FA4626-14-T-0002 Motorcycle Safety Training Class Questions and Answers No. 2 24 February 2014
1. In section 3.2 of the performance work statement, does the minimum of five students apply to all classes, for example BRC, BRC2, ARC and MSRC?
Answer 1. The minimum class size applies to all classes, including the ARC/MSRC.
3.2. Course Size. The student-teacher ratio is one (1) instructor for every six (6) students for the BRC and BRC2. The ratio for ARC/MSRC is two (2) instructors for every class regardless of the number of students. No class shall exceed twelve (12) students with at least two (2) instructors. The minimum class size for all classes shall be five (5). If at least five (5) students are enrolled in the class, the contractor will provide the class at no additional cost to the Government IAW MSF standards.
2. In section 3.6 of the performance work statement, is the 2 day notice the maximum amount of time a contractor will be notified in case of a mission critical event on the Air Force Base? Could that amount be expanded to 7 days’ notice?
Answer 2. Emergencies or mission critical events cannot be predicted 7 days in advance. The minimum notice for a mission critical cancellation is (2) two business days.
3.6. Cancellation. The Wing Safety Office reserves the right to cancel any scheduled class to support the mission at Malmstrom AFB. The contractor shall be notified by the Wing Safety Office at least two (2) business days prior to the scheduled training. If the contractor is given the stated two (2) day cancellation notice, the Government is not obligated to pay for the cancelled course(s).
