STATEMENT OF WORK
REPLACE DROP-ARM BARRIERS 12K Crash Rated at Bldg 90/12th Street and Entry Control Point (ECP) – 2 outbound Whiteman Air Force Base, MO
As of 04 Jun 2018
1. Contractor shall provide all labor, materials, tools, and equipment to remove existing drop- arm barrier systems. Provide and install two (2) new 12K crash rated Barrier1 System Electric Drop Arm Crash Beam – Model DACB-ELE-1200 (Prefabricated & Preassembled) crash resistance barrier system, or equal. Barrier locations are at Bldg. 90/12th street and ECP-2 Outbound Lane, Whiteman AFB, MO. Building 90/12th Street is a single lane inbound/outbound and ECP-2 Outbound is a single outbound lane. These units shall include the following capabilities:
A) Bldg 90/12th Street entrance shall be controlled by installing a new push button/key pad and gooseneck mounting post & exit will be by loop detector in the ground. Contractor shall install hand held remote control unit at Bldg 90/12th St. drop arm location supplied by Government.
B) ECP-2 outbound shall be controlled from adjacent guard shack, Bldg 5073.
C) Both units shall be equipped with electronic eye that interrupts (stops, reverses, etc.) the movement of the drop-arm if a vehicle or obstruction enters the path while operating. This may require a conduit cut into the concrete surface to run wiring.
D) An electric magnetic locking head device on drop-arm closed end. Magnetic lock may require a conduit cut into the concrete surface to run wiring.
E) System shall be exclusively operated and controlled by electric power. No hydraulics operated system will be acceptable.
F) Snow/rain covers shall be provided and installed, if required.
G) Installation and commissioning of drop-arm units shall be overseen by a factory representative from the manufacturer. The factory representative shall be physically on-site during the installation and commissioning.
2. Both drop-arm units will be painted a “High Gloss White”, and the drop-arms themselves will be high gloss white with red reflective “candy cane type stripes”.
3. Electrical power is 30 amp, 120/208, 3 Phase. Power is located approx. 40 feet away. Contractor shall verify all electrical power requirements for operating the barrier systems at both locations during scheduled site visit. Systems shall be compatible with the available power stated above.
4. Existing drop-arms are Ross/Crisp Securities Drop-Arm Barrier model # XT-1910-DA, 12K LB. Distance between existing bases are approximately 20 feet. Drop-arms shall extend width of road. Contractor shall field verify width requirements at both locations.
5. Current system; There are no pads at Bldg 90/12th Street location. ECP-2 outbound has pads. Contractor shall install concrete pads to ensure levelness of bases at the correct height for both units, if needed.
6. These drop-arm barriers shall be installed in accordance with manufacturer’s specification. The contractor shall perform operational check to verify operation/integrity of new drop-arm barriers. Contractor shall provide a copy of the installation manual/owner’s manual with each barrier.
7. Contractor shall include minimum of a one (1) year warranty on equipment and installation. All warranty repairs will be made by a trained technician from the manufacturer on-site.
8. Contractor shall unhook, disassemble, and remove the existing drop-arm units, including all associated concrete bases, if required. Removal shall be completed as required to facilitate new installation located at Bldg 90/12th Street and ECP-2 outbound. Contractor shall remove old units and all its parts from Whiteman AFB.
9. Contractor shall install all required concrete bases to support drop-arm unit, if needed. Contractor shall verify height and sizes of concrete bases. Contractor shall verify/ensure magnetic locking head bases are level with adjacent pad as required. According to manufacturer’s installation instructions, both pads locking/latching head side and arm control base side must be the same height in order to obtain full 12 K crash rating or equal. Contractor shall field verify base width, height and location requirements for both sets of drop-arm pads.
10. There is no Government furnished equipment provided.
11. Project shall be completed within 60 days of contract award.
12. Contractor shall provide full name, full social security number, and Drivers License number and issuing state, for applicable employees for the Entry Authorization List (EAL). Contractor will submit/complete the EAL when provided after award.
13. Shipping of units FOB delivery to 660 10th St. Suite 140, Whiteman AFB, MO, 65305.
