Section B - Supplies or Services and Prices
Simplified Acquisition of Base Engineering Requirements (SABER)
1. This requirement is an 8(a) Competitive Set-Aside for firms that are certified with the Small Business
Administration (SBA). Award will result in award of a "Best Value" contract.
2. Please enter your CAGE Code, Tax Identification Number (TIN) and DUNS number in Block 14.
3. The designated NAICS Code is 236220.
4. A separate Notice to Proceed (NTP) will be issued on each delivery order.
5. The guaranteed minimum for the life of the contract is $1,000.00. The maximum contract value is $40
Million.
6. Reference Block 11: Performance periods will be negotiated on each delivery order.
7. Reference Block 12: Performance and Payment Bonds will be required on each individual delivery order that exceeds $100,000.00 or as required by the Contracting Officer in excess of $25,000.00. The contractor will also be required to maintain reserve Performance and Payment Bonds for projects with a combined performance magnitude of $750,000.00 at all times for the duration of this contract. The purpose of this bonding is to expedite urgent projects in lieu of waiting for individual bonding to be acquired. This reserve bonding must be provided within thirty (30) days after contract award. See
Section H-3, Special Contract Requirements.
8. All delivery orders will be priced using R.S. Means Computerized Pricing Guide (MCPG), Unit Price
Book (UPB) Means software and prepared in 4Clicks estimating software. This software will be provided by the Contractor to the Government upon award of this contract in accordance with the
Statement of Work.

Simplified Acquisition of Base Engineering Requirements (SABER): Work will consist of providing all necessary labor, supplies, materials, supervision, transportation and equipment to complete the SABER contract at Whiteman Air Force Base, Missouri. This will be a firm-fixed priced Indefinite Delivery, Indefinite Quantity (IDIQ) contract for estimation and construction efforts. Projects will be in support of real property maintenance, repair, alteration and/or new construction. The work involves, but is not limited to, carpentry, road repair, roofing, excavation, interior/exterior electric, steam fitting, plumbing, sheet metal, painting, demolition, concrete masonry and welding. All work shall conform to the requirements of the Statement of Work and all contract specifications. Provide coefficient percentage for each area described for the base year and all option years.

NOTE 1: Standard Working Hours for the contractors are from 7:00 a.m. to 4:30 p.m., Monday through Friday, excluding Saturdays, Sundays and Federal Holidays. If the Contractor desires to work during non-standard working hours on a delivery order with the standard coefficient, additional Government inspection forces may be required.
The Contractor shall notify the Contracting Officer in writing three working days in advance of their intention to work outside of the standard working hours. If Government Inspectors are reasonably available, the Contracting
Officer may authorize the Contractor to perform work outside of the standard working hours. However, if the
Government Inspectors are required to perform in excess of their normal duty days solely for the benefit of the
Contractor, the actual cost of inspection at overtime rates shall be charged to the Contractor.
NOTE 2: Non-Standard Working Hours will be defined on individual delivery orders and shall be outside the definition of standard working hours.
NOTE 3: Controlled Area and Weapons Storage Area (WSA) work will be specified in each affected delivery order. Concerning work inside the controlled areas or WSA, the prices will be based on the usual item unit price format, but will be affected by the corresponding Controlled Area/WSA coefficient. Work in these areas will either be identified as within the standard working hours or as non-standard working hours. All work in these areas may be subject to brief delays due to security processing or interruption to the normal work schedule to permit the completion of mission essential operations. Such interruptions, if required, could be given on short notice and will require expeditious action to leave the area. The contractor shall not be compensated for these delays or interruptions other than the corresponding coefficient for this type of work.
PROPOSAL DEVELOPMENT FEES
It is not the Government’s intention to have the Contractor provide an estimate for projects with no initial serious
SABER execution consideration. Occasionally, the Contractor will prepare a proposal, but the project will not be fully funded by a decision of the Government. In order for the Contractor to receive some monetary compensation for efforts (design only), the Contractor will be awarded a Proposal Development Fee in the amount of 1% of the total negotiated price, with a minimum of $500.00. This fee shall be deducted from the delivery order when award is made for project execution if the award is made within one year from the time negotiations were completed. If the
Government and the Contractor cannot come to an agreement on project price, the Contracting Officer will make an equitable adjustment for the Contractor’s level of effort to that point.

C 101. PROJECT DESCRIPTION: All work shall be in conformance with the requirements of the contract including, but not limited to, furnishing all materials, labor, plant, tools, equipment, transportation, supervision, management, and other services (including engineering/technical design support), items, and incidentals necessary for the successful completion of each issued delivery order. This contract is for a broad range of maintenance, repair, and minor construction on Whiteman Air Force Base. The contract is a firm fixed price, Indefinite Delivery, Indefinite Quantity (IDIQ) for Simplified Acquisition of Base Engineer Requirements
(SABER). The contract consists of four major elements as follows:
C 101.1. Detailed delivery orders specifications encompassing most aspects of Base Civil Engineer work
C 101.2. Units of measure and corresponding prices for each of the specifications and delivery order
C 101.3. General and Special Provisions
C 101.4. No monetary amount shall be obligated by the award of the contract. Monetary amounts are obligated by the issuance of delivery orders only.
C 102. COMMENCEMENT OF WORK: Within 30 calendar days after contract award, the Contractor shall be fully operational and capable of responding to requirements for proposals. Within thirty (30) calendar days after contract award, the Contractor shall be capable of performing work on delivery orders.
C 102.1. Contractor shall schedule all work to include subcontract work in a manner that minimizes downtime at each project site. At no time shall a construction project be abandoned unless approved by the
Contracting Officer.
C 103. TECHNICAL SPECIFICATIONS: The SABER Technical Specifications shall adhere to the
Construction Specification Institute’s (CSI) Master Format, 2004 Edition (or newer if available) and the
Whiteman Design Standards Edition III (Section J, Attachement 2); the only exception shall be specifications for telecommunications which are provided as a portion of this document in Section J (Section J, Attachment 4, Telecommunications Installation Criteria for Facility Design & Renovation). These Technical Specifications shall furnish concise industrial and/or commercial standards for maintenance and repair of government facilities.
C 103.1. The SABER Technical Specifications are numbered and organized by the Construction Specification
Institute’s (CSI’s) Master Format. All specifications are filed in Divisions 1 through 50 as per CSI guidelines.
C 104. REGULATIONS:
C 104.1. The Contractor shall comply with all applicable Federal, State, local and Air Force regulations, including supplements pertaining to safety, traffic control, and fire prevention.
C 104.2. The work under the delivery orders shall be designed in accordance with the design and construction standards contained in National Fire Protection Code, National Electrical Code, National Plumbing Code, Architectural Barriers Act; and other applicable Department of Defense and Air Force regulations, federal regulations, State of Missouri regulations, manuals, engineering technical letters, energy conservation criteria, Whiteman’s Technical Specifications and Whiteman’s Design Policy.
C 104.3. The Contractor may view the Government CDROM library which contains most applicable Air Force and Corps of Engineer publications as well as some commercial product data information. However, the
Air Force will not furnish the Contractor reference materials, codes, regulations, or guide specifications.
These may be acquired from the Government Printing Office or from other federal agencies.
C 104.4. The latest edition of the following Building Codes shall be used and maintained for all construction under this contract.

C 104.4.5. Life Support Code - 101
C 104.4.6. National Fire Code
C 104.4.7. National Electrical Safety Code
C 104.5. The Contractor shall have a copy of each of these documents available for use during the term of this contract.
C 104.6. If there is a conflict between these codes, regulations, and specifications, the most stringent requirements shall apply at all times.
C 104.7. All designs performed under this contract shall consider employing green principles established by the
Green Building Certificate Institute. Additionally, the contractor shall maintain accredidation Leadership in Energy and Environmental Design (LEED) throughout the duration of this contract.
C 105. MATERIALS FOR DESIGN:
C 105.1. Drawings: The Government will furnish copies of available as-built drawings which are pertinent to the facility/area involved in the Statement of Work to the Contracting Officer who, in turn will provide them to the Contractor.
C 105.1.1. The Government does not guarantee the accuracy or adequacy of the available as-built drawings. The Contractor shall verify, by field investigation, all conditions and information relevant to the project, including dimensions, prior to the issuance of each delivery order. This confirmation of accuracy shall enhance the quality of the delivery order’s design. The Contractor shall advise the
Contracting Officer, or his/her authorized representative, in writing of any discrepancies prior to submitting the proposal. Failure to verify the dimensions and locations shall be at the Contractor’s risk and shall not relieve the Contractor from accomplishing the work required by the contract at the price awarded by the Government.
C 105.1.2. Where exact locations are not given in the Statement of Work for the positioning of equipment, devices, and work, they shall be positioned to permit easy access for maintenance and for removal and replacement of component parts. The Contractor is responsible for the coordination and proper relation of the work with the existing surroundings.
C 106. EQUIPMENT/SUPPLIES: The Contractor awarded this contract shall be required to provide to the
Government and to maintain the following equipment and programs at the Contractor’s expense:
C 106.1. Electronic Format: All electronic correspondence of information outside of e-mail shall be done in
Microsoft Word or Microsoft Excel.
C 106.2 Publications: The Contractor shall provide the Government with the number of copies indicated below of the following publications, the latest edition, and any updates, for the life of the contract. If there is a conflict between these codes, regulations, and specifications, the most stringent requirements shall apply at all times.
These publications shall be furnished to the Contracting Officer no later than 30 days after contract award.

These publications shall remain the property of the government.
C 106.2. Software: The Contractor shall provide one (1) network license for six (6) concurrent terminals to operate the R.S. Means Data Base and Facility Maintenance and Repair Guides described above shall be
4Clicks program (the operating system shall be Microsoft Windows XP/Vista compatible). The software shall remain the property of the Government at the termination of the contract period. The software shall be upgraded yearly at no additional expense to the Government. Software will be installed by the local systems administrator on the Civil Engineer server and shall allow multi-user and multi-tasking activities simultaneously. The software will allow the local systems administrator to add negotiated non-prepriced items to the database.
C 106.3. Computers: The Contractor shall provide two (2) laptop computers with 4Clicks software loaded on each. The 4Clicks software shall be updated yearly. The laptop computers shall also have any necessary supporting software (Windows XP/Vista) to support 4Clicks. The laptop computers shall be capable of operating either as stand alone or from electrical outlets. The laptop computers shall become the property of the Government at the end of the contract.
C 106.3.1. Computer Requirements: The computers shall have as a minimum the following:
4 GB RAM
250 Gig Hard Drive
Intel Pentium Core 2.0 GHz (or higher)
CD/DVD Burner (8X with Dual layer DVD +/- R drive)
Windows (XP/Vista)
Ethernet 10/100 Mbps
15 inch monitor (or larger)

Provide Warranty through the life of the contract
C 106.4. Program Training: The Contractor shall provide 4Clicks training seminars within 30 calendar days of contract award, from a certified instructor, for up to 20 Government employees at Whiteman AFB. The
Contractor’s employees may attend the same training session(s). Additionally, the training shall be repeated within 30 calendar days after each option period to ensure that personnel are fully qualified.
C 107. PRESERVING HISTORICAL AND ARCHAEOLOGICAL FINDS: All items having any apparent historical or archaeological interest which are discovered in the course of any construction activities shall be carefully preserved. The Contractor shall leave the archaeological find undisturbed and shall immediately report the find to the Contracting Officer, or his/her designated representative, so that the proper authorities may be notified.
C 108. STANDARD PRODUCTS: Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacture of such products, which are of a similar material, design, and workmanship. The standard products shall have been in satisfactory commercial and/or industrial use for 2 years prior to use. The 2-year use shall include applications of equipment and materials under similar circumstances and of similar size. The 2-year’s of use must be satisfactorily completed by a product which has been sold or is offered for sale on the commercial market through advertisements, manufacturers’ catalogs, or brochures. Products having less than a 2-year field service record will be acceptable, if a certified record of satisfactory field operation, for not less than 6,000 hours exclusive of the manufacturer’s factory or laboratory tests, can be shown. The Contractor shall not purchase ―close-out‖ products that are being discontinued by the manufacturer.
C 109. PERFORMANCE OF WORK BY CONTRACTOR:
C 109.1. The Contractor shall maintain an organizational chart showing the total organization, on site staff and engineering support team. The on site staff shall include the relationship of the site superintendent and quality control. A final organizational chart shall be provided to the government at the start of the contract, or after personnel changes.
C 109.1.1. The Organization chart shall provide clear, logical lines of authority from Program
Manager to subcontracting management, demonstrating technical sufficiency, including site superintendents and quality control.
C 109.1.2. The Contractor shall provide a position description of the on site staff. This shall include a brief job description, qualifications, responsibilities and decision making authority of each member.
C 109.2. The Contractor shall provide an on site superintendent. The superintendent must provide on-site decision making authority.
C 110. APPLICATION OF WAGE RATES AND FRINGE BENEFITS: For the application of the wage rates and fringe benefits contained in the Decision of the Secretary of Labor; attached to and a part of this contract, all work shall be considered Heavy and Highway Construction, Building Construction, or Residential and the specific wage determination will be identified on each individual delivery order.
C 111. SAFETY: Compliance with the current U.S. Army Corps of Engineers ―Safety and Health Requirements
Manual‖, (EM 385-1-1); Occupational Safety and Health Act (OSHA) standards, and current Whiteman AFB safety regulations is mandatory. The prime Contractor shall be held responsible to insure that his/her workforce and any subcontractor or supplier workforce comply to the above safety requirements.
C 111.1. Whiteman AFB does not have a hospital on site but does have a medical clinic. Should an injury occur they can provide emergency medical treatment. Follow-on care after initial emergency treatment will not be provided. The Contractor will be required to reimburse the Government at an established rate for non-beneficiaries in accordance with DoD Regulation 6010.15.
C 111.2. Personal Safety: Adequate protection of all persons (regardless of who they are employed with) shall be provided at all times. Work shall proceed in a manner to prevent hazard.
C 111.3. Special Safety Requirements: The Contractor shall comply with Air Force and local fire regulations and NFPA 241-1986 ―Safeguarding Building Construction and Demolition Operations.‖ Fire extinguishers rated and approved by the National Fire Protection Association, of sufficient size, type, and quantity to cope with all known hazards, shall be provided by the Contractor at the construction site during the execution of this contract; the extinguishers shall be removed upon acceptance of the project.
C 112. PARTNERING:
C 112.1. The Government intends to encourage the formation of a cohesive partnership with the Contractor.
This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objective is effective contract performance in achieving completion within budget, on schedule and in accordance with plans and specifications. This partnership between the Contractor and the Government will be voluntary and its implementation will not be part of the contract requirements nor will it result in a change to contract price or terms.
C 112.2. Immediately after the preconstruction conference, the appropriate Contractor’s key personnel and a maximum of twenty four (24) Government key personnel will attend a 1-day team-building workshop sponsored by the Contractor. Follow-up workshops of 1 or 2 days’ duration may be held periodically throughout the duration of the contract as agreed to by the Contractor and the Government.
GENERAL CONDITIONS
C 201 LOCATION OF STAFF: The Contractor will not be provided with office space on Whiteman AFB. The
Contractor will be required to maintain an off-site engineering staff within a thirty (30) minute response time of
Whiteman AFB, during standard working hours and be equipped with cellular phone capabilities, to respond to the requirements set forth in this contract. Additional engineering staff may be established at another off-site location in close proximity (one (1) hour driving time) to Whiteman AFB.
C 202 STAGING/STORAGE AREA: None shall be provided.
C 203 PASS AND IDENTIFICATION ITEMS:
C 203.1. Search, Inspection, and Seizure: All vehicles, personnel, and hand-carried items, entering or exiting any base control point, or while on the base, are subject to search and inspection and seizure of any prohibited item, at any time. Random, unannounced, and regular searches and inspections will be conducted. These searches and inspections are intended to assure prohibited articles are not introduced into, and government property is not removed from the base or its facilities.
C 203.2. Parking: Parking of the Contractor’s vehicles shall be restricted to the area of work. The company name shall be prominently displayed on all construction vehicles parked where work is being accomplished.
C 203.3. Driver’s Licenses: All persons entering or working on Whiteman Air Force Base shall possess a valid
Driver’s License or State issued ID Card.
C 203.4. The use of seatbelts by all vehicle operators and passengers is mandatory on Whiteman AFB. Vehicle operators caught not wearing seatbelts will lose their driving privileges, subject to laws governing Military and Civilian Employees.
C 203.5. The use of cell phones in moving vehicles is prohibited on Whiteman AFB, subject to laws governing
Military and Civilian Employees.
C 203.6. On-base contractor employees shall ensure the following pass and identification items required for contract performance, are obtained for employees and non-government owned vehicles.
C 203.7. DD Form 1172, "Application for Uniformed Services Identification Card." Forms shall be supplied by and completed by the Civil Engineering Squadron at 660 10th Street, Suite 154, Whiteman AFB MO
65305-5054. The contractor shall carry the completed forms to the Security Forces, Pass and
Identification Office, Bldg 2027, Spirit Gate, Whiteman AFB MO 65305.
C 203.8. AF Form 75, Visitor/Vehicle Pass, will be issued by the Security Forces, Pass and Identification
Office, upon proof of employment, valid insurance, valid registration and a valid driver’s license.
C 203.9. AF Form 1199, USAF Restricted Area Badge (if applicable). An AF Form 2586, Unescorted Entry
Authorization Certification, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National
Security Check (NAC) investigation before receiving a Restricted Area Badge, at the expense of the contractor.
C 203.10. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires; e.g., terminated for cause, retirement, etc. These items should be turned into the Contracting Officer.
C 203.11. For Official Use Only (FOUO). The contractor shall comply with AFI 37-131and DoD 5400.7-R, Freedom of Information Act Program (FOIA), requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
C 203.12. Additional Security Requirements: In accordance with DOD 5200.1-R, and AFI 31-401, The contractor shall comply with requirements identified in AFSSI 9100, Communications Security
(COMSEC), Command, Control, Communications and Computer (C4) Systems Security, Security
Awareness Training Education (SATE), and Operations Security (OPSEC).
C 203.13. Reporting Requirements. The contractor shall comply with AFI 71-101V4, "Counterintelligence
Awareness and Briefing Program" requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of
DOD personnel, contractor personnel, resources, and classified or unclassified defense information.
Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
C 203.14. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
C 203.15. Key Control. The contractor shall establish in writing and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. This established plan shall be submitted to the Contracting Officer in writing. The contractor shall not duplicate any keys issued by the Government.
The contractor shall immediately report to the Contracting Officer occurrences of lost or duplicated keys.
In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the Contracting Officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system and the total cost deducted from the monthly payment due the contractor.
The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor's employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
C 203.16. Lock Combinations: The contractor shall control access to all government provided lock combinations to preclude unauthorized entry.
C 203.17. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work.
C 203.18. Operating Instructions (IF APPLICABLE). The contractor shall develop an operating instruction
(OI) for internal circulation control, protection of resources and to regulate entry into Air Force controlled areas during normal, simulated and actual emergency operations. The OI shall be written the local base
Operations Plan and AFI 31-210, Anti Terrorism Program and coordinated through (Servicing Security
Forces Squadron at 1031 Vandenberg Ave. Whiteman AFB MO 65305).
C 203.19. Entry Authorization Letter (EAL): Fourteen (14) calendar days prior to the initial access in any area on Whiteman AFB, the Contractor shall provide Civil Engineering (509 CES/CEP) with a list of employees requiring entry. This list will include the full name, company name, date of birth, and social security number of each employee; the make, model, color, year, license number and state of each vehicle.
Subsequent additions to the EAL may be made by letter five (5) working days in advance of the employee's arrival. The contractor shall notify the Contracting Officer and 509 CES/CEP of any employees who have been terminated or dismissed so they can be removed from the entry list immediately.
C 204 CONTRACTOR’S TELEPHONE:
C 204.1. Upon Award: At the beginning of the contract, prior to telephone installation, the Contractor shall provide the Contracting Officer with a telephone number at which the Contractor, or his/her representative, may be contacted at any time during standard working hours.
C 204.2. Costs: All costs incurred as a result of the telephone installation and service shall be borne by the
Contractor.
C 204.3. Emergency Phone Number: An after standard hours emergency telephone number for the Contractor shall be provided to the Contracting Officer or his/her authorized representative. Updates shall be provided to the Contracting Officer, or his/her authorized representative in a timely manner.
C 204.4. Communications Security (COMSEC): All communication with Department of Defense (DOD) organizations are subject to COMSEC review. Contractor personnel will be aware that telecommunications networks are continually subject to intercept by unfriendly intelligence organizations.
The DOD has authorized monitoring of the military phone calls originating from or terminating at DOD organizations. Therefore, civilian Contractor personnel are advised that any time they place a call to or receive a call from a USAF organization, they are subject to COMSEC procedures. The Contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DOD information.
C 205 EMPLOYEE STANDARDS: The Contracting Officer may, in writing, require the Contractor to remove from the site any employee the Contracting Officer deems incompetent, careless, or otherwise objectionable.
The following shall apply:
C 205.1. All work under this contract shall be performed in a skillful, workmanlike, and professional manner.
C 205.2. Proper Attire: Improper attire, i.e. attire not providing sufficient safety protection and a professional appearance (minimum of long trousers, shirt and shoes) will be reported to the Ground Safety Office and the Contracting Officer respectively. In addition, no profane, illegal, offensive or discriminatory language/symbols shall be displayed.
C 205.3. Subcontractors: The Government shall not exercise any supervision…
