About this file

This document contains questions and answers related to a seed project at Whiteman Air Force Base in Missouri. The seed project involves milling and overlay of asphalt pavement at Building 200 on base, including repainting parking stall markings. Questions addressed clarification on the depth of milling, the allowable percentage of recycled asphalt product in the mix, whether special painted stall markings would be included, and which line items should be used for different types of pavement markings. It also indicated that while the project aims to meet ADA paint standards where possible, it does not involve upgrades to meet slope and grade requirements for ADA compliance.

Questions and Answers

21 February 2024

1. Question: Seed project Item B: Milling of asphalt (line item A00Q) is for a max of 2-inches. This paragraph appears to indicate that we are to bid milling 2-1/2” and a change order will be issued for anything less than 2-1/2 inches. Clarification is needed if we are to bid 2-1/2” milling or per the line item of milling up to 2-inches.

Ans: An inspection of the asphalt had this Project Manager/Inspector concerned that regulation two (2) inch mill was going to leave part of the topcoat. I did not want a loose ½ inch of material and then old tack being the basis for the binder for our project. As long as the two-inch mill leaves us with a solid base to bind our topcoat to, that is acceptable.

2. Question: Seed project Item J: States that no more than 7 percent of the finished product can be from RAP (recycled asphalt product). At 7 percent this will require a special mix at the asphalt plant. The normal RAP is 15 – 20 percent. We would like to request using a standard MoDot mix for this project. Is this acceptable?

Ans: Per section 401 of the 2022 MODoT Specs, RAP (Recycled Asphalt Product) of UP TO 20% can be used on the Wearing Lift (Topcoat) as long as less than 3 Percent of the product is RAS (Recycled Asphalt Shingles).

3. Question: The seed project at Building 200 has some special painting in the stalls (red paint and emblems). Are these to be repainted and included in the pricing for the seed project? If they are to be included and which line item should be used?

Ans: The special painting of stalls is at the discretion of the end-user and base funds are not to be used for said “Vanity” parking stalls. This painting will not be included in the seed project.

4. Question: The seed project at Building 200 has parking stall markings that include a white box with black lettering. Are these markings to be included and which line item should be used?

Ans: The 12” wide by 3’ long white boxes can be charged to line item 32 17 23.14 1310 – 12” Width. The Letters can be charged to 1100 6” letters with layout (though the actual letters will be smaller).

5. Question: The line items for Pavement Markings have a line item A015A Striping and

A015F Parking Stall. May we get clarification for what you’re classifying as striping and classifying as a parking stall.

Ans: It is our opinion that because we have over 30 stalls to stripe, the appropriate line item would be 32 17 23.14 0800 Lines on pavement, Parking Stalls, White 4” Wide. You of course are also using 32 17 23.14 0790 Layout to grid the lot.

6. Question: How does the existing striping of symbols and block outs handle?

Ans: Painted reserved parking stalls will be painted in white rectangles (1’ x 3’) with 4” black lettering for leadership, visitors, and then ADA compliant paint for ADA stalls.

7. Question: The current handicap spots do not meet ADA requirements, which standard governs.

Ans: This is a mill and overlay project and while we want to strive to meet ADA paint requirements, we do not plan on tearing out concrete to meet slope and grade requirements for landing and ramps as well as cross-slopes for ADA guidelines.
