"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation FA462520Q1021 is being issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-02, Defense Acquisition Circular 20190531 and Air Force Acquisition Circular 2019-
This procurement is a 100% Small Business Set Aside. The applicable North American Industry Classification System (NAICS) Code is 333924. The Small Business Size Standard is 750 employees.
Paper copies of the RFQ will not be made available. Quotes can be e-mailed to the following e-mail address: 509cons.sollgcb@us.af.mil to the attention of TSgt Bohnenstingel. E-mailed quotes using file compression, such as .zip, will not be accepted. NOTE: Quotes must be received by 7 February 2020, 2:00 PM CST in order to be considered for award; late quotes will not be considered for award.
Prospective offerors must be registered and active in the System for Award Management (SAM) (www.sam.gov) by the closing date of this solicitation in order to be eligible for award. All responsible sources may submit a quote which, if timely received, will be considered by this agency. Evaluation for this acquisition shall be based on a Lowest Price Technically Acceptable (LPTA). Offerors submitting “or equal” items shall provide manufacturer data supporting “or equal” claim. A site visit will not be provided.

ADDENDUM 52.212-2 Evaluation
(a) The Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be based on lowest price technically acceptable (LPTA). The evaluation process will be as follows:
1. Initially offerors will be given a Technical Rating of ACCEPTABLE or UNACCEPTABLE based on: (i) Specification Drawings and (ii) Completion Date. Offerors with an unacceptable rating on this factor will not be considered for award.
(i) Specification Drawings: Contractor shall provide drawings or graphics renderings to include measurements for the trailer dimensions (internal and external) with any deviations stated (i.e.
height, width, length, etc.). The Government will evaluate the documents and determine if they meet the minimum needs outlined in the Statement of Work (Atch 1) & Trailer Drawings (Atch 3).
(ii) Completion Date: The completion date is for all fully functional trailers delivered within 180 calendar days from the date of contract award. A performance schedule shall be submitted with the proposal to include at a minimum, but not all inclusive, the manufacture completion date, tools installation completion date and delivery date. The Government will evaluate the performance schedule and the overall period of performance. The minimum standard of acceptability is performance within 180 calendar days.
2. Offers that have been determined technically acceptable will then be evaluated on Price.
Price: Offerors will be evaluated on the total price, the extended amount of all three line items.
