FA462524Q1008 Refuse Services

Q1. Can the government add a line item for Phase In / Phase Out, as the new contractor will need a period of time to distribute containers and transfer service.

A1. There will not be a phase in/phase out period. See A2

Q2. I don’t see any timeline provided the government for the transition period to place containers on the base as the location identified. Will the government provide 45-60 days transition period to allow the contractor (besides the incumbent) to successfully purchase, accept and place all containers on the base? Due to the logistic requirement, it is necessary for this timeline to receive all containers prior to start of contract.

A2. The Government acknowledges the timeline, as it appears, is compressed. The

Government’s intent is to make notification of award with a delayed start date to allow the apparent awardee time to procure containers. There will not be an overlap of services.

Q3. The Price Schedule states that the start date is January 1, but the synopsis states approximately January 30. Can the Government clarify the estimated start date?

A3. Start date has been removed from the Price Schedule v2.

Q4. If there is less than 6 weeks between the award date and the start date, does the government have a plan for the incumbent to continue to service the AFB until a potential new contractor can roll out bins and begin service?

Q5. What size are the common use receptacles, how many are there, what size are they and what is the service frequency?

A5. The estimated workload data (Table 1) of the PWS identifies an annual estimate of 180 servicing of the approximately 36-gallon common use receptacles. There are 15 receptacles which shall be emptied and the liner replaced before their capacity is exceed which is estimated to be once monthly (on average) which approximates at 180 times per year (15 x 12 = 180). The

Price Schedule estimate of 13 was a typographical error and has been corrected. An updated

Price Schedule is posted with this Q&A Amendment.

Q6. Can the Government confirm that all common use receptacles are government-furnished as stated in the PWS?

A6. Yes, the common use receptacles are Government furnished.

Q7. CLIN X003 states there are 13 per month for the common use receptacles and a quantity of

180. Does this mean there are 13 receptacles? Could the Government consider changing this

CLIN to a monthly price based on the stated quantity and service frequency?

A7. See A3. Yes, this is an error on the Price Schedule. This change is reflected in the new Price

Schedule posted with this Q&A Amendment.

Q8. Table 3 says there are 7 permanent roll-offs. Is CLIN X002 to be used for those as well as for special request roll-offs? Could the Government consider separating service for the permanent roll-offs into a separate CLIN as the unit costs for these are different. Servicing a permanent roll-off is a "swap" (i.e., 1 trip) and a special request requires a delivery and a pick up (i.e., 2 trips).

A8. The Price Schedule has been edited to accommodate this request. See v2 of the Price

Schedule with Amendment 2.

Q9. If vehicles are being weighed when entering and exiting the base, and thus a calculation of only Whiteman AFB waste can easily be determined for billing purposes, is it really necessary for vehicles to also be empty of other waste before entering the base? Is there a scale on base to weigh in and out?

A9. There is not a scale on base for use. Vehicles need to be empty when entering base for security/inspection purposes and will not be able enter base loaded.

Q11. 2.2.2 Government-Approved Containers: Are there any requirements for the style of frontend loader 6CY / 8CY containers to be provided such as flat-top with side doors or slant-top without side doors?

A11. The existing containers on base are 2-8 CY some dumpsters are wheeled, and some are not. They are rear load dumpsters via a cable and pivot forward for release from the top of dumpster. The only specific requirement is the food waste containers having self-closing/animal resistant lids.

Q12. Table 1: Special Event Container Placements: Will special events require only 30CY open-top roll-offs containers or will 8CY frontend loader containers be needed also?

A12. Special event containers can be other sizes. Paragraph 2.1.4. of the PWS calls out use of a

20/30/40 CY roll-off container.

Q13. Table 1: Special Event Container Placements: Historically, how many containers are needed at one time for the largest special event?

A13. Historically, six special event containers were the most needed at one time.

Q13. I don’t see a mention of type of containers required for 2-8 yard containers. Assuming rear type containers with wheels and lids are sufficient.

A13. Paragraph 2.2.2 states Contractors shall submit proposed containers with their quotes for evaluation by the Government.

Q14. What was the award amount for the current contract?

A14. $989,953.36

Q15. Who is the current contractor? What are the changes in the PWS requirements compared to the current contract in place?

A15. Allied Services, LLC., in Warrensburg is the current contractor. The Government shall not provide a comparison of previous requirements documentation. Quotes shall be submitted on the current solicitation package FA462524Q1008 requirements (including any and all Amendments) posted on SAM.gov.

Q16. Is the scope of work for this solicitaiton the same as the previous solicitation or are there additions/deletions/changes?

A16. See A15.

Q17. As we are in the holiday schedule, can the contractor provide recent CPARS instead of completed questionnaires if the contractor cannot reach their COR’s due the their availability.

A17. The Government will pull CPAR directly from the database. It is not desirable to receive a copy of CPAR from the Contractor.
