STATEMENT OF WORK
FOR
LIME SLUDGE REMOVAL & DISPOSAL
Whiteman AFB, Missouri
January 5, 2018
1. GENERAL
1.1. DESCRIPTION AND SCOPE OF WORK. The contractor shall provide all labor, equipment, tools, supplies, tanks, vehicles, and permits (required by the State of Missouri and
Environmental Protection Agency (EPA)) to perform all operations necessary for removal and disposal of thickened waste sludge from the Water Treatment Facility located on Whiteman
AFB, MO, in strict accordance with these specifications and subject to the terms of the contract.
1.2. SPECIFICATIONS AND DESCRIPTION OF WORK. The specifications herein state the work to be performed under this contract, sludge removal and disposal shall be conducted in conformity with applicable Federal, State, and Air Force regulations. Contractor shall be responsible for obtaining appropriate permits and doing all necessary testing for proper disposal. The contractor shall be responsible for assuring that all work accomplished and materials used are in accordance with all specifications. Sludge is a white lime slurry material made up of average 20% lime sludge and 80% water. These percentages are estimates and may vary depending on the temperature.
1.3. PERMITS. Whiteman AFB (Government) has a Missouri State Operating Permit, #MO-G640090. A copy is provided with the SOW. Contractor shall comply with the Permit, Requirements section, and paragraphs 1, 3, 4, 5, 6, 7, 8 and 9. Applicable data for paragraph
10 shall be provided to the Government for them to accomplish the required report.
Contractor shall obtain and maintain any and all required operating permits for removal, disposal and storage, in the performance of this contract. The Contractor shall be liable for any monetary fines from the State of Missouri or EPA for the wrongful or neglectful discharge of lime sludge.
2. REMOVAL
2.1. Sludge shall be removed from the sludge thickening tank located within the fenced area of the Whiteman AFB Water Treatment Facility. This area is located on Whiteman AFB
South/West of intersection Mitchell Avenue and Tinian Loop. The sludge-thickening tank and spent wash basin are located in the southeast corner of the enclosed area, adjacent to a gravel driveway.
2.2. The Contractor shall remove sludge from the sludge-thickening tank to the level of the discharge pipe, which is 12 feet above the pavement. This is a gravity flow only tank, no pumps or pumping required.
2.3. Under normal circumstances, full truckloads of thickened sludge shall be drawn from the sludge-thickening tank. The Contractor shall notify an Operator whenever a load of sludge is removed from the sludge-thickening tank. Operators will be allowed to check the level of sludge in the Contractor hauling tank to determine if it is at the level that corresponds to the certified capacity. If a partial load of sludge is removed, the volume of sludge shall be determined by the use of the Contractor furnished dipstick or sight-glass. All readings taken by Operators will be rounded off to the nearest 25 gallons and accomplished with the truck parked on reasonably level ground. If the Contractor feels the readings taken by the
Operators are inaccurate, they shall notify the Contracting Officer and have the problem resolved prior to emptying the truck tank. Once the truck tank has been emptied, the quantity entered in the Water Treatment Facility log shall be final.
2.4. Gravity Sludge Thickening Tank. The Contractor shall remove approximately 12,000 gallons of sludge per week from the gravity sludge thickening tank.
2.5. Spent Wash Basin. The contractor shall periodically, every 1-2 years, remove approximately 24,000 gallons of lime sludge from the spent wash basin, as needed per direction from the water treatment management. The Government will provide the required pumps and hoses. This is an estimate only of the quantity and time period for removal. This does not prevent removing sludge more frequently or less frequently, or different quantity.
When there is a requirement to remove this, advance notice will be provided and coordinated, as well as the appropriate funding will be added to the contract line item. Note: The line item estimated quantity is based only on the annual gallon estimate of the thickening tank, para 2.4 above. Any sludge to be remove in regards to this paragraph, 2.5, will have the appropriate funding added at the appropriate time.
2.6. Removal of the lime sludge from the sludge thickening tank and spent wash basin shall be made with minimal deviation from schedules once established. Any change to schedule shall be coordinated with and approved by the Contracting Officer, or designated representative.
3. STORAGE
3.1. The Government stores the sludge in a 24-foot diameter, 20-foot high (19-foot water level) sludge thickening tank. Gravity sludge withdrawal shall be made through a 4-inch pipe outlet 12 feet above ground. Note: Due to space limitations within the Water Treatment
Plant, a semi-truck (18-wheeled) shall not be utilized to haul sludge.
3.2. As needed, the Contractor shall be responsible to provide off-base storage facilities to store sludge for periods of time when it is not feasible to spread the sludge. The storage facility shall be designed and maintained to prevent accidental discharge of the storage pond/tank into waterways. The Contractor shall identify any storage facility to be used and a permit issued by the State of Missouri, as required. The Contractor shall identify the facility upon award and have use of the storage facility within 2 months of award.
4. DISPOSAL, TESTING AND CLEANING
4.1. Sludge shall be disposed of in such a manner as to comply with the requirement established by the State of Missouri and the Environmental Protection Agency. Disposal location and process is at the discretion of the Contractor. The Government does not offer a disposal site.
4.2. Contractor shall provide a description of the land to which sludge may be and/or is applied to, and the quantity of sludge applied. Soil testing will be a requirement of the contractor. Per the operating permit, soil testing for each parcel of land, shall be conducted at least once every five (5) years where lime sludge is land applied, see Operating Permit
REQUIREMENTS para 5. In addition, soil shall be tested at least annually for total aluminum concentration on a dry weight basis and for soil pH, see Operating Permit REQUIREMENTS para 8(a). All of the other portions in the REQUIREMENTS section in the operating permit shall be adhered to as well. If land application is to occur for the first time on a field, soil testing must be conducted before land application may begin. Laboratory results/reports of the soil shall be provided to 509 CES/CEOIA (Water Treatment Facility) no later than 10
December of the current years lime sludge hauling. Reports can be provided more frequently.
Frequency for testing and analytics to be tested shall be determined by the permit.
4.3. The Contractor shall be responsible for cleaning up any spillage during the loading to the satisfaction of the responsible operator. Any spillage occurring during transportation shall be cleaned up in accordance with any and all state requirements.
5. INSPECTIONS
5.1. All work performed, the methods and manner of performance, all areas used by the
Contractor, and all equipment, materials, and supplies used for the work shall be subject to inspection at any and all times by the Contracting Officer’s authorized representatives. The
Contracting Officer will issue all notices of unsatisfactory conditions or services in writing to the Contractor.
5.2. The Contracting Officer will have access to any and all the Contractor’s equipment and sites of operation for inspection purposes.
6. HOURS OF OPERATION. The Contractor shall perform the services required under this contract during the following hours:
6.1. Normal Operations. Normal hours of operation at Whiteman AFB are Monday through Friday, 0730-1630, except for Federal Holidays. Unless otherwise approved by the
Contracting Officer or representative, all work shall be accomplished during normal hours of operation.
6.2. Federal Holidays. The following is a list of Federal Holidays observed by this installation:
New Year's Day, 1 January or the Friday preceding or Monday following
Martin Luther King's Birthday, 3rd Monday in January
President's Day, 3rd Monday in February
Memorial Day, Last Monday in May
Independence Day, 4 July or the Friday preceding or Monday following
Labor Day, First Monday in September
Columbus Day, 2nd Monday in October
Veterans Day, 11 November or the Friday preceding or Monday following
Thanksgiving Day, 4th Thursday in November
Christmas Day, 25 December or the Friday preceding or Monday following
7. PERSONNEL
7.1. The contractor shall ensure all personnel are trained and qualified to perform their duties.
7.2. The contractor and contract employees shall be subject to all base instructions, including but not limited, to all vehicle traffic and security instructions. The contractor shall ensure each employee obtains a contractor pass. This shall be accomplished by completing an Entry
Authorization List (EAL) through CE Service Contracts office. All employees shall have the contractor pass in their possession at all times when on base. Contractor employees shall be readily identifiable while on base and display their identification badges. The base pass will suffice for the identification badge.
8. EQUIPMENT
8.1. The Contractor shall provide all necessary equipment to remove and dispose of the thickened waste softening sludge.
8.2. The Contractor shall provide suitable equipment for hauling sludge from the thickener to disposal site. The hauling container shall consist of a tank or tanks capable of being filled through an opening on top and designed to prevent leakage or splashing of sludge while in transit. The tank shall be equipped with a sight glass calibrated in 25-gallon increments. A document certifying the tanks total capacity shall be furnished to the Contracting Officer within 30 days of contract award.
8.3. The Contractor shall provide equipment for disposal.
8.4. The Government will furnish no equipment, material or labor for hauling or disposal of the sludge. The Government will provide adequate piping and valves, to be operated by the
Contractor and maintained by the Government for gravity removal of the sludge from the
Government’s sludge thickening tank. The current system consists of a 4” pipe threat extends
10’ horizontally from the tank and suspends 12’ above the road that allows trucks to pull underneath to dispense the lime slurry. A valve is used to control the flow of the lime slurry.
The Contractors hauling equipment shall be compatible with the Government’s system/piping.
8.5. All of the Contractor’s equipment shall be equipped with proper safety and noise limiting devices and will be in safe operating condition.
9. VEHICLES
9.1. Vehicles must be operated in accordance with base rules and regulations while on the base. The Contractor shall maintain all vehicular equipment used under this agreement in good repair, safe to operate, and in a clean condition. The Contractor’s name shall be displayed prominently on each contractor-owned vehicle.
9.2. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.
10. BILLING
10.1. INVOICES/SERVICE TICKETS/LOGS. Invoicing/billing shall be done via Wide
Area Work Flow (WAWF) at https://wawf.eb.mil/. Invoices shall detail date(s) of service, quantity/cost of each service, and total cost. Service tickets/logs, at a minimum the tickets/logs shall reflect the date, time, and number of gallons removed. A copy of the tickets/logs shall be sent to 509 CES/CEOIA (Water Treatment Facility).
11. CONTRACTOR MANPOWER REPORTING
11.1. The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
11.2. Reporting inputs will be for the labor executed during the period of performance for each Government Fiscal Year (FY), which runs 1 October through 30 September. (While inputs may be reported any time during the FY, all data shall be reported no later than 31
October of each calendar year). Contractors may direct questions to the CMRA help desk.
Reporting Period: Contractors are required to input data by 31 October of each year.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will the data be released to the public with the contractor name and contractor number associated with the data.

12. DEFINITIONS
12.1. SLUDGE: Defined as the semi solid by-product produced by the coagulation/softening process. Landfills will not accept this material. Alternatives for removal shall include building temporary sludge storage or land application in accordance with the Missouri permit.
12.2. OPERATOR: Defined as an individual, either civilian or military, employed by the Government and is working at the Water Treatment Facility at Whiteman Air Force
Base, Missouri.
