About this file

This statement of work and related federal contract opportunity document outline requirements for a mill and overlay project at Whiteman Air Force Base in Missouri. The statement of work details specifications for cold milling the existing asphalt surface in the B-200 parking lot and replacing it with a new two-inch asphalt overlay. The project also includes restriping parking stalls and adding a third handicapped stall. The federal contract opportunity is an indefinite delivery, indefinite quantity contract with a one-year base period and four one-year options valued between $5-10 million. It is a 100% small business set-aside under NAICS code 237310 for highway, street, and bridge construction services. The contract will provide for repair, construction, and rebuilding of base roads, parking lots, driveways, and sidewalks at Whiteman AFB including tasks like milling, overlaying, slurry sealing, seal coating, and crack sealing.

STATEMENT OF WORK

Project Number: 1137888

PV MILL AND OVERLAY B200 PARKING LOT

1. The description of proposed work/scope of work includes, but is not limited to, the following items:

REQUIREMENTS for the project are as follows:

a. Provide all work and materials associated with replacing the wearing lift (surface course) by cold-milling the current degraded top asphalt layer, binding the new asphalt to the existing base or intermediate course with a tack coat, Replacing the milled surface with an appropriate asphalt mix design, and returning the parking stall paint with the appropriate product.

b. While the norm for milling and overlaying a wearing lift is 2”, as-builts describe the B-200 parking lot surface lift as 2 ½ inches, therefor this plan allows for this discrepancy. If in the milling process beginning it is determined that the asphalt lift is only 2”, an option should be made not to mill into the binding lift (the intermediate or base course) and change the build plan to a 2 inch mill and overlay. Quantities would be adjusted as would the cost of the project.

c. Trucking includes both the removal of the asphalt millings and bringing in the new bituminous asphalt product for the laydown machine..

d. The total scope of this project will be similar to the efforts at the ECP-2 parking lot (Project 1098526) less the removal of the previously constructed parking islands.

e. This will require site work of cold milling, verifying drainage, and the re-installation of asphalt on a constant slope that will minimalize “water ponding” and deliver rain to established storm systems.

f. In addition, paint markings for the stalls for vehicle parking need to be returned with the same dimensions, 9’ x 20’ stalls with 24’ aisles, and stalls marked with four inch wide white stripes.

g. Also to be provided and installed will be handicapped parking stalls on the immediate South side of the building. Currently there are two but ADA requires three. The shortened stall will be move to the East and will be a motorcycle parking stall.

h. ADA Handicapped Stall logos be painted per ADA specs..

i. If millings are used as recycled asphalt product, no more than 7 percent of the finished product can be from RAP (Recycled Asphalt Product.)

j. The construction footprint includes the radii leading up to access road between 6th

Street and Spirit Blvd.

k. Major requirement/code documentation includes but is not limited to: United

Facilities Criteria (UFC) 4-022-01 Security Engineering: Entry Control Facilities / Access Control Points, 27 Jul 2017 and/or SDDCTEA Pamphlet 55-15 Traffic and Safety Engineering for Better Entry Control Facilities, Army Standard for Access Control Points, and Army Access Control Points Standard Design
