1. Requirement

1.1 Background. Whiteman Air Force Base (WAFB) generates solid municipal waste. A Government Contractor currently provides waste collection services.

1.2 Scope. The Contractor shall provide all supervision, personnel, equipment, tools, transportation, travel, materials, supplies, and labor to collect solid waste on Whiteman Air Force Base, Missouri, as defined in this Performance Work Statement (PWS). The Contractor shall, at all times, maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the work force are essential. Refuse services performed under this contract have been determined to be an essential contractor service and a mission-essential function.

2. Contractor Responsibilities

Integrated Solid Waste Management

2.1 Task 1: Refuse Collection Requirements

2.1.1 Commercial Municipal Waste (CLIN X001). Empty dumpsters for the first 30 days based on historical data of performance or at least weekly before capacity is exceeded. The Contractor may propose adjustments to the schedule at any time but at a minimum the Contracting Officer’s Representative (COR) and Contractor shall monitor fill capacities during the first 30 days of performance and during one other period to be agreed upon during the same performance period. No changes are allowed to the schedule or haul route without COR coordination and Contracting Officer (CO) approval. Historical frequency tables are located at Table 2.

2.1.2 Food Waste (CLIN X001). Empty containers used to dispose of food waste daily (on days when the serviced facility is in operation). Food waste containers will have self-closing/animal resistant lids. Food waste containers and pickup days are identified in Table 2.

2.1.3 Roll-off Requests (CLIN X002). The Contractor shall provide 20, 30, or 40 cubic yard (CY) containers (roll-offs) or re-position existing smaller CY containers as directed for general use or special events. Containers and debris disposal containers shall be placed in locations for a length of time designated by the CO or COR. The CO or COR shall notify the Contractor in advance of the event date. Contractor shall place containers at least within 48 hours of notification or at arranged date when advanced notice is given. See Tables for estimated workload data.

2.1.4 Public/Common Use Receptacles (CLIN X003). Contractor shall empty, collect, and dispose of all waste and replace liners in Government furnished containers before their capacity is exceeded.

2.1.5 Special Waste (CLIN X004). Contractor shall provide one approximately 2 cubic yard closed container and place it at Building 114 for “Special Waste”. Container shall be emptied on a weekly basis. The Special Waste will consist of absorbent mats, rags, and booms that have petroleum products, such as hydraulic fluids, brake fluids, diesel fuel, and Jet A. There will be no free liquids and all wastes will be bagged prior to placement in the container. The 509 CES Environmental Element will generate and sign a Special Waste profile as required by the solid waste contractor and the accepting landfill. This Profile(s) shall be attached to the container and coordinated with the accepting landfill.

2.2 Task 2: Container Requirements

2.2.1 Cubic Yard Capacity. Containers will be appropriately sized for the facility and frequency of collection. During the contract performance period, the Government reserves the right to add, delete, or change collection points and number of containers to meet changing requirements. Proposed capacity of containers is indicated in Table 2. The Contractor is encouraged to identify changes to the capacity of containers and/or pickup frequency to improve the overall efficiency of solid waste collection. Submit recommended changes to the CO and COR. No changes shall be made until the proposed change is approved by the CO.

2.2.2 Government-Approved Containers. Collection of refuse in all areas shall be from Contractor provided containers. Containers shall be submitted with proposal for evaluation. All containers shall be between the sizes of two to eight yards having attached covers. Color shall be dark brown, Fed Spec 20059 to match base color scheme and present no advertisement. Large open top containers (i.e., 20-30-40 yards) shall be covered for transporting prior to vehicle movement. Contractor shall be responsible for any solid waste blowing out or leaving the container during transport.

2.2.3 Container and Collection Area. The Contractor shall return commercial municipal waste containers to their original location after servicing in an upright position with the lids securely in place (closed). The Contractor shall be responsible for keeping collection areas free of waste and debris. The Contractor is responsible for cleaning up any spills, debris, etc., on the ground within a 10-foot radius of the container when servicing a location. The Contractor shall notify the COR of locations where debris is frequently placed outside of containers so the COR may notify facility managers and, if necessary, the Contractor can adjust the container size or pickup frequency with COR concurrence and CO approval.

2.3 Task 3: Disposal Requirements

2.3.1 Disposal and Reimbursement (X005). The Contractor shall transport and dispose of all municipal solid waste (MSW) at a permitted, off-base disposal site. A copy of the landfill(s) operating permit shall be provided to the CO with proposal and updated copies provided upon change throughout the term of the contract. The Contractor is responsible for disposal in accordance with (IAW) existing local, state, and federal regulations. The Contractor shall be

Refuse Services November 16, 2023 Page 5 of 19 responsible for any permit or fees associated with the use of off-base disposal locations. Invoice landfill tipping fees to CLIN X005 for reimbursement.

2.3.2 Route Parameters. Access to the base shall be via LeMay (south) Gate or, prior to 0600, the Spirit (west) Gate. Collection shall be made between the hours of 0600 and 1800 hours.

Collection outside these hours shall require prior coordination with at least 24 hours’ notice to the CO or COR. The Contractor shall establish initial vehicle routes and collection schedules to be submitted to the CO fifteen calendar days after contract award with updates as necessary throughout the term of the contract. The Contractor shall submit any recommended route changes or additions to the COR no later than five calendar days prior making a change. The CO must approve the changes. The Contractor is responsible to ensure route drivers are familiar with the routes and pickup schedule. The COR shall coordinate with the Contractor to schedule pick-ups when materials become excessive at points of collection (see Tables 2 and 3).

2.3.3 Pick-up route and schedule. The Contractor is responsible for determining an efficient base pick-up route and schedule per the information provided in Table 2 and Attachment 1 – Base Map. The proposed route and schedule will need to be approved by the COR and CO. Any changes/updates to the established route/schedule after award must be coordinated at least five days in advance of proposed change and approved in writing by the COR or CO.

2.3.4 Weighing of Vehicles. Incoming and outgoing vehicle weights shall be recorded on weigh tickets. Vehicles shall be dedicated to collecting waste from the commercial areas of the base to allow for accurate accounting of those waste streams. Waste from other entities (base housing, off-base, etc.) shall not be hauled at the same time or in the same vehicle as waste from the commercial base. Weight tickets shall only reflect weight of waste collected from commercial base locations as detailed in Table 2.

2.4 Task 4: Equipment Maintenance Requirements

2.4.1 Container Maintenance. Containers shall be maintained by the Contractor to ensure proper working conditions are met to include cleanliness, paint, holes, rust, odor, covers, and doors. Re-painting must match the approved color scheme. The Contractor shall furnish replacement containers prior to removal for cleaning, painting, or repair to ensure that collection stations have adequate containers. Maintenance shall be performed at an off-base location.

2.4.2 Container Cleaning. Cleaning shall include thoroughly washing containers with steam, soap, or detergents and water. Bulk containers used for food waste shall be cleaned at least monthly and annotated on Monthly Service Report (MSR). The Contractor shall furnish replacement containers prior to removal for cleaning to ensure that collection stations have adequate containers. Maintenance shall be performed at an off-base location.

2.5 Task 9: Safety

2.5.1 Compliance with DoDI 6055.04 DOD Motor Vehicle and Traffic Safety, AFI 91-202 The US Air Force Mishap Prevention Program, AFI 91-207 The US Air Force Traffic Safety Program, DAFMAN 91-203 Air Force Occupational Safety, Fire and Health Standard, NFPA, OSHA, Title 29 CFR, Occupational Safety and Health Act, and other laws and regulations for the protection of employees is exclusively the obligation of the Contractor and shall be monitored by the appropriate Government agencies.

2.5.2 Environmental and Health. The Contractor shall follow NFPA Life Safety Code and take necessary actions to avoid conditions that may be hazardous to health and safety of base personnel. Any apparent conflict between compliance and the above information and satisfying the requirements of the contract shall be brought to the immediate attention of the CO/COR for resolution, prior to the performance of the work in question.

2.5.3 Spill Response. The Contractor is responsible to report and promptly cleanup all spills in a manner consistent with current environmental regulations, in the event it is necessary to utilize Government materials, equipment, or personnel to clean up a Contractor caused spill, the Contractor shall be required to reimburse the Government of all associated costs. The Contractor shall immediately report the incident to the Base Fire Department, CO, and the COR.

2.6 Task 10: Administration

2.6.1 Plans. All plans, procedures, instructions, etc., unless otherwise noted, shall be submitted to the CO and COR for approval within 30 calendar days of contract award, within 30 days of beginning of an option year, and at any time changes or updates are necessary. Plans will be approved by the COR and the CO and signed by both the CO and the Contractor within 45 days of receipt. If disapproved or returned for revision, the Contractor will have 15 calendar days to correct the discrepancies from the date of return. Approved plans and procedures shall be instituted upon approval.

2.6.2 Mission-Essential Contractor Services Plan (MECSP). Refuse services (only) performed under this contract have been determined to be an essential contractor service and a mission-essential function. Contractors providing services designated as essential contractor services shall be prepared to continue providing such services during periods of crisis. The MECSP shall follow the guidelines in DFARS 252.237-7023(c) and DFARS 252.237-7024(b) to prepare a written plan, at a minimum, addressing clauses and provision items.

2.6.3 Quality Control (QC): The Contractor shall develop and maintain an effective QC Plan (QCP) to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor’s QCP is the means by which it assures itself that its work complies with the requirements of the contract. As a minimum, the Contractor shall develop QC procedures that address the areas identified in Technical Exhibit 1, Service Summary (SS). A final QCP shall be submitted to the CO NLT 30 days after contract award. After acceptance of the QCP, the contractor shall obtain the CO’s acceptance in writing of any proposed changes to its QCP.

2.6.4 Reports and Records. All reports and records, etc., unless otherwise noted, shall be submitted to the COR by the fifth calendar day of each month. If these reports or records, or any portion thereof, are disapproved or returned for revision, the Contractor shall have two calendar days to correct the discrepancies from the date of return.

2.6.5 Monthly Reports. The Contractor shall provide electronic monthly reports submitted to the CORs by the fifth calendar day of each month. Format for the report shall be coordinated with the CO and CORs. The Contractor’s Monthly Status Report (MSR), shall indicate the progress of the work, status of the program, and of assigned tasks. This report shall include information relating to accomplishments, existing or potential problem areas, and proposed action to resolve the problems. The content of the report shall be free from grammatical, spelling, and factual errors. The Contractor shall include the MSR and bills of lading with each invoice submitted for payment by the fifth calendar day of each month. The Contractor shall submit tare and net weight tickets and shall include the associated building number with the monthly invoice. The Monthly Status Report (MSR) shall provide:

• weight tickets reflecting disposed tonnage figures, date of disposal, type of vehicle, and cost of landfill tipping fees

• roll-off weight tickets reflecting building number, disposed tonnage figures, date of disposal, type of vehicle, and cost of landfill tipping fees

2.6.6 Invoicing. The Contractor shall submit a full and complete invoice in Wide Area Workflow (WAWF) within 30 days of service. The invoice description in WAWF shall include the date(s) the service was provided. Deliverables are due at time of invoice. Invoice will not be paid without deliverables.

3. Government Responsibilities

Government Provided Training. Airfield driving training is provided by 509 CES and requirements may change during the duration of this contract. If airfield driving training requirements change during the contract period, the Contractor shall adhere to the new requirements. The Contractor shall coordinate airfield driving qualified escorts prior to coming to the installation if training requirements have not been obtained. Vehicle operators and employees entering the PL-2 area for purpose of collection shall be US citizens. Non-US citizens are not provided clearance for this area.

4. Quality Control/Quality Assurance

4.1 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The CO, CA, COR, and other Government personnel, as appropriate, may meet periodically with the Contractor as a multi-function team (MFT) to review contract performance. At these meetings, the CO will apprise the Contractor of how the Government views the Contractor's performance and the Contractor will apprise the Government of problems or issues, if any, being experienced. Appropriate action

Refuse Services November 16, 2023 Page 12 of 19 shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the Government. Meetings may be held in person, by conference call, or by email. Typically, these meetings are held quarterly but may be held more often as deemed necessary.

4.2 COR Surveillance with Quality Assurance Surveillance Plan (QASP): The Government will evaluate the Contractor’s performance under this contract in accordance with the QASP.

This plan is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR is the primary contact for surveillance and contract performance. The COR does not have the authority to make any contract changes or authorize additional work.

4.3 Customer Complaints. All COR or CO substantiated customer complaints shall require services to be re-performed, if applicable, as soon as possible after notification, but prior to the next service period. Re-performance however does not eliminate the customer complaint and it still applies against the Contractor’s performance threshold. If the Contractor challenges the validity of the complaint and the COR and Contractor cannot come to agreement, the customer complaint will be forwarded to the CO for resolution. Customer complaints will be tracked and if the performance threshold is exceeded, action will be taken by the CO IAW the applicable inspection/acceptance clause.

4.4 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the Contractor when the CM is absent, shall be designated in writing to the CO. The CM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the CO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the Contractor.

TECHNIAL EXHIBIT 1: Service Summary (SS)

This Services Summary (SS) includes performance objectives the Government will use to determine Contractor performance and will compare Contractor performance to the Acceptable Quality Level (AQL). For those tasks listed on the SS the COR or evaluators will follow the methods of surveillance specified in this contract. Government surveillance of tasks not listed in the SS, or by methods other than those listed in the SS, or as prescribed by regulation may occur during the performance period of this contract. All surveillance will be done according to standard inspection procedures or other contract clauses. Government personnel will record all surveillance operations and will maintain a file of all inspection results. Successive months of unacceptable performance for any Performance Standard item may result in appropriate action by the CO IAW regulations and contract clauses.

COR/GSME Surveillance with Quality Assurance Surveillance Plan (QASP). The Government, through the COR, shall periodically evaluate the Contractor’s work performance in accordance with the specific contract performance requirements. The Government will evaluate the Contractor’s performance under this contract in accordance with the Services Summary. The Services Summary is primarily focused on what the Government will do to ensure that the Contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s). The COR and/or GSME is the primary contact for surveillance and contract performance. The COR and/or GSME does not have the authority to make any contract changes or authorize additional work only a Government appointed Contracting Officer has the authority to do so.

5. General Information

5.1. This PWS shall serve as general guidance and performance objectives as required by the Government. Unmentioned tasks shall not limit the Contractor’s obligation to conform to all federal, state, and local regulations/laws, to include safety and environmental, IAW standard industry and commercial practice.

5.2. Document Formats. Documents, plans, reports, etc., will be provided electronically using Microsoft Office products (compatible with Office 365) to the CO/CA and COR, unless forms already exist in Adobe Acrobat PDF format. Errors shall be corrected within two business days of notification.

5.3. Travel and Transportation. The Contractor is responsible for mobilization of personnel and equipment to and from all individual facilities including all shipping, delivery of materials, loading and offloading of materials, tools, and necessary equipment, including storage, to perform the required activities to accomplish the PWS.

5.4. PoP. The Period of Performance (PoP) shall be one base year of 12 months and four 12-month option years for a total period of five years. Extensions up to six months at the end of this period of performance may be determined to be in the best interest of the Government. See FAR 52.217-8. The award document will call out the PoP and is the definitive performance period.

5.6. Base Access. See FAR 52.204-9. The Contractor shall comply with all applicable Whiteman AFB or facility access requirements along with local security policies and procedures, which may be obtained from the COR. The Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Security Forces at no expense to the Contractor. The Contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Headquarters Department of the Air Force, and local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes. The installation Commander has the right to deny access and access credentials based on information obtained during identity vetting that indicates the individual may present a threat to the good order, discipline, and morale of the installation.

5.6.1. Occasionally, it is necessary to require early release of Whiteman AFB personnel, late reporting, or a total base closure when weather conditions make normal travel unsafe.

When weather conditions cause one of the above situations, Contractor personnel will be denied access to the base, unless they have been notified that their contract service has been determined essential. Occasionally, real world situations or exercises may prohibit base access or ability to remain on base. Work scheduled but not accomplished because of base closure due to weather, exercise, or actual alert will be accomplished as soon as possible after reopening of the base. In the instance of a prolonged base closure, the Contractor shall work under direction of the COR.

5.6.2. Unscheduled Gate Closures: As determined by the Security Police, gate closures may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by Contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

5.7. Base Access Requirements. The Contractor will be provided an Entry Authorization List (EAL) package for completion and return to the COR as soon as possible after award. This requirement must be returned at least two weeks prior to required access date. Contractor shall contact the COR for EAL updates. The Contractor shall retrieve and turn in to the COR all identification media (including vehicle passes) from its employees who depart employment for any reason. The escort for PL-2 area will be provided by the Government at no expense to the Contractor.

5.8. Background Investigation Requirements: All contractor and subcontractor personnel must consent to Missouri Uniform Law Enforcement System (MULES) background checks. Refuse Services November 16, 2023 Page 18 of 19 is allowed. Contractor and subcontractor personnel who do not consent to a MULES check will be denied access to the installation. Information required to conduct a MULES check includes full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire.

The Contractor shall ensure immediate compliance with all instructions regarding background investigation processing, including those provided verbally, by e-mail, or via a Government system. The Contractor is cautioned that the entire process from submittal to return may routinely take from two to six weeks and shall factor this lead-time into its hiring/placement process. All employees shall have the Contractor pass in their possession at all times when on base.

5.9. Identification of Contractor Employees. All Contractor personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The Contractor shall ensure that all documents or reports produced by Contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The Contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities.

5.10. Contractor Required Identification. All Contractor personnel shall be required to obtain and wear badges or Contractor specific clothing (hat, shirt, jacket, etc.) in the performance of this contract. The badges or clothing shall have the company name, employee name, and the word “Contractor” displayed prominently and in a visible location.

5.11. DBIDS ID Return: The Contractor shall return all identification media (i.e., badges and vehicle pass) to the Government within 14 days of an employee’s departure or upon immediate request of the Government if identification is required for particular one-time or case-by-case access.

5.12. Vehicles

4.4.1 All vehicles used in the performance of this contract shall be in an operable condition and meet the federal, state, and local safety and licensing requirements. Vehicles found to be unsafe and unable to function as designed, shall be removed from the installation at Contractor’s expense. The CO/CA and/or COR may inspect the Contractor’s vehicle(s) at any time and direct the removal of any unsafe or objectionable vehicle from the installation. Vehicles must be operated in accordance with base rules and regulations while on the base. The Contractor shall maintain all vehicular equipment used under this agreement in good repair, safe to operate, and in a clean condition. Should any contractor vehicle or equipment have any leaks, the Contractor is responsible for cleanup. The Contractor’s name shall be displayed prominently on each contractor-owned vehicle.

5.12.1. Vehicle POV Pass is required prior to operating on the airfield. The contract will submit to the COR on company letterhead a list of all drivers and vehicles that require access to the airfield annually. The Contractor’s vehicle shall have the company name prominently displayed on both sides of the vehicle and be maintained to present a clean, professional appearance free of Foreign Object Debris.

5.12.2. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice. The Contractor shall not be entitled to any compensation for delays or expenses associated with these delays.

5.12.3. Two-Way Radios. The base communications authority must approve the use of two-way radios. Request for use detailing proposed equipment, operating frequencies, and other particulars shall be submitted in writing to the COR. Vehicle mounted communications equipment shall conform to all applicable federal and base regulations.

5.13. Installation Regulations: The Contractor’s employees shall become familiar with and obey the regulations of the installation; including fire, traffic, safety, and security regulations. The Contractor is responsible at all times for the health, welfare and safety of their staff and employees IAW all applicable federal, state and local regulations. Contractor employees should only enter restricted areas when required to do so and only upon prior approval. All contract employees shall carry proper identification with them at all times and shall be subject to such checks as may be deemed necessary. The Contractor shall ensure compliance with all regulations and orders of the installation that may affect performance. The Government reserves the right to direct the removal of an employee for misconduct or security reasons. Removal of contract employees for reasons stated above does not relieve the Contractor from responsibility for total performance of this contract.

5.14. Communications Security / Information Technology (COMSEC/IT) Security: All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the Contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The Contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information.

5.15. Any radioactive material or class 3B lasers must be coordinated with the Installation Radiation Safety Officer, 509th Bioenvironmental Engineering, prior to bringing the equipment on base.
