Oil/Water Separator Maintenance Services Solicitation Questions

FA4621-19-Q-A008

Q1 - Why is there such a discrepancy in the sewer line flush footage? (Price List vs PWS) A- PWS amount of 220,000 (estimate) is correct. Price List amount corrected to reflect.

Q2 - AD is confusing. Why would interior trench drains be added to Septic Tank Pumping? It might go better under AA.

A- Interior trench drains will be priced separately under X0001 AG. Interior trench drain language removed from X001 AD description.

Q3 - Why does cell I10 of the price list not calculate?

A- Cell I10 of price list fixed to complete necessary calculation.

Q4 - Looking at excel pricelist line 0001 AG - wants price for interior drain outlets as does line 0001 AD. Is this duplicated?

A- Yes this is a duplication mistake. Interior trench drains will be priced separately under X0001 AG. Interior trench drain language removed from X001 AD description.

Q5 - In excel pricelist - 0001 AD - 54 times is the number. Where on the PWS says 29 times (holding tank 25, septic tanks 1 each per year). Which number should we price for?

A- The PWS number of 29 is correct. The price list has been corrected to reflect such.

Q6 - OWS - are these cleaned annually or monthly - the price list quotes 12 times.

A- While OWS must be cleaned as needed throughout the year, there are other maintenance items and services that need to be accomplished throughout the year IAW PWS para 1.1.1. and 1.1.2. as well. Please note that all 20 OWS do not need to be cleaned at the same time, but can rotate on a monthly schedule. The line item will be priced monthly, and offerors should price their quotes to include all services as such.

Q7 - Sand pits - is the frequency quarterly or monthly? PWS says one, pricelist says other.

A- Sand traps should be cleaned when the respective OWS is cleaned. See answer to similar OWS question above for additional information.

Q8 - Interior drain outlets - there are 7 of them, should they be cleaned yearly or monthly?

A- Interior trench drains should be cleaned when the respective OWS is cleaned. See answer to similar OWS question above for additional information.

Q9 - With regard to the lagoon - 175600 gallons - is this water to be drained to a stream? Is this done x amt of gallons monthly or all at once?

A- The lagoon must be cleaned all at once (over the spread of a week or so). IAW PWS para 1.1.7. “if the sampling and analysis of the water in Ramp South Lagoon are within acceptable limits, water may be discharged downstream through the storm sewer. Surface effluents and bottom sludge may not be discharged downstream and must be removed and disposed in accordance with paragraph 1.1.1.1 herein. If the sampling and analysis of the water in Ramp South Lagoon is not within acceptable limits, then the contaminated water, surface effluents, and sludge must be removed and disposed in accordance with paragraph 1.1.1.2 and 1.1.1.4.”.

Q10 - Regarding emergency service callse, it is agreed that response/acknowledgment would be made within 4 hours; however, should necessary equipment not be sitting idle readily available it will need to be acquired. Can we proceed in the following manner that response is to occur within 4 hours and mobilization will occur within 24 hours (1-day)?

A- Based on previous emergency situations, there is a potential for structural damage or environmental noncompliance. Therefore, the four (4) hour response time is a firm requirement.
