PERFORMANCE WORK STATEMENT
341st CIVIL ENGINEERING SQUADRON
INSPECTION AND MAINTENANCE OF
PORTABLE FIRE EXTINGUISHERS
MALMSTROM AIR FORCE BASE
1. DESCRIPTION. The contractor shall provide all technicians, equipment, tools, labor, materials, and supplies necessary to provide inspection, certification and maintenance of Civil Engineering Squadron (CES)-maintained portable fire extinguishers.
2. SERVICE SUMMARY

Paragraph 7 - Qualification
All work shall be accomplished by a licensed, certified, experienced contractor regularly engaged in the inspection and maintenance of portable fire extinguishers.
SS 2: Did the contractor contact the Facility Manager and/or Fire Prevention 5 days prior to inspections/maintenance? Did the contractor contact the Fire Alarm Shop prior to maintenance/testing?
Paragraph 6 – Schedule
The contractor shall inform Facility Managers (the alternate is the Fire Prevention Office) of scheduled inspections and /or maintenance of fire extinguishers five (5) days before commencing work.

The contractor shall conduct inspection and maintenance IAW with NFPA 10, on portable fire extinguishers.

The contractor must respond to emergency requests, from the Fire Prevention Office and Fire and Emergency Services, within 2 hours of request.
SS 5: Did the contractor ensure unserviceable extinguishers were replaced with an equivalent?
Paragraph 8 – Unserviceable Equipment
Any fire extinguisher that fails the hydrostatic test or is no longer serviceable shall be replaced with a new fire extinguisher of the same type or an equivalent.
SS 6: Did the contractor provide the inventory report and service record monthly?
Paragraph 10.2 - Inventory Record Paragraph 10.3 - Service Report
The Service Report shall be submitted by the fifth working day of the month with the invoice and updated Inventory Record.
3. AGENCY REQUIREMENTS. The fire extinguishers shall be serviced in accordance with (IAW), National Fire Protection Association (NFPA), manufacturer’s requirements and Air Force Technical Orders (TOs). Replacement parts provided by contractor shall be equal to the original in workmanship and material. The estimated number of portable fire extinguishers

4. LOCATION. The contractor shall perform inspection and maintenance of CES facilities listed in the Fire Extinguisher Inventory Record (provided at award) and Appendix 2.
5. DEFINITIONS.
Inspection: A “quick check” means to give assurance that a fire extinguisher is fully charged and operable. The contractor shall check each fire extinguisher, in its designated place, to assure it has not been actuated, tampered with, or damaged preventing operation.
Maintenance: Maintenance is a thorough examination of the fire extinguisher. It is intended to give maximum assurance that a fire extinguisher shall operate effectively and safely. It includes any necessary repair, recharging, hydrostatic testing, or replacement.
Recharging: Recharging is the replacement of the extinguishing agent or expellant for certain types of fire extinguishers.
6. SCHEDULE. The Fire Prevention Office will provide and coordinate the proposed schedule with the contractor. The contractor shall inform Facility Managers (the alternate is the Fire Prevention Office) of scheduled inspections and/or maintenance of fire extinguishers five (5) working days before commencing work. All contacts and their contact information will be provided upon contract award. The contractor shall conduct inspection and maintenance IAW with NFPA 10, on portable fire extinguishers.
Inspection, pick-up or delivery of fire extinguishers at MAFB facilities shall be performed between the hours of 8 a.m. and 4 p.m., Monday through Friday, excluding federal holidays.
The contractor shall respond to emergency requests from the Fire Prevention Office and the Fire and Emergency Services and service within 2 hours of request.
7. QUALIFICATIONS. All work shall be accomplished by a licensed, certified, experienced contractor regularly engaged in the inspection and maintenance of portable fire extinguishers.
The contractor shall possess a current State of Montana Fire Protection License, a manufacturer training certification and be in compliance with NFPA criteria.
8. UNSERVICEABLE EQUIPMENT AND MATERIALS. Any fire extinguisher that fails the hydrostatic test or is no longer serviceable shall be replaced with a new fire extinguisher of the same type or an equivalent (10lb. multi-purpose ABC minimum rating 4A 60BC) at the price proposed in the bid schedule, CLIN X004. The contractor shall renumber the new fire extinguisher with the same number as the old fire extinguisher being replaced and enter it in the Fire Extinguisher Inventory Record.
8.1. For any fire extinguisher that is determined to be unserviceable, a written notice shall be given to the Fire Prevention Office explaining its unserviceability.
8.2. Unserviceable fire extinguishers and any disposable materials shall become the property of the contractor for disposal in a legal manner.
9. CONTRACTOR FURNISHED PARTS AND MATERIALS. Replacement parts and materials shall be as recommended by the manufacturer of the fire extinguisher being serviced.
10. SERVICES TO BE PERFORMED.
10.1. Inspection: The contractor shall check every room for fire extinguishers and report any discrepancies to the Fire Prevention Office and correct the Fire Extinguisher Inventory Record.
The contractor shall accomplish the annual inspections IAW NFPA 10, AFOSH Standard 91-203 Chapter 6, TOs, and the fire extinguisher manufacturer's requirements. Upon completion of the inspection or maintenance of any fire extinguisher, a “Verification of Service” tag is required by NFPA and Department of Transportation (DOT).
10.2. Fire Extinguisher Inventory Record: The current Fire Extinguisher Inventory Record will be provided to the contractor electronically or on a CD by the Fire Prevention Office as an Excel spreadsheet, version 97-2003. The contractor shall be responsible for maintaining the inventory record of all CES-owned portable fire extinguishers. The Fire Extinguisher Inventory Record shall remain in a compatible version of Excel to the Fire Prevention Office’s original record. The Inventory Record shall be kept current and readily available for audit or inspection.
The contractor shall provide a compatible electronic or CD copy of the Fire Extinguisher Inventory Record with any updates or changes to the Fire Prevention Office. A copy of the updated Inventory Record shall be submitted with the monthly invoice by the 5th working day of the following month. The Inventory Record may serve as the Service Report. To be considered as the Service Report the contactor shall highlight or clearly identify serviced equipment during the billing period.
a. The Fire Extinguisher Inventory Record shall contain the following minimum data for each fire extinguisher.
Building number Location of extinguisher Extinguisher type Serial number or tracking number of the extinguisher Date added to inventory or date of initial fill Date of last inspection Date of last annual maintenance Date of last six-year complete maintenance Date of last hydrostatic testing

10.3. Fire Extinguisher Service Report: The Service Report is a complete report of all inspections and maintenance of fire extinguishers. The contractor shall provide a compatible electronic or CD copy of the Service Report to the Fire Prevention Office. The Service Report shall be submitted by the fifth working day of the month with the invoice. The Service Report shall contain the following data for each fire extinguisher serviced during the period.
Date Tracking number or serial number of the extinguisher (from inventory record) Type of Service (e.g. initial fill, annual maintenance, six-year complete maintenance, hydrostatic testing, corrective maintenance/recharging, refurbishment, transfer to the Government, and salvage preparation)
10.4. Fire Extinguisher Recharge: Fire extinguishers shall be recharged as needed. If the fire extinguisher has a full charge of extinguishing agent upon pick up, the contractor shall return it in the same condition unless that extinguishing agent is found to be unserviceable. All recharging shall be performed IAW NFPA 10 and manufacturer’s recommendations.
10.5. 6-year Complete Maintenance: Every 6 years fire extinguishers shall be emptied and subjected to complete maintenance procedures. When the procedures are performed during a periodic recharging or hydrostatic testing, the 6-year requirement shall begin from that date. The 6-year complete maintenance shall be performed IAW NFPA 10 for portable fire extinguishers.
All fire extinguishers subjected to the 6-year complete maintenance shall be weighed to ensure the unit has been properly recharged. The re-service weight of the fire extinguisher shall be within gross weight limits identified on portable fire extinguisher.
10.6. 12-year Complete Maintenance: Every 12 years, portable fire extinguishers shall be emptied and subjected to complete maintenance procedures and the contractor shall conduct a DOT approved hydrostatic test on each portable fire extinguisher. The contractor shall provide the hydrostatic testing equipment. All equipment shall be calibrated and certified as per Compressed Gas Association (CGA), DOT, TOs and manufacturer’s recommendations and requirements. All testing shall be conducted IAW NFPA 10 (current edition), CGA requirements and the applicable DOT requirements and exemptions. All portable fire extinguishers subjected to hydrostatic testing shall be weighed to ensure the unit has been properly recharged. The re-service weight shall be within gross weight limits identified in the applicable TO.
10.7. Temporary Replacement: The contractor shall provide a temporary replacement portable fire extinguisher (of the same type, size, and extinguishing agent) when any portable fire extinguisher is removed from a facility for servicing. The temporary fire extinguisher shall be provided until the fire extinguisher removed is serviced and placed back in its original location.
The temporary fire extinguisher shall be at no additional cost to the Government.
10.8. Permanent Replacement: The contractor shall be responsible for permanent replacement of portable fire extinguishers that are unserviceable (See 7).
10.9. Re-Service of Fire Extinguisher: The contractor shall re-service any fire extinguisher that has been identified by the Fire Prevention Office as needing maintenance. If repair costs are above and beyond that provided for in this PWS, the contractor shall submit the description of work and pricing to the Assistant Fire Chief for Fire Prevention Office for review and approval before repairs can be accomplished. These repair costs shall be submitted under a separate invoice and are not covered under this contract.
10.10. Unused Fire Extinguisher Storage: All fire extinguishers are Government property and any fire extinguisher found to be unnecessary or extra shall be delivered to the Fire Prevention Office. During the demolition of a CES facility, the fire extinguishers are no longer required and the contractor shall return the fire extinguishers to the Fire Prevention Office. If a CES facility is remodeled and/or the NFPA Building Use Classification is changed to a classification with the requirement for less portable fire extinguishers, the contractor shall deliver the excess fire extinguishers to the Fire Prevention Office. The excess fire extinguishers will be stored by the Fire Prevention Office until there is a need to fulfill a new requirement for fire extinguishers.
The contractor shall inspect and maintain the excess fire extinguishers in storage at the Fire Prevention Office.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30.
