chemical fire extinguishing system that has not been tested in 12 years or more.
The contractor shall provide the hydrostatic testing equipment. All equipment shall be calibrated and certified as per CGA, DOT, TOs and manufacturer’s recommendations and requirements.
All testing shall be conducted IAW NFPA 17 or 17A and 96 (current edition), Compressed Gas Association (CGA) specifications and the applicable DOT requirements and/or exemptions. The contractor shall submit the description of work and pricing to the Fire Prevention Office for review and approval before Hydrostatic Testing is accomplished. The costs shall be submitted under a separate purchase order and not covered under this contract.
9.5. 6 year maintenance (if applicable) shall be performed in accordance with NFPA Standards and manufactures requirements.
9.6. Service of Extinguishing Systems. The contractor shall be responsible for providing all parts, labor, and agent needed to keep wet/dry chemical fire extinguishing systems in service and certified. If repairs are above and beyond that provided for in this PWS and the industry standard, the contractor shall submit the description of work and pricing to the Fire Prevention Office for review and approval before repairs can be accomplished. The repair costs shall be submitted under a separate purchase order and not covered under this contract. All equipment and chemicals must not be or use Class I ODS as identified in 40 CFR Part 82 and the EPA.
9.7. Fire Alarm Shop. Prior to any maintenance or testing, the contractor shall contact the MAFB CES Fire Alarm Maintenance Shop. Maintenance or testing of the wet/dry chemical fire extinguishing systems may make it necessary to shut down the fire alarm system to prevent false alarms and unnecessary fire emergency responses. All contact information will be provided to the contractor upon award.
