SECTION 01010

STATEMENT OF WORK

1. LOCATION OF WORK: The work is located on Whiteman Air Force Base, Missouri. Whiteman AFB is located near Knob Noster, Missouri, which is on U.S. Highway 50, approximately 60 miles southeast of Kansas City, Missouri.

1.1. Location: The work shall be performed on Whiteman AFB streets/parking lots in accordance with the contract documents.

2. SCOPE OF WORK: This contract consists of repairing and constructing base roads, parking lots, driveways, and sidewalks. This includes the complete rebuilding of some streets and parking lots and rotomilling and overlay of others with asphaltic concrete.

2.1 Performance Period: The performance period shall be base year plus four option years.

3. PRINCIPAL FEATURES: The work in specified areas includes but is not limited to the following principal features.

3.1 Remove existing base and asphalt and replace with new base rock and asphalt.

3.2 Rotomill old asphalt and place new asphalt.

3.3 Repair and/or construct concrete sidewalks, driveways, and curb and gutter.

3.4 Repair and/or construct storm water inlets and drainage pipe.

3.5 Provide pavement markings.

3.6 Provide seeding and/or sod.

3.7 Provide pavement maintenance.

3.8 Any reference to material tests shall be the responsibility of the Contractor at no cost to the Government.

4. WORK COORDINATION: The Contractor shall be specifically responsible for the coordination and proper relation of work to the site and to the work of all trades. It is recommended that the Offeror visit the site and thoroughly familiarize themselves with all the details of the work and working conditions prior to submitting a proposal. The successful Contractor shall verify all dimensions in the field and advise the Contracting Officer of any discrepancy before performing any work.

5. UTILITIES: Per the FAR clause 52.236-14, water and electricity will be made available. All temporary lines will be furnished, installed, connected and maintained by the Contractor in a workmanlike manner satisfactory to the Contracting Officer or his/her representative and shall be removed by the Contractor at his/her expense prior to final acceptance of the construction.

6. GOVERNMENT FURNISHED MATERIALS AND TOOLS: Backfill may be available from borrow locations on the base. No other materials or tools will be furnished by the government for this project. CONTRACTOR WILL

NOT BE PROVIDED A TEMPORARY LOCATION ON BASE FOR A JOB TRAILER, LAY DOWN/STOCK

PILE AREA OR EXTENDED EQUIPMENT STORAGE.

7. WARNING SIGNS: The Contractor shall provide and display "Work in Progress" warning signs adjacent to all areas where persons may come into the work area. Signs shall also be posted around all danger areas in accordance with the most current edition of the manual on Uniform Traffic Control Devices.

8. PROTECTION OF EXISTING ROADWAYS: The Contractor shall protect existing streets and roadways from damage by trucks and equipment. Any damaged pavement or subgrade shall be repaired in a manner acceptable to the Contracting Officer or his/her representative at no additional cost to the Government. Any dirt or debris dropped or tracked onto pavement surfaces shall be promptly removed by manual means only, the same day it was dropped.

9. DISPOSAL OF DEBRIS: The areas affected by this contract shall be kept in a reasonably tidy condition throughout the construction period. Excess materials and debris resulting from work covered by the contract will be disposed of in a manner approved by the Contracting Officer or his/her representative at no additional cost to the Government. Cleanup shall be accomplished daily. "Notice: The disposal of demolition waste is regulated by the Department of Natural Resources under chapter 260, RSMO. Such waste, in types and quantities established by the department, shall be taken to a demolition landfill or a sanitary landfill for disposal."

10.STANDARD PRODUCT: the government does not recommend brands, this is only an inference of the type of products. Reference to particular brand name or manufacturer's catalog number in the specifications or on the drawings is not to be construed as a recommendation for a certain manufacturer's product over others. These references are made solely as a guide to type and quality of products. Any approved or "equal" product is implied in all cases. All new components shall be compatible with the existing equipment and structures and shall be at least as THE SAME QUALITY as those specified.

11.TEMPORARY TOILETS: Workmen will not be permitted to use Government toilet facilities in existing buildings. The Contractor will be responsible for providing temporary toilet facilities. Locations and type of temporary toilets shall be approved by the Contracting Officer or his/her representative.

12.SAFETY REQUIREMENTS:

12.1 General Safety: The Contractor is responsible for the erection and maintenance of all safety barricades, shoring, fences, and other devices necessary for safe conditions to protect the work, equipment, workmen, public and others IAW OSHA Law. The Contractor shall erect or construct such devices as conditions may require and shall maintain them to provide safe conditions through the construction period and conform to OSHA Regulations and the USACE publication EM 385-1-1 Safety and Health Requirements.

12.2 Fire Protection Requirements: The Contractor shall comply with Air Force and local fire regulations and NFPA requirements. The Contractor shall provide fire extinguishers rated and approved by the National Fire Protection Association, of sufficient size, type, and quantity to cope with all known hazards, at the construction site during the execution of this contract.

12.3 Ground Fault Circuit: Ground fault circuit interrupters are required on all work on this contract when using extension cords.

13. PHYSICAL DATA: Information and data furnished or referred to below are furnished for the Contractors information. Physical conditions indicated on the drawings and in the specifications are the result of site investigation. However, it is expressly understood that the Government will not be responsible for any interpretation or conclusion drawn by the Contractor.

13.1 Schedule of Street Closings: Prior to commencement of work the Contractor shall submit a schedule of construction showing the dates that specific streets will be under construction. The Contractor may be required to repair only half of the road at a time. The Contractor shall ensure access by local traffic at all times.

13.2 Transportation Facilities: Each offeror before submitting his/her proposal should obtain necessary data as to the access of highway and railroad facilities.

13.3 Excavation Permits: Prior to any excavation, the Contractor shall be responsible for obtaining an approved Whiteman AFB Excavation Permit, AF Form 103, authorizing the excavation work and locating utilities lines and/or cables in the areas of excavation. Any damage to utility lines or cables shown on the permit, outside the area covered by the permit, or prior to receipt of the permit, resulting from excavation by the Contractor shall be paid for by the Contractor. Air Force Form 103 Base Civil Engineering Work Clearance Request will be provided by C.E. upon request. The Contractor shall hand carry the form to all the agencies listed on the document for their signatures and direction.

13.4 Daily Logs: A daily log will be provided by the Contractor stating the number and type of craftsman on the job each day along with a list of all equipment to be used, what the weather conditions are and the type of work being performed. The logs will be turned in daily to the CE project manager for his or her initials.

14. BASE REGULATIONS: All activities of the Contractor and his/her employees, and of all subcontractors and their employees while on the base, shall be conducted in strict accordance with all base regulations, including those of the fire marshal.

14.1 Work Hours: Normal work hours at Whiteman AFB are 7:30 a.m. through 4:30 p.m., Monday through Friday.

Work to be accomplished at other than the above hours shall require approval of the Contracting officer. The following listed are holidays observed by the Government. Any work accomplished on these days shall require prior approval by the Contracting Officer. Each holiday has a correspondent family day, for which a 3 business day coordination is required from the Contractor for inspection and escort purposes, for site access.

14.2 Entry to Whiteman Air Force Base: Whiteman AFB is a closed base pursuant to Sec. 21, Internal Security Act of 1950, 50 U.S.C. 797 and, as such, only those persons granted permission may enter. It is, however, required that control be exercised over Contractor personnel while working on base. To maintain this control, a listing, of all Contractor personnel that shall be working under the contract, must be submitted to the Contracting Officer five (5) working days prior to start of work under this contract. The listing shall include, but not be limited to: Contract Number, Project Number, Employee: Name, Home Address, date and place of birth, Social Security number, and the estimated starting and ending date of each employee. Subsequent listings, in all additions or deletions shall be submitted as employees are hired or released.

14.3 Identification of Mechanized Equipment: All Contractor's machinery, motor vehicles, and mechanized equipment shall have acceptable identification showing the owner's name and identifying number. This identification shall be posted in a conspicuous location on each piece of equipment as may be required by the Contracting Officer. The Contractor shall submit a listing of his vehicles intended for use on this project by listing type of vehicle, color, and license number along with the listing of his/her employee’s.

15. LAYOUT OF WORK:

15.1 The Contractor shall lay out his/her work from Government established base lines and bench marks and shall be responsible for all measurements in connection therewith. The Contractor shall verify all Government provided base lines and bench marks before construction. The Contractor shall furnish, at his own expense, all survey equipment, stakes, templates, platforms, equipment, tools and materials and labor as may be required in laying out the work from the base lines and bench marks. The Contractor shall be held responsible for the execution of the work to such lines and grades as may be established. The Contractor shall submit any survey data established during the course of work, to Execution Support leadership, Mr. Bob Wooldridge, within a week after creation.

15.2 It shall be the responsibility of the Contractor at his/her cost to maintain and preserve all survey stakes and other marks established until authorized to remove them. Where established stakes or control points are destroyed through the Contractor's negligence, or in the performance of the required work, the Contractor shall reestablish such marks, as applicable, in order to properly lay out the work and to permit checking of the work.

16. MAINTENANCE OF DOCUMENTS:

16.1 Document List: The Contractor shall maintain at the job site, one copy of the following:

16.2 Maintenance of Documents: The Contractor is directed to:

16.2.1 Maintain documents in clean, dry legible condition.

16.2.2 Use record documents for construction coordination.

16.2.3 Make documents available at all times for inspection by the Contracting Officer or his/her representative.

16.3. Recording: The Contractor is directed to:

16.3.1 Keep record documents current.

17. CERTIFICATES OF COMPLIANCE: Any certificates required under the various headings of these specifications for demonstrating proof of compliance and any certificates required of the official authorized to certify in behalf of the manufacturing company shall contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment and of delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of tests in which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material if, after tests are performed on selected samples, the material is found not to meet the specific requirements.

18. SURVEYS AND MEASUREMENTS: Should any discrepancy be discovered between actual measurements which prevents following good practice or the intent of the drawing and specifications, the Contractor shall notify the Contracting Officer and the Contractor shall not proceed with the work until instructions have been received from Contracting Officer.

19. SHOP DRAWINGS: Original drawings, catalog cuts or manufacturer’s production drawings prepared by Contractor, subcontractor, supplier or distributor, which illustrate some portion of the work, showing fabrication, layout, setting or erection details shall be turned over to the Government, prior to final invoice

20. CONCEALED WORK: All items of work to be concealed shall be Government inspected prior to concealment.

The contractor shall notify the Contracting Officer or his/her representative of his/her intention to conceal approximately 24 hours in advance and no item shall be concealed until the Contractor has received approval to do

so. Additional notice may be required for areas with additional security.

21. REMOVAL OF TEMPORARY FACILITIES: The Contractor shall maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer or his/her representative.

22. NOTICE OF FINAL INSPECTION. The Contractor shall give the Contracting Officer or his/her representative five working days advance notice of the date the work will be ready for final inspection.

23. WORK DELAY FOR GOVERNMENT: The Contractor needs to be aware that certain government inspections may hamper work progress.

24. SAMPLES, CERTIFICATES AND SHOP DRAWINGS:

24.1 Submittal Review Process: Drawings on component items forming a system or that are interrelated shall be scheduled to be correlated and submitted concurrently. Certifications to be submitted with the pertinent drawings shall be so scheduled. Unless otherwise specified, adequate time (a minimum of 14 calendar days) shall be allowed on the submittal for review and approval and possible resubmittal of any items subject to approval, as no time extensions shall be allowed for late submittals or resubmittals by the Contractor. For shop drawing submittals, the schedule shall provide a maximum of 10 shop drawings per calendar week to be submitted for review for each of the categories of mechanical, electrical, and structural. At least 14 days shall be allowed after receipt of shop drawings by the Government for review and approval, and additional time shall be allowed for possible resubmittal.

24.2 Submittals: A Schedule of Material Submittals is included as Attachment 1 to this section. The Contractor shall fill in the submittal date(s) for material submittals in conjunction with the AF Form 3064, Contract Progress Schedule, and provide both schedules to the Contracting officer not later than 15 calendar days after Contractor's receipt of the Notice to Proceed. Contractor shall complete block entitled "REQUIRED SUBMISSION DATE".

25. APPLICABLE PUBLICATIONS: Work shall conform to the most current edition of publications identified in the specifications such as American Society for Testing and Materials (ASTM).

26. CREW AND EXPERIENCE: Upon request the Contractor shall provide to the Air Force a list of the crew conducting the tasks as well as their relevant experience. Minimum requirements are as follows: Project Manager-6 years experience, education, or a combination of both. Project managers without the requirement could be considered probationary until their skills are verified by USAF personnel; Superintendents-4 years experience, technical education, or a combination of both; Foremen-2 years experience, technical education or a combination of both. A daily crew shall not be filled with more than 25 percent of individuals with less than 1 year of experience.

ENVIRONMENTAL PROVISIONS

1. ENVIRONMENTAL REFERENCES: The Contractor is responsible for strict adherence to any local , state or Federal environmental regulations relating to this project. 509 CES/CEN is the base point of contact for environmental compliance, non-compliance issues and will provide the Contractor a briefing of environmental requirements at the pre-performance conference for this project. Additionally, the Contractor should contact the Contracting Officer whenever interpretations of environmental regulations are required.

2. HAZARDOUS MATERIAL SUBMITTAL REQUIREMENTS:

2.1 Submittals shall be required for all hazardous materials (most materials contain hazardous constituents). For the purposes of this project hazardous material shall be defined as any material or mixture of materials which may present a danger to the public health or occupational safety or the environment and includes:

2.1.1 Materials containing chemicals defined under Section 1910.122(c) of Title 29 of the Code of Federal Regulations (CFR), and hazardous substance; any extremely hazardous substance listed in 40 CFR part 355; and any pesticide for which a registration has been canceled or suspended under the provisions of the Missouri Pesticide Registration Act, section 281.210 through section 281 .310 of the Revised Statutes of Missouri RSMo, and 2 Code of State Regulations(C.S.R)70-25.010 et seq., or under the Federal Environmental Pesticide Control provisions of 7 United States Code (U.S.C.) section 136, et seq., and;

2.1.2 Materials containing any element, compound, mixture, solution or substance designated pursuant to sections 10 I (I 4) and 102 of the Comprehensive Environmental Response, Compensation, and Liabilities Act of 1980 (CERCLA), codified at 42 U.S.C. sections 9601(14) and 9602, or requiring notice pursuant to section 304 of the Emergency Planning and Community Right-to-Know Act of 1986, codified at 42 U.S.C. section 11004, and;

2.1.3 Any hazardous material or group or class of material, designated as hazardous by United States Secretary of Transportation under 49 U.S.C. section 5103.

2.2 Prior to Contractor transporting any hazardous material onto Whiteman AFB the Contractor must provide a current copy of the manufacturer's Material Safety Data Sheet (MSDS) to the Contracting Officer for certification.

The Contractor must ensure the MSDS contains at minimum, the following information and additional documentation from the manufacturer defining the values of items not directly addressed by the MSDS:

2.2.1 Manufacturer's Name

2.2.2 List 100% of the hazardous chemical components

2.2.3 Chemical Abstract Number (CAS Number) for each chemical component

2.2.4 Specific Gravity/Unit Volume and or Unit Weight

2.2.5 Ph (Acidity or Alkalinity) if applicable

2.2.6 Flash Point/Ignitability

2.2.7 Exact weight in pounds/ounces of the material initially brought on base

2.3 No hazardous materials for this project shall be allowed on base until the Contractor has received written approval of the submittal for the material in question from the Contracting Officer. If the Contractor's intent is to

01015-3 bring more of the product (same manufacturer) on base property after the product has received approval, only a weight submittal will be required. If it is a different manufacturer from that originally submitted, then a new MSDS submittal will be required.

2.4 All material tracking shall be done on the Hazardous Material Tracking List; 1) submitted initially, 2) whenever new hazardous materials are added for the project (minimum of sixty days between update) and 3) a final update when left over materials are removed upon completion of the project. Prior to final acceptance of this project, the Contractor must submit a listing of all hazardous materials relating to this project. The Hazardous Materials Tracking List will include the product name, manufacturer, and exact weight of material remaining. A copy of the Hazardous Materials Tracking List is attachment 1 of this section.

2.5 When special haul routes are required to deliver or remove hazardous materials for this project it shall be addressed by the Contracting Officer during review and approval of each hazardous material submittal.

3. HAZARDOUS WASTES DISPOSAL REQUIREMENTS:

3.1 All hazardous wastes generated by this project shall be handled in the manner required by Federal and State of Missouri regulations (40 CFR, 49 CFR, and RSMO 10 CSR). For this project hazardous waste shall be defined as any solid wastes satisfying the criteria listed in 40 CFR 261.3.

3.2 The Contractor shall assure wastes generated by this project that have been chemically altered during this project are sampled and analyzed to establish levels of all possible Resource Conservation Recovery Act contaminates.

3.3 Contractor shall perform all required training and notifications concerning hazardous waste or materials related to contractor's activities and maintain an on-site listing of employees so trained. This listing may be reviewed by the contracting officer or his/her representative at any time during the performance of the contract.

3.4 The contractor shall be responsible for proper labeling, containerization, handling, and storage of hazardous wastes created from this project.

3.5 As required by 40 CFR, Whiteman AFB is the "generator, of all hazardous wastes originating within the confines of the installation and as such is required to certify all hazardous waste is properly prepared and shipped by signing the manifest for off site transport. All hazardous waste shipments shall be initiated by completing of a "Hazardous Waste Manifest EPA Form 8700-22 (Rev. 9-94) MDNR-HWG IO) obtainable from the Missouri Department of Natural Resources. The contractor shall be responsible for obtaining all necessary manifest forms and for proper completion of each required by this project.

3.5.1 The contractor shall obtain all manifest numbers from 509 CES/CEAN.

3.5.2 Each manifest line item must have the quantity listed on the manifest in pounds except Polychlorinated Biphenyl's (PCB’s) which shall have the quantity listed in Kilograms.

3.5.3 Each manifest line item must have supporting documentation to allow proper chemical characterization of the hazards as defined is 40 CFR and MO 10 CSR. Sampling and analysis will be required on all wastes which have been contaminated or altered during the course of this project.

3.5.4 The Contractor shall insure all hazardous wastes are moved off base only by properly licensed hazardous waste transporters and disposal facilities.

3.5.5 509 CES/CEAN shall be the only authorized agency to ship each manifest for wastes being transported off Whiteman AFB. Each shipment must be evaluated by 509 CES/CEAN for compliance with applicable environmental regulations prior to signing the manifest. The contractor shall retain the responsibility for correction

01015-4 of all discrepancies noted during the pre-transport evaluation. (Note: CEAN personnel are present only during 7:30 AM to 4:30 PM on normal working days, Monday through Friday)

4. INSPECTION LIABILITY:

4.1 The Contractor should understand that any operations on Whiteman AFB property are fully inspectable (on a no notice basis) by the Department of Defense, the Department of the Air Force, Missouri Department of Natural Resources (MDNR), Environmental Protection Agency (EPA), Occupational Health and Safety Agency (OSHA), and other federal regulatory agencies. Compliance with all requirements pertaining to this project is mandatory.

4.2 The Contractor is subject to no-notice inspections of all activities related to the project by 509 CES/CEAN (Base Environmental Element) Issues of noncompliance will be addressed directly to the Contracting Officer or his/her representative to assume rapid correction of the unsatisfactory features.

4.3 The Contractor is liable to the Air Force for any fines, penalties, or environmental assessments levied against the Air Force by any environmental regulatory agency that arise from, or relate to, the Contractor’s performance of this contract or the Contractor’s failure to perform as specified by the contract. Any such liability may result in an equitable adjustment to the contract or contract price, establishment of a contract debt, or recovery by the Government under any other judicial administrative, or contractual remedy as may be available to the Government.

EARTHWORK AND GRADING

1. SCOPE: This section covers earthwork and grading, complete.

2. GENERAL: Earthwork and grading shall consist of the preparation of the subgrade by grading and recompaction of the roadways and parking areas; excavation and preparation of subgrade for stabilized shoulders; removal of failed concrete and asphalt pavement; removal of failed subgrade and compaction of subgrade reinforcement. New aggregate roadway and parking lot surfaces shall be graded only to the extent necessary to provide smooth uniform grades per contractor’s survey and to establish a uniform crown section on roads and positive drainage on parking lots and non-standard roadway sections. Sufficient grading shall also be performed to provide uniform transitions between new and existing grades, and to construct shoulders where new curb is installed.

3. SUBGRADE PREPARATION: Existing aggregate surfaced roadway shall be shaped as shown and compacted as required.

4. COMPACTION: Materials, except materials consisting wholly or primarily of rock, and all suitable materials used in shaping, shall be compacted to at least 95 percent of maximum density.

5. TESTS specified herein shall be performed by the Contractor for quality control.

5.1 Density of the compacted material shall be measured in the field in accordance with ASTM Standard D 1556.

5.2 Tests on in-place material: The contractor shall run sufficient in-place density tests to be sure that the densities obtained are within the specified limits. The location and elevation for each test shall be carefully selected to ensure that all of the material as placed meets all requirements of the specifications. A minimum of one in-place density test shall be obtained for each 1,000 feet of fill or undisturbed soil in the subgrade.

5.3 Additional tests: Whenever there is a reason to suspect that materials do not meet the specified requirements or that the density obtained is not within the specified limits, additional tests shall be performed as directed.

6. FINISHED SURFACES AND SLOPES: The surface of all areas shall be finished to a reasonably smooth and compact surface in accordance with the contractor’s survey. Subgrade shall be smooth and loose materials developed in finishing operations shall be compacted as specified and sealed with pneumatic-tired rollers as specified in SECTION 02233: AGGREGATE BASE COURSE. The degree of finish shall be that obtainable through the use of blade graders operated by skilled workmen under favorable conditions. Hand methods of finishing will be required only at locations inaccessible to equipment. Any ruts or soft yielding spots that may appear in the subgrade and any areas having inadequate compaction shall be corrected by loosening the affected areas, removing unsuitable material and adding suitable material where required, reshaping and recompacting to the specified density. Loose rock 3 inches and larger within the limits of construction shall be removed from the finished surfaces and disposed of.

7. MAINTENANCE: The subgrades shall be maintained until subsequent work is performed thereon.

SECTION 02233

AGGREGATE BASE COURSE

1. SCOPE: This section covers aggregate base course, complete. The Contractor shall be responsible for all surveying necessary to assure proper drainage including surveying for sub-grade cuts and the total surveying and staking of base course prior to finish grading.

2. AGGREGATES shall consist of crushed stone. Aggregate shall conform to the requirements of Section 1007.2 of the Missouri Standard Specifications for Highway Construction, except as specified hereinafter.

2.1 Gradation: The aggregates shall be continuously well graded within the limits specified for one of the optional gradations in the following table:

2.2 Deleterious: Deleterious rock and shale, shall not be more than 15 percent by weight.

3. SAMPLING, QUALITY CONTROL TESTING, AND APPROVAL OF MATERIAL:

3.1 General: Tests, except as otherwise specified herein, shall be performed by the Contractor as a part of his/her quality control program. The Contractor shall obtain representative samples of the materials required for the tests.

Samples shall be taken in conformance with ASTM Standard D 75. In addition, upon request, samples shall be submitted to the Contracting Officer for Government testing.

3.2 Tests shall be performed in accordance with the following methods and test procedures.

3.2.1 Aggregate gradation: ASTM Standards C 117, C 136, and D 422. Sieves shall conform to ASTM Standard E 11.

3.2.2 Moisture content: Tests for the determination of the moisture content of the material at the time it is weighed for measurement shall be made in accordance with the procedure specified in ASTM Standard D 1557.

3.3 Production Sampling and Testing: During construction, aggregates shall be sampled and tested to determine conformance with the specifications and for measurement purposes. The Contractor shall make gradation tests on samples of aggregate at intervals not less than one test each day aggregate is delivered to the project. Tests to determine the moisture content of the aggregate shall be made as required for proper measurement of the material but not less than one test shall be made for each 500 tons of aggregate passed over the scales. Additional sampling and testing shall be performed as necessary if tests of visual inspection show the material to be marginal in either quality or gradation.

4. EQUIPMENT: All plant equipment, tools and machines used in the performance of the work shall be approved prior to commencement of work. The equipment shall be maintained in satisfactory working condition at all times.

4.1 Hauling equipment shall be pneumatic-tired vehicles with dump bodies suitable for dumping aggregates in windrows, in layers, or in spreading machines.

4.2 Compaction equipment:

4.2.1 Steel-wheel rollers shall be self-propelled type weighing not less than 10 tons. The wheels shall be equipped with adjustable scrapers. The use of a vibrating roller is optional.

4.2.2 Pneumatic-tired rollers shall be the two-axle, self-propelled or pull type, equipped with wide, smooth-tread, road-roller tires of equal size, diameter and ply rating. The tracking wheels shall have a minimum of 1/4-inch overlap, and the wheels of the roller shall be so spaced that one complete coverage equal to the rolling width of the roller is obtained with each pass. Tire inflation pressure shall be maintained uniform in all tires. The rollers shall be so equipped and shall be constructed with sufficient ballast space to develop a tire contact pressure of at least 45 pounds per square inch. The Contractor shall furnish rating data from the roller manufacturer on tire size , plies, pressure and loading required to develop a minimum tire contact pressure of 45 pounds per square inch of footprint area.

4.2.3 Tampers shall be of a mechanical type operated by either pneumatic pressure or internal combustion. They shall have sufficient weight and striking power to produce the specified compaction.

5. STOCKPILING MATERIAL: Prior to stockpiling of material, the storage sites shall be cleared and leveled by the Contractor. Aggregates shall be stockpiled on designated cleared and leveled areas and in a manner that will prevent segregation. Aggregates obtained from different sources shall be stockpiled separately.

6. PREPARATION OF SUBGRADE: Prior to constructing the aggregate base course, the subgrade shall be inspected for surface condition and adequate compaction. Irregular surface conditions and inadequately compacted areas shall be corrected before base course material is placed. Ruts or soft yielding spots that develop in the subgrade during the rolling of the base course shall be corrected by removing the base material and by recompacting the subgrade to the required density before the base course material is replaced.

7. MIXING AND PLACING MATERIALS:

7.1 Mixing: The aggregate and sufficient water to obtain sufficient compaction shall be thoroughly mixed in a stationary central plant and delivered as a combined product, or, at the option of the Contractor, the aggregates and water may be combined by rod-mix methods.

7.2 Placing: The prepared base material shall be weighed and hauled to the project in trucks numbered and labeled so that correct weights and distribution of materials delivered may be determined at anytime. No hauling of material will be permitted when weather or other conditions are such that hauling operations will cause damage of the road surface. The material shall be uniformly spread in a layer, or successive layers, of such depth that when compacted, the base course will have the thickness shown on the drawing.

8. COMPACTION: The aggregate base course shall be compacted with steel wheel rollers and pneumatic-tired rollers to obtain 100 percent of CE 55 Density. Density shall be field measured in accordance with ASTM D 1556.

Water content shall be maintained at or slightly above optimum during compaction. In all places not accessible to the rollers, the mixture shall be compacted with mechanical tampers. Compaction shall continue until additional rolling shows no evidence of further compaction.

9. MAINTENANCE: The Contractor shall maintain the aggregate base course in a satisfactory condition until the completed work is accepted.

10. SCALES AND WEIGHHOUSE:

10.1 Scales shall be standard truck scales and of sufficient size and capacity to accommodate all trucks used in hauling material. Scales shall be tested, approved, and sealed by an inspector of the State Inspection Bureau charged with scales inspection.

10.2 Weighhouse shall be weatherproof and shall be constructed in a manner that will adequately protect the recording devices of the scales.

11. MEASUREMENT AND COMPUTATION OF QUANTITIES:

11.1 Measurement: Aggregate base course shall be weighed. In lieu of weighing on scales previously described, weighing may be done on public or other scales which have been approved by the Contracting Officer and certified by the State where the scales are located. Waybills and /or delivery tickets, signed by a public or bonded weighmaster, shall be submitted during the progress of the work and shall be submitted only for the materials actually used in the work.

11.2 Computation of quantities will be based on the waybills and delivery tickets submitted. The quantities of aggregate base course will be computed in tons (2,000 pounds). Deduction will be made for moisture in excess of one percentage point over optimum moisture. The quantity of aggregate base course will be rounded off to the nearest 0.1 ton.

12. MILLINGS AND GOVERNMENT RETAINMENT:

12.1 Millings continue to be government assets and shall be hauled to a pre-determined location, on by the contractor.

2. PAYMENT: Payment shall be in accordance with the percentage of completion per contract progress reports.

Invoicing shall be one time per month.

3. DELIVERY, STORAGE, AND HANDLING

3.1 Delivery and Storage: Materials delivered to site shall be inspected for damage, unloaded, and stored with a minimum of handling. Materials shall not be stored directly on the ground. The inside of pipes and fittings shall be kept free of dirt and debris. Gasket materials and plastic materials shall be protected from exposure to the direct sunlight over extended periods.

3.2 Handling: Materials shall be handled in such a manner as to insure delivery to the trench in sound, undamaged condition. Pipe shall be carried to the trench, not dragged.

4. PIPE FOR CULVERTS AND STORM DRAINS

4.1 Reinforced Concrete Pipe: Reinforced concrete pipe shall conform to the following ASTM Standard and be of the minimum strength designated herein or such higher strength as may be required by the Plans or Special Provisions. ROUND PIPE: ASTM C-76, Class IV Wall B unless otherwise specified, concrete and reinforced concrete shall conform to the requirements for 5,000 psi concrete under Section 03300:. The concrete mixture shall have air content by volume of concrete, based on measurements made immediately after discharge from the mixer, of 5 to 7 percent when maximum size of coarse aggregate exceeds 1-1/2 inches. Air content shall be determined in accordance with ASTM C 231. The concrete covering over steel reinforcing shall not be less than 1 inch thick for covers and not less than 1 1/2 inches thick for walls and flooring. Concrete covering deposited directly against the ground shall have a thickness of at least 3 inches between steel and ground. Expansion-joint filler material shall conform to ASTM D 1751, ASTM D 1752, or ASSHTO M 33, or shall be resin-impregnated fiberboard to the physical requirements of ASTM D 1752.

5. MANHOLES AND INLETS: Construction shall be of reinforced concrete. Reinstall existing frames and covers of gratings and furnish and install steps where indicated.

5.1 Mortar: Mortar for pipe joints, connections to other drainage structures, and brick or block construction shall conform to ASTM C 270, Type M, except the maximum placement time shall be 1 hour. The quantity of water in the mixture shall be sufficient to produce a stiff workable mortar but in no case shall exceed 0.45 gallons of water per sack of cement. Water shall be clean and free of harmful acids, alkalies, and organic impurities. The mortar shall be used within 30 minutes after the ingredients are mixed with water. The inside of the joint shall be wiped clean and finished smooth. The mortar on the outside shall be protected from air and sun with a proper covering until satisfactorily cured.

5.2 Precast Reinforced Concrete Manholes: Precast reinforced concrete manholes shall conform to ASTM C 478 or AASHTO M 199. Joints between precast concrete risers and tops shall be made with flexible water tight, rubber-type gaskets meeting the requirements of paragraph 5.7 “FLEXIBLE WATERTIGHT JOINTS”.

5.3 Frame and Cover or Gratings: Frame and cover or gratings shall be cast gray iron, ASTM A 48 or AASHTO M 105, Class 35B; cast ductile iron, ASTM A 536, Grade 65-45-12; or cast aluminum, ASTM B 26, Alloy 356.0T6.

Reinforced concrete shall conform to the requirements of Section 03300 CONCRETE FOR CURB AND GUTTER, 02430-4

SLABS, DROP INLETS AND DRIVEWAYS. Weight, shape, size, and waterway openings for grates and curb inlets shall be as indicated on the plans. Proof load test, test bars, and certification shall be provided for any component which must support a structural live load.

5.4 STEEL LADDERS (if called for on the plans): Steel ladders shall be provided where the depth of the manhole exceeds 3.0 feet. These ladders will be not less then 16 inches in width with 3/4-inch diameter rungs spaced 12 inches apart. Ladders shall be adequately anchored to the wall by means of steel inserts spaced not more than 6 feet apart vertically and shall be so installed as to provide at least 6-1/2 inches of space between wall and inside of rungs.

The ladders and inserts shall be galvanized after fabrication in conformance with ASTM A 123. The wall along the line of the ladder shall be vertical for its entire length.

5.5 Cement-Mortar Tongue-and Groove Joint: The first pipe shall be bedded carefully to the established gradeline with the groove upstream. A shallow excavation shall be made underneath the pipe at the joint and filled with mortar to provide a bed for the pipe. The grooved end of the first pipe shall be carefully cleaned with a wet brush, and a layer of soft mortar applied to the lower half of the groove. The tongue of the second pipe shall be cleaned carefully with a set brush; while in horizontal position, a layer of soft mortar shall be applied to the upper half of the tongue.

The tongue end of the second pipe then shall be inserted in the grooved end of the first pipe until mortar is squeezed out on interior and exterior surfaces. Sufficient mortar shall be used to fill the joint completely and to form a bead on the outside. The cement mortar, finish, and protection of joints shall be described herein.

5.6 Plastic Sealing Compound Joints for Tongue-and Grooved Pipe:

5.6.1 Materials: Design of joints and physical requirements for preformed plastic sealing compound shall conform to TS SS-S210.

5.6.2 Installation: Sealing compounds shall follow the recommendation of the particular manufacturer in regard to special installation requirements. Surfaces to receive lubricants, primers, or adhesives shall be dry and clean.

Sealing compounds shall be affixed to the pipe not more than 3 hours prior to installation of the pipe, and shall be protected from the sun, blowing dust, and other deleterious agents at all times. Sealing compounds shall be inspected before installation of the pipe, and any loose or improperly affixed sealing compound shall be removed and replaced. The pipe shall be aligned with the previously installed pipe, and the joint pulled together. If, while making the joint with mastic-type sealant, a slight protrusion of the material is not visible along the entire inner and outer circumference of the joint when the joint is pulled up, the pipe shall be removed and the joint remade. After the joint is made, all inner protrusions will be cut off flush with the inner surface of the pipe.

5.7 Flexible Watertight Joints:

5.7.1 Materials: Flexible watertight joints shall be made with plastic or rubber-type gaskets for concrete pipe and with factory-fabricated resilient materials for clay pipe. The design of joints and the physical requirements for plastic gaskets shall conform to AASHTO M 198, and rubber-type gaskets shall conform to ASTM C 443 or AASHTO M 198. Factory-fabricated resilient joint materials shall conform to ASTM C 425. Gaskets shall have not more than one factory-fabricated splice, except that two factory-fabricated splices of the rubber-type gasket are permitted if the nominal diameter of the pipe being gasketed exceeds 54 inches.

5.7.2 Requirements: Watertight joints shall be field tested. Gaskets or jointing materials shall meet the low-temperature flexibility requirements of FS HH-G-156. Alternate types of watertight joint may be furnished if specifically approved.

5.7.3 Installation: Gaskets and jointing materials shall be as recommended by the particular manufacturer in regard to use of lubricants, cements, adhesives, and other special installation requirements. Surfaces to receive lubricants, cements, adhesives shall be clean and dry. Gaskets and jointing materials shall be affixed to the pipe not more than 24 hours prior to the installation of the pipe, and shall be protected from the sun, blowing dust, and other deleterious agents at all times. Gaskets and jointing materials shall be inspected before installing the pipe; any loose or improperly affixed gaskets and jointing materials shall be removed and replaced. The pipe shall be aligned with the

02430-5 previously installed pipe. If, while the joint is being made the gasket becomes visibly dislocated the pipe shall be removed and the joint remade.

6. EXCAVATION FOR PIPE CULVERTS, STORM DRAINS, AND DRAINAGE STRUCTURES

6.1 Trenching: The width of trenches at any point below the top of the pipe shall be not greater than the outside diameter of the pipe plus 8 inches to permit satisfactory jointing and thorough tamping of the bedding material under and around the pipe. Sheeting and bracing where required shall be placed within the trench width as specified. Care shall be taken not to overexcavate. Where trench widths are exceeded, redesign with a resultant increase in cost of stronger pipe or special installation procedures shall be necessary. Cost of this redesign and increased cost of pipe or installation shall be borne by the Contractor without additional cost to the Government.

6.2 Removal of Rock: Rock in either ledge or boulder formation shall be replaced with suitable materials to provide a compacted earth cushion having a thickness between unremoved rock and the pipe of at least 8 inches or 1/2 inch for each foot of fill over the top of the pipe, whichever is greater, but not more than three-fourths the nominal diameter of the pipe. Where bell-and-spigot pipe is used, the cushion shall be maintained under the bell as well as under the straight portion of the pipe.

6.3 Removal of Unstable Material: When unstable soil is encountered and won’t support the pipe, such material shall be removed to the depth required and replaced to the proper grade with select granular material, compacted per AASHTO references in PART I-GENERAL. When removal of unstable material is due to the fault or neglect of the Contractor in his performance of shoring and sheeting, water removal, or other specified requirements, resulting material shall be excavated and replaced.

6.4 BEDDING: The bedding surface for the pipe shall provide a firm foundation of uniform density throughout the entire length of the pipe. When no bedding class is specified or detailed on the drawings, concrete and asbestos-cement pipe shall be bedded carefully in a soil foundation accurately shaped and rounded to conform to the lowest one-fourth of the outside portion of circular pipe or to the lower curved portion of…
