GENERAL REQUIREMENTS
PART 1 GENERAL
1.1 DEFINITION OF INSTALLATION
1.1.1 Installation will be defined as the property and facilities located within the jurisdiction of Whiteman Air Force Base where work is being accomplished.
1.2 PRECEDENCE
1.2.1 Individual installation specific requirements specification sections shall take precedence over the requirements in this section.
1.3 PROJECT DESCRIPTION
1.3.1 The Contractor shall furnish all management, supervision, labor, materials, equipment, and incidentals required for a broad range of maintenance, repair, and minor construction work on various real property facilities at installations covered under this contract, including design and engineering services incidental to construction. The Contracting Officer (CO) will conduct negotiations with the Contractor and issue individual task orders for maintenance, repair and minor construction projects identified by the Base Civil Engineer (BCE) as part of the Simplified Acquisition of Base Engineering Requirements (SABER) program. Individual task order projects will vary in size, with the majority expected to be less than $750,000, including, but not limited to trades such as carpentry, plumbing, electrical, mechanical, painting, pipe fitting, sheet metal, welding, roofing, site work, site utilities, excavation, concrete, masonry, pavement repair, asbestos and lead paint removal, security hardware installation, and demolition.
1.4 CONTRACT DOCUMENTS, REFERENCE STANDARDS, AND PUBLICATIONS
1.4.1 The following documents are a part of the solicitation and any resultant contract. The Contractor shall utilize the referenced documents in the accomplishment of tasks prescribed in task orders. The standards and publications listed in each section of the specifications form part of these specifications to the extent referenced. The Contractor shall conform to the provisions of the most recent issue of the listed standard or publication.
1.4.1.1 SABER Specification
a. This SABER Specification is numbered and organized in accordance with the Construction Specification Institute's (CSI) Master Format. All specifications are filed in division 2 through 48 per CSI guidelines. The specifications are taken from the Unified Facilities Guide Specifications (UFGS). The UFGS website is http://www.wbdg.org/ccb. The specifications have been edited for this specific contract and will remain unchanged throughout the contract unless officially modified.
(1) Standards

(a) The SABER specification furnishes concise industrial and/or commercial standards for maintenance, repair, and minor construction of government facilities.
1.4.1.2 Unit Price Book
a. The Unit Price Book (UPB) is described in Section 01 04 00. The UPB shall be furnished by the Contractor.
1.4.1.3 Unified Facilities Criteria (UFC)
a. The UFC shall be used as the standard building code for all construction under this contract. The UFC website is http://65.204.17.188/report/doc_ufc.html. Any and all changes to the UFC will immediately become requirements of this contract. The UFC references the International Building Code (IBC) 2006 as the basic requirement. The UFC modifies those basic requirements in UFC 01-200-01.
1.4.1.4 Installation Design Standards
a. Each installation’s facilities excellence plans, design guides, and standards shall be adhered to on all construction projects. Any possible deviations from these standards shall be brought to the Contracting Officer (CO) before implementation. These are listed in each installation specific specification.
1.5 EXECUTION
1.5.1 Pre-Performance Construction Meeting
1.5.1.1 Before work begins on this contract, the Contracting Officer will arrange for a meeting with the Contractor to discuss the contract in general, including administrative matters, project requirements, submittal procedures, approval and payment schedule, quality control expectations, request for proposal and task order procedures, traffic control, construction access requirements, as-built criteria, performance requirements, security procedures, accident prevention, safety, and fire prevention briefings.
1.5.2 Business Telephone
1.5.2.1 At the beginning of this contract, the Contractor shall provide the applicable Contracting Officers a contractor personnel telephone number, e-mail, and website for regular working hours. The Contractor shall also provide after hours (emergency) telephone numbers for the Program Manager and Installation Construction Manager, as a minimum. The Contractor shall provide the CO with an updated phone list whenever changes in personnel or phone numbers occur. The Contractor is required to provide a means of mobile communications (i.e., cellular phone and/or pager) for the Program Manager and Installation Construction Manager, and their respective alternates, for the life of the contract. Other communications equipment will require special coordination and clearance with installation communications authorities.
1.5.3 Work Hours
1.5.3.1 The Contractor shall complete the work of this project between the hours of 7:00 a.m.
and 4:00 p.m. local time, excluding Saturdays, Sundays, and Federal Holidays. See site
01 00 00-3 specific specifications for further information on standard hours. Access to work sites may be restricted to these hours and days. All other times shall be considered non-standard hours and multiplied by the appropriate coefficient. Work during non-standard hours not specified as required by the Contracting Officer will be priced using the coefficient for standard hours. The Contractor may not work during non-standard hours unless the request and justification is approved by the Contracting Officer. The Contractor must submit a request and justification for working non-standard hours to the Contracting Officer at least 5 working days prior to working non-standard hours.
Work that requires inspection during accomplishment or that prevents inspection of other work after accomplishment must be coordinated with and approved in advance by the Contracting Officer. Inclement weather, operational delays, and security related delays might affect the contractor’s work periods. The Contractor must make allowances for these events, as resulting lost time will not be reimbursable.
a. The Government only recognizes the following legal holidays established by federal statute:
(1) New Year's Day, 1 January
(2) Martin Luther King Day, third Monday in January
(3) President’s Day, third Monday in February
(4) Memorial Day, last Monday in May
(5) Independence Day, 4 July
(6) Labor Day, first Monday in September
(7) Columbus Day, second Monday in October
(8) Veteran's Day, 11 November
(9) Thanksgiving Day, fourth Thursday in November
(10) Christmas Day, 25 December
b. Work Interruptions And Delays
(1) The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted. Official late reporting and snow calls will affect the contractor’s work periods. The Contractor must make allowances for these events and resulting lost time will not be reimbursable.
Notification to the Contractor shall be provided by the applicable Contracting Officer.
1.5.4 Safety Requirements
1.5.4.1 See Section 01 35 29.
1.5.5 Fire Protection
1.5.5.1 The Contractor shall be responsible for furnishing adequate and proper fire protection for all phases of the contract work in accordance with UFC and National Fire Protection Agency (NFPA) standards. See Section 01 35 29, Safety and Health Requirements.

1.5.6 Request For Proposal
1.5.6.1 For each project, the Contractor will be furnished with one copy of the Statement of Work. The Contractor will also be provided with one set of drawings and specifications, and AF Form 66, if available. The level of the design provided to the Contractor shall be anywhere from a basic concept to a complete design package. The Contractor may reproduce the drawings and specifications at the contractor’s own expense if additional copies are needed. The Contractor shall check all drawings and specifications immediately upon receipt for discrepancies and notify the CO immediately of any/all discrepancies found in the form of a Request for Information (RFI). Enlarged plans and details shall govern where the same work is shown at smaller scales. The Contractor shall compare all drawings and verify the installation before laying out the work and shall be responsible for any errors which might have been avoided thereby.
1.5.7 Site Visit
1.5.7.1 Prior to negotiating any individual task order, the Government and the Contractor will conduct a pre-proposal site visit for each task order. Discussions may include, but are not limited to: scope of work, method of construction, sequence of operations, progress schedule, means of access to project site, delivery and storage of materials and equipment, work restrictions, coordination requirements, project goals, liquidated damages, and potential difficulties/problems. The Contractor shall email detailed site visit minutes to the Contracting Officer within one (1) workday following the site visit.
1.5.8 On-Site Conditions
1.5.8.1 Drawings showing the location of equipment, piping, ducts and conduit, are diagrammatic and may not show every detail required. In addition, site conditions will not always permit installation in the locations shown. Drawings showing equipment, piping, ducts, conduit, etc., to be removed, altered, or installed may require deviation from the configuration of the demolition or installation drawings due to existence of conflicting ducts, conduits, hangers, light fixtures, structural items, and temporary walls, etc. All such minor details of work which are not shown on the drawings, as well as such items not specifically mentioned in the specifications, but which are essential and necessary for the completion of the work, and to make all systems or equipment operational, shall be considered as incidental and shall be included as part of the work.
When this situation occurs, the final placement of permanently installed items shall be subject to approval by the applicable CO. The Contractor shall be responsible for inspecting to his satisfaction all areas/items of possible conflict. Failure to verify the dimensions and locations will be at the contractor's risk and shall not relieve the Contractor from accomplishing the work required by the task order.
1.5.9 Project Proposal
1.5.9.1 For every Request for Proposal (RFP) associated with a new task order (TO), the Contractor shall provide a written proposal (narrative and graphic, as needed) describing their approach to the proposed project work described in the government’s Statement of Work and project drawings, if any. The Contractor shall submit the proposal within 10 working days of the site visit. If the requirement is determined to be a quick response requirement by the CO, the Contractor shall submit a Task Order

Proposal to fulfill the requirement within a maximum of five (5) working days from written notification. The proposal shall include, but is not limited to, a cover page, cost estimate, operational concerns, basic design solution (as needed), calculations (as needed), and drawings (as needed). The cover page or pages shall include project title, total project cost, list of assumptions, list of requirements, performance period, material lead times, and any special considerations such as request for winter exclusion, phasing of construction, etc. The contractor’s proposals shall be complete and concise.
a. Cost Estimates
(1) All task orders shall be estimated, negotiated, and awarded based upon prices in the Unit Price Book (UPB, see Section 01 04 00). The cost estimate portion of the contractor’s proposals shall be prepared and produced using the cost estimating software described in Unit Price Book and Software Requirements (Section 01 04 00, this specification). This applies to all work done on SABER task orders, even if work is done by a subcontractor.
b. Construction Schedule
(1) A construction schedule is required in accordance with FAR 36.515 for projects with a continuous performance period of 30 days or more. Additionally, the Contractor shall submit a construction schedule when required by the Task Order (TO) Statement of Work (SOW). The construction schedule shall be on an AF Form 3064 and completed according to the instructions on the reverse side of the form. In addition to the construction schedule on the AF Form 3064, the TO SOW may require a project to have a critical path or milestone schedule. The Contractor shall provide weekly construction updates on each task order on an AF Form 3065.
c. Design Solution
(1) The contractor shall provide, as part of the proposal, a basic design solution showing a complete understanding of the requirement. Where required, drawings included with the proposal must be thorough enough to allow the Government and contractor to estimate prepriced and non-prepriced items. Design incidental to accomplishing the required tasks outlined in each task order will be required; the extent of these designs will depend upon the complexity of each task. Under the scope of this contract, the complexity will not necessarily require the services of a registered architect or engineer. However, the contractor shall provide sufficient design documentation to substantiate the proposed approach for the task. Also, designs shall clearly illustrate compliance with local, state, and federal building and construction codes. Where required in the SOW or otherwise needed the contractor shall include the following documentation in the task order proposal. This documentation includes, but is not limited to:
(2) Design drawings showing basic layout and planning of work.
(3) Design Calculations
(a) The contractor shall provide, as part of the proposal, design calculations to substantiate appropriate equipment or material selection/ sizing, component assembly, and proposed layout and sizing of utilities and structural elements.
The contractor shall at a minimum supply the following calculation:
(b) Mechanical: HVAC load analysis and unit sizing, pipe sizing, and duct sizing.
(c) Electrical: Electrical system capacity, conductor, conduit, protective devices, and other equipment sizing.

(d) Structural: Structural system and foundation sizing.
(e) Pavement/Site Work: Area run-off quantities, drainage capacities, and grading slopes.
(f) Energy: Provide energy savings and Return on Investment (ROI).
(4) Certified Shop Drawings. Shop drawings shall show in detail the proposed fabrication and assembly of structural elements and/or the installation (i.e., form, fit, and attachment details) of materials or equipment.
1.5.10 Record Drawings
1.5.10.1 During the progress of the contract, the Contractor shall a keep record set of drawings on the job site meeting the requirements of paragraph 1.2 of Section 01 78 00 Task Order Closeout Requirements. If the Contractor fails to maintain the record drawings as required herein, the Contracting Officer will consider that satisfactory progress has not been achieved for the period in question. Final payment will be withheld until As-Built record drawings are submitted and approved by the CO.
1.5.11 Moving Furniture And Equipment
1.5.11.1 For each task order, the Government SABER Office and the Contractor shall coordinate with occupants of the proposed work area on responsibilities of moving furniture and equipment. If the Contractor moves the furniture, associated costs may be included in his proposal. The Government shall hold the Contractor responsible for any damages when the Contractor moves the furniture.
1.5.12 Delivery Of Materials
1.5.12.1 Delivery of materials and equipment shall be made with a minimum of interference to government operations and personnel.
1.5.13 Division Of Work
1.5.13.1 The work shall, so far as practicable, be done in definite sections or divisions and confined to limited areas that shall be completed before work in other sections or divisions will begin.
1.5.14 Clean-Up
1.5.14.1 Hallways, exits, and access routes must be kept free of debris and safe at all times.
Prior to departure from the work area each day, the Contractor shall remove and properly dispose of all waste materials or rubbish generated by the project work. Daily cleanup of all job sites includes leaving the affected project area in good state of order.
Thorough daily cleanup may be required in certain high-visibility areas on a case-by-case basis as described in the statement of work (SOW) for specific Task Orders. Upon completion of the project, the Contractor shall conduct a thorough final cleaning.
1.5.15 Government-Furnished Equipment/Materials
1.5.15.1 The Contractor with his own forces shall transport all government furnished equipment (GFE) and/or government furnished materials (GFM), if any, described on the task
01 00 00-7 order. The GFE/GFM shall be transported from the government’s storage area to the work site or as indicated on the task order. The Contractor shall follow the instructions of the Contracting Officer regarding the disposition of all government furnished property not consumed in performance of a task order.
1.5.16 Equipment And Furniture On The Site
1.5.16.1 The Contractor shall cover equipment and furniture that is to remain in place within the contract operations area and protect it against damage or loss. Store equipment and furniture that is removed in performance of work where directed, or reuse in work as required by project statement of work (SOW), drawings, or specifications. Equipment and furniture temporarily removed shall be protected, cleaned, and replaced equal or better than its condition prior to starting work. Security for equipment or material that is to be reused and is removed for temporary storage shall be the sole responsibility of the Contractor.
1.5.17 Damage To Real Property
1.5.17.1 Any damage done by the Contractor to existing real property shall be repaired to prior conditions. Patch and repair any holes or damage done to walls during the removal of any items/material. Match the existing conditions and meet the requirements of these specifications. The Contracting Officer will determine if the repair work done is sufficient. All repair work will be at the Contractor’s expense.
1.5.18 Covered Chutes
1.5.18.1 All chutes used for refuse, and the like, shall be covered or of such design to fully confine the material to prevent the dissemination of dust.
1.5.19 Salvageable Items
1.5.19.1 All materials removed and not reused in the project as specified herein or as required by the project statement of work (SOW), drawings, or specifications, remain the property of the Government. The Contracting Officer will determine if these materials are salvageable or unsalvageable. Salvageable materials shall be managed as directed by the Contracting Officer with the concurrence of the Installation Environmental Office. See Section 01 57 20.00 10 Environmental Protection for further guidance.
1.5.20 Trash Removal
1.5.20.1 Unsalvageable materials, as determined by the contracting officer, shall become the property of the Contractor and disposed of at the contractor's expense. Materials to be removed shall be removed without damage to adjacent areas. All damage resulting from the removal activity shall be repaired by the Contractor at no cost to the Government. Repair shall be made with materials of like nature, type and construction as were damaged or exist adjacent to the areas to be repaired. See Section 01 57 20.00 10 Environmental Protection for further guidance.
1.5.21 Monthly Reporting
1.5.21.1 The Contractor must submit reports monthly showing the tons of material disposed of
01 00 00-8 at a landfill and the tons of material diverted from a landfill. See Section 01 57 20.00 10 Environmental Protection, paragraph 8.6 for further guidance.
1.5.22 Permits
1.5.22.1 The Contractor is responsible for listing any and all necessary permits on each project submittal register that are required. The Contractor shall plan for and obtain any and all permits and provide two copies to the Contracting Officer. See Section 01 57 20 Environmental Protection for environmental permits. All environmental permits must be coordinated and approved through the Installation Environmental Office.
1.5.23 Environmental Requirements
1.5.23.1 See Section 01 57 20.00 10 Environmental Protection.
1.6 PRODUCTS AND SUBMITTALS
1.6.1 Standard Products
1.6.1.1 Materials and equipment shall be standard products of a manufacturer regularly engaged in the manufacturing of such products, which are of a similar material, design and workmanship. All products shall be new unless otherwise directed in the TO SOW. See Section 01 57 20.00 10 Environmental Protection for affirmative procurement requirements.
1.6.2 Contract Submittal Requirements
1.6.2.1 In addition to submittals required in each task order, these specifications require various contract submittals. The Contractor shall provide these submittals in accordance with the instructions found in these specifications and on the Submittal Register.
1.6.3 Submittal Requirements
1.6.3.1 See Section 01 33 00 Submittal Procedures.
1.7 CONCURRENT CONSTRUCTION
1.7.1 Construction work closely related to and/or located at the site of the work under this contract, including other military projects, and normal maintenance and repair work may occur. The Government reserves the right to engage in and to perform work, with its own forces or other contractor forces, of the same type as the successful offeror without breaching or violating this contract.
1.8 UTILITIY SERVICES
1.8.1 Availability Of Utility Services
1.8.1.1 All reasonably required amounts of water and electricity, where available, will be made available to the Contractor by the Government from existing system outlets and
01 00 00-9 supplies. The quality, quantity, and consistency of the utilities supplied are not guaranteed. Some task orders may not allow the use of government utilities. The Contractor shall, at his own expense, make all temporary connections and install distribution lines. All temporary lines shall be installed and maintained by the Contractor in a safe and workmanlike manner subject to approval by the CO and shall be removed by the Contractor in like manner prior to final acceptance of the construction. Reasonable quantities of electricity and water used to make final tests of completely installed systems will be furnished by the Government as determined by the Contracting Officer prior to execution.
1.8.2 Fire Hydrant Connections
1.8.2.1 Only compatible adapters shall be utilized for hydrant connections. All connections to fire hydrants shall be provided with a backflow preventor. A hydrant wrench of the correct size shall be used to control the flow. Temporary connections to fire hydrants shall be disconnected at the end of each working day. Any use of fire hydrants shall be coordinated with the Fire Department prior to work. Notification by the Contractor to the CO and Fire Department shall be made ten (10) workdays prior to any work.
1.8.3 Conservation Of Utilities
1.8.3.1 The Contractor shall be responsible for operating under conditions that preclude the waste of utilities and shall comply with energy conservation directives for each installation.
a. Supplemental lighting shall be used only in areas where and when work is actually being performed. When work areas are vacated, lighting shall be turned off.
b. Mechanical equipment for heating, ventilation, and air conditioning systems shall be adjusted by authorized craftsman only.
c. Water faucets or valves shall be turned off after the required usage has been accomplished.
1.9 UTILITY OUTAGES
1.9.1 The Contractor shall request, in writing, any utility outage necessitated by the project work at least 15 working days prior to the proposed outage unless otherwise approved in writing by the Contracting Officer. The Contractor shall not operate any valve, circuit breaker, or other utility shut-off device unless approved by the CO. The Contractor shall verify that there are no conflicts with the scheduled outage immediately before shutting off the utility. The Contractor will be responsible to implement lockout/tag out procedures, as needed.
1.9.1.1 Requests
a. The request shall be directed to the Contracting Officer. It shall reference the specific Task Order; stipulate the specific utility system and/or circuits to be affected; the location of the work; the time, date, and duration of the requested outage for each system; and describe the contingency plans for restoring the utility to service.
1.9.1.2 Restrictions

a. Outages shall be kept to a minimum both in number and in duration. Where multiple outages are required, as many outages as can be accurately scheduled shall be submitted as a group. No outage shall exceed four (4) hours unless approved in writing by the Contracting Officer prior to outage execution.
1.10 PARKING
1.10.1 Parking of contractor vehicles shall be restricted to the project parking lot at the location designated by the Contracting Officer. Under no circumstance shall the Contractor park vehicles and/or equipment, even temporarily, on the grass, unless approved in advance by the Contracting Officer. The company name shall be prominently displayed on all construction vehicles parked in the designated spaces. Parking shall not violate fire or safety regulations.
1.11 TRAFFIC CONTROL
1.11.1 The Contractor shall comply with the recommendations contained in Part 6 of the U S Department of Transportation, Federal Highway Administration Manual on Uniform Traffic Control Devices to ensure proper warnings to motorists and adequate traffic control. Traffic control signage should be installed in accordance with Missouri Department of Transportation Standards. All signs, warning lights, barricades, and other traffic control devices shall be provided by the Contractor. The Contractor shall maintain the normal traffic egress to and from the installation during construction at all times. If traffic flow on any roadway is to be modified for any reason, the Contractor must notify the Contracting Officer, the Fire Department, and Security Forces by submitting a traffic coordination plan for approval to the Contracting Officer ten (10) working days prior to commencing with construction activities. The schedule and phasing of roadway lane closure will be discussed in a pre-construction meeting.
1.12 SANITARY PROVISIONS
1.12.1 Use of government facilities may not be allowed. The Contractor shall utilize only those rest rooms designated for his use, provided such usage does not conflict with usage by installation personnel and that such usage does not result in unsanitary conditions or damage to the rest room. If government restrooms are authorized as part of a task order, the Contractor will be required to fully clean those restrooms at the end of the project.
Should usage by the Contractor result in unsatisfactory conditions, the Contracting Officer may restrict or prohibit further usage by the Contractor. In no instance, shall paint or other construction materials be disposed of in the rest room, nor shall fixtures be utilized for cleaning tools or construction equipment.
1.12.1.1 Temporary Sanitary Provisions
a. The Government, at its discretion, may direct the Contractor to provide temporary toilets for the contractor’s use. When the Contractor provides their own temporary toilets, they shall ensure that they satisfy state and local health requirements for the use of construction personnel. Location, type, proposed maintenance, etc., shall be approved by the Contracting Officer prior to placing toilets. Temporary toilets shall be promptly removed at the completion of construction. All costs incurred in connection with the temporary toilets shall be borne by the Contractor.

1.13 TOBACCO
1.13.1 The Contractor shall limit smoking and use of tobacco to authorized areas only. Tobacco use shall be in accordance with applicable installation and DoD policy.

SPECIFIC REQUIREMENTS
(WHITEMAN AIR FORCE BASE)
PART 1 GENERAL
1.1 LOCATION
1.1.1 This section contains requirements applicable to Whiteman Air Force Base (WAFB).
1.2 LOCATION OF STAFF
1.2.1 The Contractor will not be provided with office space on Whiteman AFB. The Contractor will be required to maintain an off-site engineering staff within a fifteen (15) minute response time of Whiteman AFB, during standard working hours and be equipped with cellular phone capabilities, to respond to the requirements set forth in this contract.
Additional engineering staff may be established at another off-site location in close proximity (one (1) hour driving time) to Whiteman AFB.
1.3 SABER PROJECT ESTIMATING
1.3.1 The Government may issue the Contractor a delivery order for all work incidental to developing a project; without obligating the Government to issue the Contractor a project.
In order for the Contractor to receive monetary compensation for proposal development (design only), the Contractor will be awarded a Proposal Development Fee in the amount of 1% of the total negotiated price of a project, with a minimum of $500.00
1.3.2 The Government’s intent is to obtain an exact price for projects that are being considered for SABER construction. It is not the Government’s intent to have the Contractor provide an estimated service for projects with no initial serious SABER construction consideration.
The Contractor agrees that the Government is not obligated to issue the Contractor a delivery order for the construction work described in the completed project estimate.
1.3.3 Upon completion of negotiations and Government acceptance of the negotiated project price, the Contractor may immediately invoice for the completed design estimate. If, within 1 year after Government acceptance of the project, the Government elects to have the Contractor construct the work described in the project estimate, the construction project price will be adjusted downward in an amount equal to that already invoiced for the Proposal Development Fee.
1.3.4 If the Government and the Contractor reach an impasse and cannot come to an agreement on a project price in negotiations, the Proposal Development Fee will not be applied and the Contracting Officer will make an equitable adjustment for the Contractor’s work up to that point.
1.3.5 If the Contractor does not receive notice of the Government’s intent (to have the Contractor construct the work described in the completed project estimate) within 1 year after the Government’s acceptance, the Government no longer has the option of having the

Contractor construct the work described in the completed project estimate while at the same time adjusting the price downward in an amount equal to that already invoiced for.
The Government may, however, issue a delivery order to reopen the project as a new requirement with no adjustment for previous work completed by the Contractor.
1.3.6 If the project estimate includes only pre-priced items, the Government may instruct the Contractor to construct the work described in the completed project estimate any time during contract performance. If the project estimate includes non pre-priced items, the Government has up to 120 calendar days after Government acceptance of the project to instruct the Contractor to construct line item work described in the completed project estimate at the price stated in the completed project estimate. However, if the Government exceeds 120 calendar days in instructing the Contractor to construct the work described in the completed project estimate, the Contractor will be given the opportunity to revise the initial project estimate. Also, if the Government exceeds 120 calendar days in instructing the Contractor to construct the work described in the completed project estimate, the Contractor must identify non pre-priced items in the completed project estimate that have subsequently become pre-priced items via contract modification. The price of these items will be changed to reflect the pre-priced price.
1.3.7 In accordance with FAR 36.204, Disclosure of the Magnitude of Construction Projects, the project magnitude shall be stated in each Government request for project estimating. The Contractor shall immediately notify the Contracting Officer if the project estimate will differ from the project magnitude. The project magnitude includes the coefficient factor as stated in the Schedule of Offers, Section B of the Bidding Schedule.
1.3.8 Within one (1) year after Government acceptance of a project, any Government decision to use non-SABER methods to award a contract for other construction of work described in a SABER completed project estimate will not be based on price considerations.
1.3.9 All estimates will reflect the coefficient factor as of the time of submission. If the coefficient factor changes by the time the Government elects to have the Contractor construct the work described in the completed project estimate, the resulting order for construction will reflect the new coefficient factor.
1.3.10 The agreed upon contract line item prices for project estimating as stated in Section B shall be counted as part of the cumulative value of ongoing work and will be subject to the limitations as explained in FAR Clause 52.216-19 “Delivery Order Limitations” (however, the $2,000 minimum order limitation does not apply). Upon Government acceptance of the completed project estimate, the Contractor may decline an order to construct the work described in the completed project estimate if addition of the agreed upon project price to the cumulative value of ongoing work will result in the limits being exceeded. “Ordering” also applies to all Proposal Development Fees.
1.3.11 Line items in the R S Means Pricing Data Base are not negotiable as it pertains to the production rate for labor, materials and equipment of the line items.
1.3.12 Price of Performance: All individual costs for items of performance both pre-priced and non-pre-priced, contained in a proposed Delivery Order, shall be added. That sum shall be the cost to the Government of the Delivery Order. The individual cost for items of performance shall be determined as follows:

1.3.12.1 Pre-priced Items: The base cost of pre-priced items of performance shall be determined based on the R.S. Means Computerized Pricing Guide, Facilities Construction Cost Data, Mechanical Cost Data, Plumbing Cost Data, Electrical Cost Data, Assemblies Cost Data, Site Work & Landscape Cost Data, Interior Cost Data and Concrete & Masonry Cost Data, which shall be updated annually at the expense of the Contractor. The cost to the Government of each pre-priced performance item shall be calculated as follows:
a. The “Total Including Overhead and Profit” column figure for a particular performance item as dictated by the corresponding R.S. Means Computerized Pricing Guide (CPG) shall be multiplied by the associated R.S. Means City Cost Index Weighted Average for Kansas City, Missouri. For example, the corresponding figure for the 2009 R.S. Means City Cost Index Weighted Average for Kansas City, Missouri, for material is 102.1 percent.
b. This product shall be multiplied by the required number of units.
c. The resulting product is then multiplied by the corresponding coefficient. This final product is the cost of that specific item of performance.
1.3.13 Negotiation may occur between the Government and the Contractor; however, that negotiation will involve only decisions concerning which particular line item is most correct for the particular item of performance and the number of units required in order to fulfill the request for performance.
