FA4626-14-T-0002 Motorcycle Safety Training Class Questions and Answers No. 3 26 February 2014
1. By a minimum number of students assured being five (5), I know to schedule one coach. The tentative schedule estimates twelve (12) students, but I must provide a second coach after (6) students. If two (2) coaches are required I lose money at seven (7) if priced for twelve (12) students. How do I set a two (2) coach minimum of ten (10) students?
Answer 1. The minimum number of students will be five (5) per class; the maximum will be six (6) and twelve (12) for the respective courses. Based on this information and the requirement, the offeror should evaluate any associated risk and build such risk into their pricing. Offerors should use commercial practices when calculating per-student rates. The Government intends to utilize the entire estimated workload provided in the tentative schedule, but this is not guaranteed.
2. What is the time span of the contract?
Answer 2. The period of performance for this contract is 1 April 2014 through 30 September 2014.
3. How often are operating adjustments allowed?
Answer 3. This solicitation will result in a one-time purchase order with firm-fixed pricing. There are not any Economic Price Adjustment (EPA) provisions in the solicitation. EPA provisions are used only when general economic factors make the estimating of future costs too unpredictable within a fixed-priced contract. The primary factors considered before using an EPA provision include volatility of labor and/or material costs and contract length. This requirement is not susceptible to cost volatility and there is only a six month performance period, which does not warrant using an EPA provision. If an offeror projects increases to operating costs, these costs should be considered when developing the per-student rates.
4. Can historical training volumes be provided?
