About this file
This Performance Work Statement (PWS) details requirements for establishing a Life Support Area (LSA) at March Air Reserve Base (ARB) from 26 July 2025 to 10 August 2025. The contractor must provide comprehensive support for 260 personnel, including 14 latrines across two locations, handwashing stations, 2 forty-foot dumpsters, 7 five-hundred-gallon potable water buffaloes, and 17 workspace tents ranging from 250-700 square feet. Each tent must be equipped with environmental control units, generators, electrical receptacles, lighting, and specific furnishings tailored to unique operational needs such as Emergency Operations Centers, Sensitive Compartmented Information Facilities, Mortuary Affairs, and various unit-specific workspaces.
The PWS mandates 24-hour maintenance support with 6-hour response times, generator refueling, and equipment maintenance. Contractors must submit personnel lists at least one month prior to performance, with strict base access restrictions prohibiting convicted felons. Additional requirements include providing power distribution systems, ensuring tent spacing meets fire safety standards, and coordinating with the March ARB Escort Team for airfield access. The contractor must also confirm generator compliance with California Environmental Protection Agency emission requirements and submit maintenance and refueling plans two weeks before the performance period begins.
